To the great Rav, distinguished chassid* who fears Hashem and devotes himself to communal needs,

Rav Yaakov (see note 1),

Greetings and blessings,

I am responding to your letter from the fifth light of Chanukah*, in which you describe your discussion and the proposal that was formulated.

You yourself enumerate, in your letter, various risks inherent in this proposal, and an essential point can also be added, which is the following. If one addresses a single person, who will prevent them from subsequently modifying all the conditions and terms? And if the principle of dialogue with an association of religious people — that is, with an organization that must be taken into account — is accepted, you know that several already exist, so why have they not initiated this dialogue until now?

As for the argument of party affiliation, it seems to me that there exist several non-affiliated organizations, for example the federation of synagogues, or the one in which Rav Zaks of Jerusalem is interested, which, it seems to me, owns a hotel in that city.

Apart from all of this, there is of course the question you mention in your letter. For, between us, several settlements — and even a large portion of them — could be saved from anti-religious influence, since they have authorized the presence of a religious representative and educator.

For this, there is no need to create new facts. If it is made known and announced that the door is open to religious visitors, to Rabbanim*, on condition that this activity is not linked to a party, there will certainly be Rabbanim*, educators, and religious guides who will seize this opportunity and pay such a visit.

Conversely, and despite all these risks, it seems that you were not approached as a representative of a certain movement, which means that your words and actions cannot be appropriated in the struggle against a religious party. One must therefore take advantage of these discussions so that something positive results on the ground — that is, that precise demands be formulated for precise settlements in which the budget allocated for religious affairs is insufficient.

They express interest in continuing the dialogue, and there is therefore every reason to believe that these demands will be met. The manner in which they meet them and the reactions of the public, from the right and from the left, will clarify the situation.

In this regard, it seems to me that among the members of their party there are Rabbanim*. One of them is called, I believe, Rav Feldman, and there are also Yemenite Rabbanim*. I would like to know whether they are able to justify why they do not call upon them to accomplish all of this.

You mention an apathetic and surprising relationship. Due to our many sins, this is even more frightening than what was reported to you and what you mention in your letter. I recently wrote to one of the communal leaders in the Holy Land (see note 2), a member of a party that proclaims itself religious, that, to our misfortune and to the detriment of all Jews, the religious leaders do not fulfill their mission and merely compete with the non-religious leaders in matters that have nothing to do with religion — and each one deceives himself into thinking that, in this way, he discharges his obligation.

Everything that concerns religion is increasingly abandoned, heaven forbid. Who knows what will come of it in the end, if there is not a radical change on the part of the leaders of the religious parties and their Rabbanim*?

In order to reduce your responsibility for the measures you will take regarding what is stated at the beginning of this letter, perhaps it would be good that the chassidim* not be aware of its content. In this way, all of this will remain confidential until the appropriate time (see note 3).

With my blessing,

M. Schneerson,
