Greetings and blessings*,
You ask me how to repair what has happened (see note 1). You have already spoken about this with my father-in-law, the Rebbe*. In general, the Kuntres HaTefillah* explains that by adopting the most stringent conduct in what is less important, one sometimes comes to renounce an indispensable practice.
May Hashem grant that you concern yourself with knowing whether the students actually put on tefillin* every day — of course, to the extent that they are obligated to do so (see note 2) — or whether a few pairs of tefillin* are missing, which will obviously call all of this into question (see note 3).
In this way, you would have illuminated the soul of many Jews and the portion entrusted to them in this world. As a result, the Creator of the world, Who directs it, would have rewarded you by granting you a light many times greater in your own portion.
It seems that your attitude corresponds to what my father-in-law, the Rebbe*, said about the United States. All of a sudden, people become enthusiastic and inflamed, then, shortly after, they already have another occupation.
With my blessing* to be definitively sealed for a good year and to give good news of all this.

(2) If they have reached Bar Mitzvah*.
(3) Preventing them from fulfilling this mitzvah*.
