To the Rav*, the distinguished chassid* who fears Hashem, Rav Yaakov Eliezer (Rav Y.E. Herzog, of Melbourne, Australia; see letters 4665 and 5055),

Greetings and blessings,

I am responding to your letter of 25 Tishrei*. I am surprised that there is such a long interruption between your letters. I am all the more astonished since we are entering a new year, which should result in a multiplication of activities. According to a well-known proverb (see letter 4761), "the entire process unfolds in the manner in which it was begun." Moreover, you now have a new institution, the Beis Rivka* (see letter 4747). And precisely at this moment, the chassidim* reduce their correspondence!

I turn to your questions:

A) How to rectify what occurred on Simchas Torah*? Indeed, some people who came to participate in the Hakafos* arrived by car.

The rectification is very simple, and I am surprised that this year, too, you have not done it. A few days before the festival, you must publish an announcement in the newspapers which, to the extent possible, will also include the times of the Hakafos*. In this announcement, you will specify that it is, of course, forbidden to use a vehicle on Shabbos* and the festivals. You will point out the paradox of participating in a celebration of the Torah* while adopting behavior that goes against it.

B) You discuss the aliyah* to the Torah* of individuals of whom it is not certain that they observe the Torah* and the mitzvos*.

This question has already been put to me once by the Ohel Yosef Yitzchak* synagogue of Melbourne. I responded then, and what I said remains valid.

The decision in this matter depends on several points: the behavior of the person who wishes to have an aliyah*, the people present in the synagogue, and the effect this will have upon them. All these elements must be taken into account each time one is in public.

After clarifying these points, those on the spot will make a decision. However, our Sages say that "the right hand — the stronger — draws near, and the left hand — the weaker —..." The Rebbe deliberately does not write the severe word in full. This is the position that should be adopted in this matter, especially when it is not certain that it is necessary to push away, not even with the left hand. Indeed, it has been said of the Torah*: "Her ways are ways of pleasantness and all her paths are peace" (Mishlei* 3:17).

במענה על מכתבו מכ"ה תשרי, ולפלא ההפסק הארוך כ"כ בין מכתב אחד לחבירו, וגדול הפלא עוד יותר שהרי זה עתה נכנסנו לשנה חדשה, שכניסה זו דורשת הגברת הפעולות, וכפתגם הידוע, ווי מען שטעלט זיך אוועק אזוי גייט דאס, ובפרט שנתוסף ענין חדש הוא ענין הבית רבקה, ודוקא עתה ממעטים אנ"ש בכתיבה.

בשאלתו:

א) איך לתקן את מה שקרה בשמחת תורה, אשר בין הבאים להשתתף בהקפות דישיבת אהלי יוסף יצחק היו אחדים שבאו במכונות כו'.

התיקון בזה פשוט, ולפלא שגם בשנה זו לא עשו זה, והוא שאיזה ימים לפני מועד כהנ"ל ידפיסו מודעה בעתונים (ומה טוב ביחד עם ההודעה ע"ד זמני ההקפות וכיו"ב), אשר בודאי פשוט וידוע איסור נסיעה במכונה בשבת ויו"ט, והסתירה שמני' ובי' להשתתף בענין תורני באופן היפך התורה.

ב) ע"ד העלי' לתורה של כאלו שאין ברור אופן שמירתם התורה והמצוה.

כבר שאלוני פעם עד"ז מביהכ"נ דישיבת אהלי יוסף יצחק במעלבורן, ועניתי אז, ומענה זו גם עתה בתקפו הוא, שהחלטה בזה תלוי' בכו"כ פרטים, הן בהנוגע לאופן הנהגתו של זה הרוצה לעלות לתורה והן בהנוגע להנמצאים בביהכ"נ והרושם עליהם, שככל הענינים הנעשים בפרהסיא גם זה צריך להביאו בחשבון, ובהתאם להבירור בהאמור יש על אלו הנמצאים על אתר להחליט, אלא שמובן ע"פ מרז"ל לעולם תהא ימין מקרבת ושמאל וכו' שבאופן כזה צריך להתנהג גם בשאלה האמורה, ובפרט כשיש ספק אם צריך בכלל לדחות אפילו בשמאל, והרי כבר נאמר, דרכי' דרכי נועם וכל נתיבותי' שלום.
