To the distinguished chassid* who fears Hashem,
Rav Moshe (see note 1),
Greetings and blessings,
I have received the book Kiryas Sefer (see note 2), which has been published with "the handles of the basket" (see note 3). May you be commended for your dissemination of the teachings of the early Sages, who are compared to angels and to men (see note 4). The Shnei Luchos HaBris* (see note 5) explains that the name of man, Adam, shares the same root as: "I shall liken myself (Adameh) to the Most High." Indeed, "the early Sages gave of themselves to sanctify the Name of Hashem," as stated in Tractate Berachos* 20a.
Great is study that leads to action, to practically applicable instructions in the conduct of those who fear the Word of Hashem in our days. You should consult, at that reference (see note 6), the commentary of Rashi*: "This applies as well to one who humbles himself to sanctify the Name of Hashem."
As a token of friendship, I leafed quickly through this book when I received it. You will find below several notes.

P.S.: At the beginning of the book's introduction:
"He led me astray": In the fourth paragraph of your introduction, you cite a proof of the date at which this book was composed, according to you, "when the Jews were expelled from France. Although its author was not among the exiles, he addresses the totality."
According to this, one does not understand what is said subsequently in the author's introduction: "He placed the sons and daughters of the refugees in captivity. They were sent away from the heritage of the land of the gazelle, for many days." And one finds, further on, several expressions along the same lines as well (see note 7).
In my opinion, especially since you yourself state that the author "addresses the totality," his purpose was to explain why, at that time, one could not find a Sefer Torah* corrected in the proper manner, which necessitated his book.
Such a situation is explained, in fact, by the Jews' going into exile and their being wounded thereby. This is why it states: "Hashem led me astray from my Father's house" — meaning from Eretz Yisrael*. This allows one to understand all that has been said.
Page 41, second section:
"For His Name" means for the Torah* of Yisrael*, and the Names of Hashem are written for the sanctity of His Name. At the end of this section, it states: "For the Torah* of Moshe*."
There is reason to think that there is no difference between the expressions: "Torah* of Moshe*," as stated by the Rosh*, and "Torah* of Yisrael*," according to the Sefer Mitzvos Gadol*. This is why both are cited here.
One may, however, inquire, for:
A) Why would the author think it insufficient to say simply "Torah*"? And
B) From where does he deduce that the sanctity is specific to the Names of Hashem?
On these two points, one should consult the Tur* and Shulchan Aruch*, Orach Chaim*, chapter 32, and Yoreh De'ah*, chapter 274, with the references cited therein.
At the end of the work:
This concerns the Sidros* Mattos and Masei, with the words of Yirmeyahu* (see note 8), and the Shabbos* preceding Tisha B'Av* (see note 9), when Mattos and Masei are separated (see note 10).
This would mean that if Mattos and Masei are not separated, one would have only two Haftoros* of rebuke (see note 11), and one would then recite a similar Haftorah* (see note 12) on Shabbos* Parshas* Pinchas, even though it belongs to the Three Weeks (see note 13).

מאשר הנני קבלת הספר קרית ספר, אשר הו"ל בתוספת אזנים לקופה. ויישר חילו בהפצתן של תורתם של ראשונים, אשר הם כמלאכים וכבני אדם, וכפירוש השל"ה אדם מלשון אדמה לעליון, כי קמאי הוו קא מסרי נפשיהו על קדושת השם (ברכות כ, א).
וגדול תלמוד שמביא לידי מעשה, הוראה למעשה בהנהגת כל חרד לדבר ה' גם בימינו אלה, ועיי"ש ברש"י ד"ה בנזקין, השתא איירי נמי במי שמבזה עצמו על קדושת השם.
ולחביבותא דמילתא עברתי בסמיכות לקבלת הספר בין דפי הספר עכ"פ בחפזה, ומועתק לקמן איזה הערות.

בהתחלת הקדמת הספר: אשר התעו אותי וכו' - כת"ר מביא ראי' מזה - במבוא סעיף ד' - לזמן כתיבת הספר, שמזה מוכיח שנכתב בזמן "גירוש היהודים מצרפת, (ואף ש)רבנו לא הי' בין המגורשים, מדבר על הכלל כולו". אבל לפי זה אינו מובן הבא לאחרי זה בהקדמת המחבר, נתן בני פליטים ובנותיו בשבי, גורשו מהסתפח בנחלת ארץ הצבי כו' ימים רבים כו'. ועוד כמה ביטוים הבאים לאחרי זה.
ולדידי, ובפרט ע"פ מ"ש כת"ר שרבנו מדבר על הכלל כולו, כוונת המחבר הוא לבאר הסיבה על שלא נמצא ס"ת מוגה כמשפטה כו' - שמזה מסובב הכרח בספר כזה - שהמצב בא ע"י שהלכו ישראל בגולה ונתמעטו הלבבות וכו'. וזהו כוונתו במ"ש אשר התעו אותי אלקים מבית אבי היינו ארץ ישראל וכמ"ש אח"כ ארץ הצבי, ומיושב כל הנ"ל.
מ"א ח"ב: דלשמה היינו - לשם תורת ישראל והאזכרות לשם קדושת השם. ובסוף החלק: לשם תורת משה כו'. והנה סברא לומר דאין נפק"מ בין האומר תורת משה (וכל' הרא"ש) או תורת ישראל (כל' הסמ"ג). ולכן הביא ב' הלשונות. אבל צ"ע א) אם דעת המחבר שאין מספיק אמירתו תורה לחוד. ב) מקורו שקדושה מזכירים רק באזכרה. - ובשני אלו יל"ע בטושו"ע או"ח סל"ב ויו"ד סרע"ד. ובמקורות שנסמנו שם.
בסופו: ראשי מטו"מ בדברי ירמי' ושבת שלפני ת"ב כו' ובמקום שמפסיקין מטו"מ כו'.
עפ"ז כשאין מפסיקין מטו"מ מפטירין רק ב' דפורענותא ובש"פ פנחס אף שהיא בבין המצרים מפטירין בדומה!
