To the young Yitzchak Tzvi (Rav I.T. Eisenbach, of Yerushalayim*; see letter 4551),

Greetings and blessings,

I am responding to your letter of 29 Tishrei*.

I will mention, at an auspicious moment, all those whom you cite, near the holy resting place of my father-in-law, the Rebbe*, of blessed memory. May Hashem grant that your brother Chananya Yosef fully accept the yoke of the Kingship of Heaven upon celebrating his Bar Mitzvah*. In good health, may he grow and become a chassid*, one who fears Hashem and is a Torah* scholar.

You ask me about a teaching of my father-in-law, the Rebbe*, found in the Hayom Yom*, which concerns the date at which one begins to put on tefillin*. Indeed, it is not stated for how long — before the Bar Mitzvah* — one puts them on without a blessing, and, more generally, why one begins by putting them on without reciting the blessing.

One can explain simply that this is done until one becomes accustomed to putting them on properly, in accordance with the mitzvah*, failing which the blessing would be in vain. Now, not all are alike in this matter. That is why a fixed time was not established for putting them on without a blessing — this varying with the dexterity of each child.

I am surprised that you do not mention in your letter the activities of the month of Tishrei*, particularly within the framework of the Chabad* youth association.

שלום וברכה!

במענה על מכתבו ממוצש"ק, בו שואל חוו"ד אם להשתדל להעביר תחנת הכשרת נוער למלאכות ים ולדייגות למסגרת חרדים לדבר ה', אבל אינו כותב כל פרטים בזה, לא בהנוגע לרוחניות ולא בהנוגע לגשמיות, ובפרט שבודאי למוסד האמור דרושים מומחים שמספרם מצומצם, ולאידך גיסא בודאי גם הוצאות מיוחדות במוסד כהאמור.

בודאי נודע לו המצב הפרוע ביהדות בתוככי הימאים פרוע אפילו בערך המצב הכי עלוב בחוגים מעין זה, אבל במקצוע אחר, ואף שכמה סיבות לדבר ואחת מהן אשר רב החובל הוא המושל יחידי באני' ובספינה, וגם סיבה האמורה קשה להסירה ע"י רב חובל חרדי כיון שלע"ע איננו בנמצא כ"כ, ובפרט שעוד סיבות בזה, אשר גם אותן יש להביא בחשבון בעת השקו"ט אודות קבלת מוסד כהאמור. מובן שרוב הסתירות האמורות אין מקומן בהנוגע לדייגות, אבל מקצתן גם בזה שייכות.
