To the distinguished chassid* who fears Hashem, Rav I.[1],
I greet you and bless you,
I have duly received your letter and I am sending you the collection of Likkutei Diburim*[2] that you requested, from which you will likely be able to use several topics for your teaching.
Here is my response to the questions you raise:
1) You ask whether, according to Chassidus*, it is the Torah or the Mitzvos* that are more important. I do not have the necessary works at hand at this time. However, here is my provisional view.
The Tanya* teaches that the difference between practical Mitzvos* and Torah study lies in the fact that, for practical Mitzvos*, the entire body acts and participates, whereas for study, only the intellect is involved. This, according to the Tanya*, is an advantage of practical Mitzvos* over study.
At the same time, Torah study encompasses thought, speech, and action (for, insofar as one studies, one makes use of the body in that study). Now, if Torah study involves a level of intellect unique to itself, it is then defined as one and the same level. In that case, there is no need to establish a hierarchy, even though thought is superior to speech and speech superior to action.
On the other hand, one cannot deny that the Torah is called 'the source of life' and is therefore the origin of all the Mitzvos* and superior to each of them taken separately. One also cannot deny that, as the Tanya* states, the Sefer Torah* is holy and sanctified in the highest manner, and that the Torah scrolls[3] are adorned with the most precious ornaments — and this is the subject of your question.
To explore this question further, you may consult chapter 36 of the Tanya* and the commentaries related to it.
2) You ask whether Chassidus* has developed the concept of Binah* more extensively. I do not have the necessary works here to give you a detailed response. At first glance, I would say that in exoteric Torah, Binah* is treated mainly from the perspective of defining its boundaries, as opposed to Chochmah*, whereas in Chassidus*, emphasis is placed primarily on the vivid sparks of light that are kindled under its influence and that allow one to confront and transform the forces of evil[4].
Likewise, Chassidus* explains the extent to which one Sefirah* can be considered more important than another in a given context. Thus, it is said that Chochmah* is superior in one scenario and Binah* in another. But, in the same way, it is said that Malchus* is superior to all other Sefirot* in a certain context.
3) You ask how Havaya* encompasses past, present, and future simultaneously.
The holy Name Havaya* is read in the present tense (Hoveh*): He is. In the past tense (Hayah*): He was. In the future tense (Yihyeh*): He will be. Likewise, He brings into existence all that has existed, exists, and will ever exist.
Regarding this, you may consult the discussion in the collection I am sending you, Likkutei Diburim*, chapter 52, and the lengthy commentary of the Tzemach Tzedek* on the explanations of the first chapter of tractate Berachos*.

ואולי אפ"ל בקישור הענינים, דהנה ל"ג בעומר מרומז בקרא במש"כ גל עד. וכולל שנים: גל בין לובן העליון דקדושה ויעקב, גל בין קדושה והלעומ"ז, וכמושנ"ת כ"ז בסידור שער הל"ג בעומר. וזהו דל"ג בעומר ג"כ כולל שנים: תכלית העלי' דרשב"י, פנימיות התורה שגילה ביום זה דוקא, והודאה דהודאה עבודה דאנשים פשוטים לגמרי, וכמושנ"ת בקונטרס דחה"פ זה.
וי"ל דהבעש"ט כל זמן שהי' נסתר הי' ג"כ בבחי' לובן העליון דקדושה. וזהו שמבואר ברשימה (שבלקו"ד המוסג"פ ע' 29) דכשנגמר זמן היותו נסתר והי' צריך להתגלות סימנך הוא גל עד דוקא. וידוע מש"כ הבעש"ט (נדפס בשיחת כ' כסליו תרצ"ג ובהתמים ח"ד יח) דכשגמר לימוד התורה עם מורו אחי' השלוני. - (ראה בסה"ד שרשב"י הוא גלגולו. ועיין ירושלמי ברכות פ"ט ה"ב) עד לעיני כל ישראל נתגלה.

מתחיל מאמצע שנת תש"ט התרבה מספר האנשים שכ"ק אדמו"ר שליט"א כותב אליהם והתחילה שיטת ה"מכתב כללי-פרטי", היינו שכתב אגרת אחת בתוכן כללי, הקשור לפר' השבוע או ליומי דפגרא. המכתב משוכפל במספר עותקים. כל אימת שכ"ק אדמו"ר שליט"א רוצה לכתוב אגרת (קצרה) כותב הוא אותה בשולי ה"מכתב כללי-פרטי" הנ"ל, ובתחלתו מוסיף את שם הנמען (ראה גם לעיל אגרות תלח. תעב. תעז).
[בשלהי שנת תש"י התחילה כתיבת ה"מכתבים כללים", ועד"ז לקמן אגרת תשמט]. בד"כ היה נכתב שם הנמען בטופס המקורי "מוהר"י", ולאח"ז היה משנה את האות "י" לאות הראשונה של כל נמען.
נוסח זה הי' עומד בתקפו לימים אחדים, שחלק מהאגרות שנכתבו בימים אלו - נכתבו בשולי נוסח זה. כעבור ימים אחדים, כתב נוסח "מכתב כללי-פרטי", נוסף, ליום או ימים הבאים.
לכן ימצאו אגרות רבות לכמה אנשים בנוסח שוה, כאשר ההפרש הוא רק בתחלת וסוף האגרת.
במקרים אלו מועתק בסדרה שלפנינו, הנוסח המקורי בתחלה, כאשר שם הנמען הוא תמיד "מוהר"י" (גם כאשר בטופס שהגיע לידינו שונה לשם נמען אחר). בסוף האגרת באים שלשה כוכבים, ולאחריהם מועתקות ההוספות הפרטיות לאנשים יחידים, באם יש בהוספות אלו תוכן כללי השייך לפרסום.
כאשר ההוספה שבשוה"ג היא ענין שלם בפ"ע, באה כאגרת בפ"ע, בהוספת ציון, שנכתבה כהוספה ל"מכתב כללי-פרטי" שלפנ"ז (ראה אגרת שלאח"ז).
