To the Rav*, the distinguished Chassid* who fears Hashem and devotes himself to communal needs, Rav Shmuel Yosef (see note 1),

Greetings and blessings*,

I have duly received your letter of 21 Elul*, together with the request for a blessing that it contained. In the meantime, you have surely received mine, which wished you a good year. May Hashem grant that the blessings that one Jew addresses to another be fully realized, in a visible and tangible good.

I read with pleasure, in your letter, that several people came to converse with you about Judaism and Chassidus*, without any effort being necessary for this. You say that you do not know how to proceed (see note 2). The explanation has already been given by various texts. One must act with benevolence and, simultaneously, with all the necessary firmness.

The idea is as follows. One must be close to all Jews, as stated in chapter 32 of the Tanya* and other texts as well. This closeness also implies transmitting Jewish values to them, according to their understanding and their situation.

It may sometimes result that one does not ask them to transform themselves from one extreme to the other in a single instant. Nevertheless, they must not be able to deduce from this that there are mitzvos* they can renounce or that concern only a certain group. For this, it is important to specify from the outset that we all possess a single Torah*, but that one may speak to someone, at a given moment, about a certain mitzvah* (see note 3), due to his moral weakness. Nevertheless, there are many others that must also be put into practice. This is self-evident.

You will surely see the fruit of this effort, and as our holy master says, "it is certain that an effort is never in vain."

מאשר הנני קבלת מכתבו מכ"א באלול עם הפ"נ המוסגר בו, ובינתים בטח קבל מכתבי בברכת השנה, ויה"ר שיקויימו ברכות כל איש ישראל אחד לרעהו במילואם בטוב הנראה והנגלה.

נעם לי לקרות במכתבו אשר באו אחדים לשוחח עמדו ע"ד עניני יהדות וחסידות מבלי כל השתדלות בזה, ומה שכותב שאינו יודע איך להתנהג, כבר מלתי אמורה בכ"מ שצריכה ההנהגה להיות בדרכי נועם אבל בתוקף המתאים. והנקודה, אשר אף שמקרבים כאו"א מישראל וכמ"ש בתניא פרק ל"ב ובכ"מ, קירוב זה כולל ג"כ לקרבם תחת כנפי השכינה מתאים להבנתם מעמדם ומצבם, שזה מכריח לפעמים לא לתבוע בכל התוקף שברגעא חדא ובשעתא חדא יתהפכו מן הקצה אל הקצה, אבל הסברה נחוצה על אתר (בכדי שלא ילמדו מזה שישנם מצות שאפשר לוותר עליהם או שאינם שייכים אלא לחוג פלוני), כי תורה אחת לכולנו, אלא שמפני חולשת בריאות נפשו, מדברים אתו עכשיו ע"ד מצות פלונית, אבל ידע ידע שישנן עוד כו"כ ושגם הוא מחויב בהם, וק"ל, ובטח יראה פרי טוב בעמלו בזה, וכהוראת נשיאנו הק' חזקה לתעמולה שאינה חוזרת ריקם...
