To the dear distinguished Chassid* who fears Hashem, Menachem, who is called Dr. Harari (see note 1),

Greetings and blessings*,

I have duly received your letter of 13 Tishrei*, in which you inform me of the proposal you are making to the Chabad* institutions in the Holy Land: to take charge of dental treatments for the children.

Obviously, it is difficult to make a decision from here and to respond to what depends on local conditions and circumstances. I am certain that the leadership of these institutions will take an interest in this proposal in the appropriate manner and will stay in contact with you on this subject.

For my part, I must of course thank you for being ready to accomplish all of this, which demonstrates your interest in and participation in the accomplishments of Chabad* in our Holy Land.

You write in your letter that you are a shoot (see note 2) from a Chabad* family. May Hashem therefore grant that you develop and adopt the conduct befitting a man of Chabad*. The purpose of a shoot is to give rise to a tree, which bears fruit in accordance with the roots of that shoot.

The time has come to mobilize all men of Chabad* — the shoots, the roots, and the trees — in order to develop, quantitatively and qualitatively, everything that concerns Chabad* in the Holy Land.

מאשר הנני קבלת מכתבו מי"ג תשרי, בו כותב גם ע"ד הצעתו למוסדות חב"ד אשר באה"ק ת"ו לקבל על עצמו את הטפולים בשיני הילדים.

ומובן שמכאן קשה להחליט ולהשיב על דבר התלוי בתנאי המקום הדיור וכו', ובטוחני אשר הנהלת המוסדות יתענינו בהאמור ככל הדרוש ויעמדו אתו בדיון ע"ד האמור.

ובודאי למותר להביע ת"ח מצדי על נכונותו בהאמור המורה על התענינותו והשתתפותו בעניני חב"ד אשר באה"ק ת"ו, ויהי רצון אשר כלשונו במכתבו כיאות לנצר של משפחה חבדי"ת, יתפתח ויהי' כיאות לאיש חבד"י, והרי זה תכלית הנדר להעשות אילן, ואילן עושה פירות כיאות להשרשים ממנו פרה הנצר, והרי עתה הזמן לגיוס כל אנשי חב"ד הנצרים והשרשים והאילנות להרחבת עניני חב"ד באה"ק ת"ו בכמות ובאיכות.
