Greetings and blessings*,
After a particularly long interruption and silence, I have received your letter from Monday, in which you inform me of the establishment of a Talmud Torah* in your city. This was entrusted to the directors of the Chinuch Atzmai* (see note 1). However, for various reasons, several people in your city do not accept this (see note 2). You therefore propose to transfer it to the directors of Chabad*.
In general, it is for the directors of Chabad* in the Holy Land to make this decision, based on local conditions, financial considerations, and especially the principle adopted by Chabad* in its activities: not to provoke rivalry and not to take political positions.
This is particularly the case with regard to the Chinuch Atzmai*. For several years, Chabad* has not entered into competition with it. There is enough to do in the Holy Land to protect oneself from the influence of the left (see note 3).

לאחרי הפסק ושתיקה הכי ארוכה, נתקבל מכתבו מיום השני, בו כותב אודות יסוד הת"ת במחנם הט' וכו', ואשר נמסר הענין לעסקני החינוך העצמאי, ומפני טעמים עתה אין מסכימים על זה כמה מאנשי מחנו הט',ומציע שיעבור הנ"ל לעסקני חב"ד.
והנה בכלל על עסקני חב"ד שבאה"ק ת"ו להחליט על הענין בהתאם לתנאי המקום והכספים ובעיקר להנקודה שחב"ד נקטה בה בעסקנותה שלא להתחרות ולהתעסק בפוליטיקה וכו', ובפרט בהנוגע להחינוך העצמאי נוהגים זה מכמה שנים שאין חב"ד נכנס בגבול דחינוך העצמאי, והרי די עבודה באה"ק ת"ו להציל מידי השמאלים וכו'...
