To the great Rav*, the distinguished Chassid* who fears Hashem and devotes himself to communal needs, Rav Alexander Sender (see note 1),

Greetings and blessings*,

I have duly received your letter of 27 Tishrei* (see note 2), and may Hashem grant that in the future, Jews address only news that is good in every respect to one another, that the fortunes of the Torah* know the highest elevation, as well as those of the Tradition of Israel, and that the shoot of David, the king Moshiach*, sprout, as our Sages explain.

With my blessing* to give good news, always and every day,

The Me'assef Lechol HaMachanos*, chapter 40, paragraph 4, enumerates the works that treat the subject of the falling of a Sefer Torah*, Heaven forbid, and indicate what must be done. This subject is mentioned in general terms in the Shulchan Aruch* of the Alter Rebbe*, Orach Chaim* section, end of chapter 44.

You ask me whether one should continue to hold a Sefer Torah* (see note 3) that is not valid and cannot be rectified during the Hakafos* (see note 4), or not. It seems that what must be done in this matter is clearly indicated by the Shulchan Aruch*, Yoreh Deah*, chapter 279. It is forbidden to keep it beyond thirty days. However, I have observed that some synagogues keep them for a long period without anyone objecting.

Nevertheless, one distinguishes such a Sefer Torah* by rolling the band above the mantle. One must consider what the origin of such a practice is. Perhaps it is said regarding this that "the spirit of the Sages is not satisfied with it."

א"ל. - לכאורה דין ברור הוא בשו"ע יו"ד סרע"ט אשר אפילו ל' יום אסור להחזיקה, אבל בכמה בהכנ"ס ראיתי מחזיקין כנ"ל כמה זמן ואין מוחה בידם (אלא שמסמנין אותן ע"י שכורכים המפה על המעיל). וצע"ג היסוד ע"ז. ואולי גם ע"ז נאמר שאין רוח חכמים נוחה מזה.
