It seems to me that we have already spoken once about the fact that, when a certain situation demands efforts requiring multiple competencies, it is obviously necessary to make use of the people who are already in place, even if they are not perfect.
Some may even have significant shortcomings. Nevertheless, there are no others who are preferable to them. It is therefore quite clear that one must not diminish the work that needs to be accomplished. That would not be a remedy — quite the contrary.

... כמדומה, שכבר נדבר פעם, שבמצב מסוים הדורש עבודה במקצועות שונים, מובן וגם פשוט שמוכרחים להשתמש ולנצל אותן האנשים הנמצאים בפועל, אפילו אם חסרים הם שלימות, ואפשר יש כאלו שהחסרון הוא די גדול, הנה כיון שאין נמצא יותר טובים מהם, פשוט שאין זה עצה לגרוע גם מהעבודה, כי הרי אין זה תיקון אלא אדרבה...
