To the distinguished Chassid* who fears Hashem and devotes himself to communal needs, Rav* Moshe HaCohen (see note 1),
Greetings and blessings*,
I have just received your letter from the eve of Rosh Hashanah*, requesting a blessing. It will be read, at a propitious moment, at the holy resting place of my father-in-law, the Rebbe*, whose merit protects us, leader of Yisroel*. Without a doubt, he will invoke Divine mercy for the content of this request for blessing.
May Hashem grant that you soon give me good news of all this, as well as of what concerns the synagogue that you direct by an act of Divine Providence. It is said regarding communal achievements, as well as personal concerns, that "you shall place judges and officers at all your gates," which also alludes to the "gates" of the body (see note 2).
The Shnei Luchos HaBris* alludes to this idea at the end of Parshas* Shoftim*, and you will find a lengthy explanation on this subject in the Chassidic discourse that I am enclosing (see note 3). Finally, the conclusion of the Parshah* says: "So that you may live and inherit the land." One must therefore accomplish all of this with enthusiasm, in the manner of an inheritance, of which the Gemara* says that it has no interruption (see note 4).
You have surely received, in its time, my letter wishing you a good year.

זה עתה קבלתי מכתבו, פ"נ מערב ראש השנה, שיקרא בעת רצון על הציון הק' של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע נשיא ישראל, שבטח יעורר ר"ר על תוכן הפ"נ.
ויהי רצון שבקרוב ממש יבשר בשורות טובות בכל זה, וגם על דבר הענינים של בית הכנסת, שבהשגחה פרטית הוא שמנהלה, ושהן על ענינים כללים והן פרטים נאמר שופטים ושוטרים תתן לך בכל שעריך, שקאי גם על השערים שבגוף, כמרומז בשל"ה ס"פ שופטים, וכמבואר בארוכה בהמאמר המצורף פה, וכהפרשה בסיומה, למען תחי' וירשת את הארץ, שכל הענינים יהיו בחיות ובדרך ירושה שעל הירושה אומרת הגמרא שאין לה הפסק.
