Greetings and blessings,
I am responding to the question you posed in your letter, concerning how to apportion your time between the study of Torah* and activities of strengthening and spreading Judaism.
It is perfectly evident that a great many factors must come into play. It is therefore impossible to establish precise rules, except for a particular event, a particular place, or a particular person.
According to Halachah*, however, the general idea can be deduced from the words of our Sages, in particular from Tractates Moed Katan* 9a–b, Sotah* 21b — including, in the name of the Yerushalmi*, in the Tosafos* — Yerushalmi* Berachos*, chapter 5, paragraph 1, Yerushalmi* Pesachim*, chapter 3, paragraph 7, as well as from the Tur* and Shulchan Aruch*, Orach Chaim*, chapter 70, and its commentaries.
Surely you maintain the three well-known daily studies — Chumash*, Tehillim*, and Tanya* — and you strengthen them, especially since we are approaching the luminous day of Yud-Tes Kislev*, when "the light and vitality of our souls were granted to us," in the well-known expression.

מובן שזהו תלוי בפרטים ופרטי פרטים, ואי אפשר לקבוע בזה מסמרות כ"א בהנוגע למאורע פלוני ומקום פלוני ואיש פלוני, והנקודה הכללית בזה ע"פ הלכה, מובנת ממה שארז"ל במס' מו"ק ט, סוף ע"א וע"ב, סוטה כא, ע"ב עיי"ש גם בתוספת בשם הירושלמי, ירושלמי ברכות פרק ה הלכה א, ירושלמי פסחים פ"ג הלכה ז. טושו"ע או"ח ס"ע ובנ"כ שם, ועוד.
