Greetings and blessings,
A school of safrus* (see note 2) is a good initiative, which is in fact indispensable (see note 3). The shortage of good Tefillin* that exists in every country is well known. There are surely means of founding and developing such a school, but all of this must be accomplished in the best possible manner.
Consequently, it is good that the chassidim* and the Chabad* institutions bring such a project to fruition. One must invest effort and exertion in this, commensurate with the need. All of this is justified given the importance of what is at stake. There is no need to say more, so evident is this.

... כיון שבית ספר לסופרות דבר נכון וגם מוכרח הוא, וכידוע המחסור בתפילין כשרים בכל מדינה ומדינה, בודאי יש דרכים לביסוס ולהתפתחות בי"ס כזה, אלא שצריך להשתדל שיעשו הדברים בהידור האפשרי וכו', שלכן כדאי שיתגשמו ע"י אנ"ש ומוסדות חב"ד, ויש להשקיע יגיעה והשתדלות כפי דרישת הענינים כי כדאיות הן בערך גודל הדבר, ואין להאריך בדבר הפשוט...
