To the great Rav, distinguished chassid* who fears Hashem and devotes himself to communal needs,

Greetings and blessings,

You tell me that it is difficult to obtain parchments for tefillin*. There is good hope that the scribal school (see note 2) will, with time, become a self-sustaining institution (see note 3).

If the Merkaz L'Inyonei Chinuch*, here, obtains all that it needs in this matter from this scribal school, and if in addition it supplies the students of the Ohalei Yosef Yitzchak and Tomchei Temimim* institutions, it may be possible to absorb the entire production of both schools — the one in Meknes and the one in Paris. If there is a surplus to distribute, it can be sent to all the locations where there are Chabad schools. However, the parchments and the housings must be of proper quality.

Consequently, I was pleased to learn from your letter that you have already ordered the necessary equipment from the Holy Land. In the meantime, surely several students who are suited for this are being trained (see note 4) — for example, by teaching them the Halachah*.

...כפי מ"ש אודות הדוחק בפרשיות ותפילין, יש מקום לתקוה שאפשר ביה"ס לספרות במשך הזמן יהי' למוסד הנושא את עצמו. ואפילו רק המל"ח דכאן אם יקח כל המצטרך לו בזה מביה"ס דספרות נוסף על צורך התלמידים דמוסדות אהלי"י ותו"ת, אפשר שיספיק זה לקבל כל התוצרת של שני המוסדות דמכנז ופריז, ואם אפילו ישאר מה - אפשר יהי' לשלחם לכל המקומות בהם נמצאים מוסדות חב"ד, ובלבד שיהיו הפרשיות והבתים כדבעי, ולכן הייתי שבע רצון ממכתבו שכבר הזמין את כל המכשירים באה"ק ת"ו. ובטח בינתים מכינים אחדים מתלמידים המתאימים לזה - ע"י לימוד ההלכות וכיו"ב...
