To the great Rav*, the distinguished chassid* who fears Hashem and devotes himself to communal needs, of manifold knowledge, Rav Shlomo Yosef (Rav S.Y. Zevin, of Yerushalayim*; see letters 4310, 4871, and 4920),

Greetings and blessings,

I am surprised not to have received any letters from you and not to have had any news from you for an especially long time. In the meanwhile, the month of Tishrei* has passed, with all its festivals, all that it entails, and one can then accomplish many things in the domain of Chabad*, both internally and externally.

It seems that the matter of the ships (Israeli ships traveling on Shabbos*; see letter 4796) has been hushed, even though the opposing camp — the supporters of maintaining these ships — has introduced an addition relative to the practice of this summer, since there are now departures on Friday, on Erev Shabbos*! But, in my view, it is equally clearly forbidden to begin one's voyage at the conclusion of Shabbos*.

One who reflects upon all the persecutions engaged against the Torah* and the mitzvos* will be able to verify that each time it becomes more difficult to put a commandment into practice, one can find the origin in the weakening of that practice on the part of those who fear the word of Hashem.

I hope that the reimbursement of the expenses of the emissaries (sent by the Rebbe* to visit the chassidim* of the Holy Land; see letters 4402, 4470, 4554, 4696, and 4871) has been completed for some time already, as you had agreed with our friend — Mr. Zalman Shazar — at the appropriate time, taking into account, in particular, what I said in my previous letter. Indeed, the repayment of an old debt is always subject to doubt. This is self-evident. I thank you for communicating the details to me on this matter.

With my blessing,

M. Schneerson

When he came to take leave before returning to the Holy Land, Rav Walgelernter told me that he would endeavor to obtain from the Chief Rabbinate a prohibition concerning the owners of these ships — not the passengers of these voyages.

You surely remember that I had protested against the shipment to the Holy Land of frozen meat before salting (see letters 965 and 3969), which had aroused your surprise. Now, what I feared has indeed come to pass. This shipment has been carried out from here officially for only a few months, but already the damage is done here. It is sold commercially in the slaughterhouses in the United States, under the pretext that the Chief Rabbinate permits it. Of course, here, it matters little for health purposes whether the freezing is complete. And the same applies in the Holy Land, after the meat has been received there.

You wrote to me some time ago regarding the doubt raised by the use of the title of president (see letters 4226 and 4347). I had the occasion to consult, these days, the journal Torah VeHaMedinah*, volumes 5 and 6, in which there is an article by Rav Fogelman, which you should consult.
