and devotes himself to communal needs,

Greetings and blessings,
I have duly received your letter of the seventh light (see note 2) and I read with pleasure that the classes have resumed. Surely you will not be content with this alone. You will multiply them, in accordance with the teaching of the days of Chanukah*, during which one adds, each day, a candle, a light emanating from pure oil, "from sunset," "at the door of his house, toward the outside."
You mention the correction of the Sefer Torah*, so that it conforms to the view of the Alter Rebbe* (see note 3). This is wise. Of course, one must avoid making this public, so as to avoid controversy. This is self-evident, all the more so since publicizing it could arouse a spirit of rebellion and vengeance, in which case one would do the opposite (see note 4).
It is particularly painful to observe the inactivity of the Chassidim*, despite the ever-broadening opportunities that present themselves, as I have written to several of them. What will be the outcome?
If it is impossible for it to be otherwise, may Hashem perform a miracle, may He take the initiative to enable the action to begin — but let it be in kindness and mercy. True, one cannot benefit from a miracle (see note 5), and one does not request a miracle. However, this applies when the miracle is ardently wished for as a reward. In our case, by contrast, the true purpose is the dissemination of the wellsprings* (see note 6) to the outside, and the manner in which those who receive them become aware of them is of no consequence to them.
Moreover, in such a case, the one who disseminates them has indeed fulfilled his mission (see note 7). Thus, the halachah* specifies that a man who would lose a coin, which would then be found by a poor person, would have indeed accomplished the mitzvah* of tzedakah*.
Nevertheless, there is indeed shame and humiliation in this! One must resort to such means to suggest to the Chassidim what elementary logic considers self-evident! In truth, they adopt an excessively material viewpoint; they immerse themselves in coarseness, to the point where elementary logic itself no longer functions!
May Hashem grant that each of us have the merit of conveying only good tidings, and there is no good other than the Torah in its integrity, which will be revealed as tangible good, here below, in daily life.

P.S. You mention the custom, which has spread in the Holy Land, of setting aside for weeks and months a Sefer Torah* that requires correction (see note 8). This is contrary to the halachah* stated in the Shulchan Aruch*, Yoreh Deah*, chapter 279. I do not possess the Daas Kohen* that you mention.
A discussion tending to justify this practice is found in the Responsa Noda BiYehuda*, first edition, Orach Chaim*, chapter 9; the Binyan Tzion Kama*, paragraph 97; the Minchas Elazar*, vol. 3, chapter 52; the Zecher Yehosef*, chapter 37. But one can still question all these developments, since the Shulchan Aruch* clearly prohibits this practice.
Some of these sefarim* draw proof for this permission from the Sefer Chassidim*, chapter 934, which speaks of "torn and erased books." Nevertheless, in such a case, there is no risk that they would be used for the reading. This is not the case with what is the subject of our discussion.

שלום וברכה!
מאשר הנני קבלת מכתבו מנר השביעי, ונעם לי לקרות בו מהתחדשות השיעורים, ובדואי לא יסתפק בזה וילכו הלוך והוסיף מתאים להוראות ימי חנוכה דמוסיף והולך מיום ליום בנר ואור הבא משמן טהור ומשתשקע החמה ועל פתח ביתו מבחוץ.
במ"ש אודות תיקון הס"ת לכתוב כהוראת רבנו הזקן, נכון הדבר ומובן שיש להזהר בזה ביותר מפרסום - מפני מחלוקת, וק"ל. ובפרט שהפרסום יכול לגרום שירצו להכעיס ולנקום ויעשו ההיפך.
מצער ביותר העדר פעולת אנ"ש - למרות כל ההזדמנות שישנן הולך ומוסיף מזמן לזמן. וכמו שכתבתי לכמה מאנ"ש. ואחריתו - מי ישורנו... ויהי רצון שבאם אי אפשר אחרת - יתחילו לפעול ע"י אתעדל"ע ובאופן נסי ובלבד שבחסד וברחמים. ואף שאין נהנין ממעשה נסים* ואין מבקשים על הנס כו' וכו' - הרי כל זה הוא כשלהוטים אחרי שכר וכיו"ב, אבל כיון שנקודה האמיתית היא הפצת המעינות חוצה, הרי להמקבל אין נפק"מ ע"י מה סו"ס יודיעוהו אודות המעיינות ועניניהם. ולא עוד אלא שגם המפיץ פעל פעולתו, וכידוע הפס"ד מי שאבד סלע ומצאו עני מקיים מצות צדקה. אלא שכדי בזיון וקצף שמוכרח לעורר אנ"ש בענינים שאפילו שכל הטבעי מודה שצריכים לעשותם. אלא שמגשימים א"ע ומורידים בחומריות יותר, עד שאפילו שכל הטבעי אין יכול לפעול עליו.
ויה"ר שיזכה כאו"א מאתנו לבשר אך טוב, ואין טוב אלא תורה תמימה, ולהמשיכה בטוב הנראה למטה מעשרה טפחים בחיי היום יומים.
