Greetings and blessings*,
I have duly received, from Paris, your letter of 22 Elul*, as well as your regards, through the intermediary of Rav Kirshblum. I thank you.
Regarding the question posed (see note 2), I must confess that I have not yet regained peace of mind. I would therefore like, very briefly, to give you the following clarifications.
Having myself a professional approach to mechanics, I know how ships are operated and in what manner they function. All of this is very clear and the halachic* ruling in this matter is therefore beyond any doubt. You yourself say, in your letter, that by exerting pressure, you were able to rectify several points. There is therefore good hope that you will succeed if you demonstrate the appropriate ardor. For various reasons, indeed, you can, more than anyone else, exert such pressure.
You refer to those who wrote to you to pose this question. You say that they are not motivated by the sanctity of Shabbos*, but rather by the desire not to cause harm (see note 3). It is quite obvious that this motivation does not diminish the prohibition in this matter, nor the danger to the security of the Holy Land and to the persons who inhabit it.
Indeed, various teachings of our Sages* demonstrate the link that can be established between the observance of Shabbos* and this security. An entire passage of Tractate Shabbos 119b is devoted to this, and one finds, moreover, in our Torah*, various statements of our Sages* on this subject. For someone like you, it is surely unnecessary to cite the references.
An additional danger, compounding the problem itself, comes from news reports in the press and rumors circulating in various circles, according to which some permit travel aboard these ships because the profits thus generated are used to purchase weapons.
You have surely seen the report in HaTzofeh* about the discussion between the Chief Rabbinate and Captain Halpern. This is being made into a general principle and even an a fortiori argument, according to which it is a mitzvah* to work seven days a week in the factories of the Holy Land.
In this regard, concerning the immigration from Africa, to which you allude in your letter and which is also carried out by ships (see note 4), it is even easier to put things in order. Indeed, one can travel from North Africa to the Holy Land in six days by ship, which means that if the journey begins on Sunday, there will be no problem. It is clear that you can make the decision in this matter. Indeed, everyone currently knows that the immigrants from Africa observe the Torah* and the mitzvos*.
On the occasion of the approaching new year, for us and for all of Yisroel*, for good and for blessing, I express my blessing to you and to all of yours, that you be inscribed and sealed for a good and sweet year, materially and spiritually.

קבלתי מכתבו מכ"ב אלול, מפריס, וכן הפ"ש על ידי הרב קירשבלוים שי', ות"ח על תשומת לבו.
ובהנוגע לעצם הענין, מוכרחני להודות כי עדיין לא נתקררה דעתי כלל... וגם עתה אבוא בקיצור הכי נמרץ, והוא:
... בידעי בתור מכונאי אופן הנהלת האניות ואופן הפעלתם שהוא דבר מפורש וידוע שאינו נותן כל ספק לפס"ד בזה... וכיון שכ' כותב במכתבו בעצמו שעל ידי הלחץ שלו עלה בידו לתקן כמה דברים, פשוט שגם בזה יש תקוה גדולה שיצליח באם יעשה במרץ הדרוש. והרי מכמה טעמים יכול כ' ללחוץ יותר מאשר יכולים אחרים.
ובמה שכותב אודות אלו שכתבו לו בשאלה האמורה, אשר לא קדושת השבת נגעה לנפשם אלא להזיק כו', מובן שאין תגובה זו מקילה את האיסור שבזה (וביחד עם זה) וגם הסכנה לבטחונה של אה"ק ת"ו, ובטחון יושבי', וככמה מאמרי רז"ל בדבר הקישור שבין שמירת שבת ובטחונם של הנ"ל, וסוגיא שלימה מוקדשת לזה במס' שבת (קיט, ב) נוסף על כמה מאמרי רז"ל המפוזרים בתורתנו. ובודאי לדכוותי' המראה-מקומות אך למותר.
סכנה נוספת על הענין מצד עצמו עוד על ידי הידיעות בעתונות והשמועות בכמה חוגים, אשר ישנם מתירים הפלגת האניות והנסיעה בהם, כיון שבהרווחים משתמשים לקנין נשק וכו'. ובודאי ראה גם כ' הידיעה ב"הצופה" ע"ד הדיון שבין הרבנות הראשית ורב החובל האלפרין, ומזה לומדים גזרה שוה בנין אב ואפי' ק"ו שבתי החרושת שבאה"ק ת"ו מצוה עליהם לעבוד שבעה ימים בשבוע כו' וכו'.
דרך אגב, בהנוגע להעלי' מאפריקה שבה נגע במכתבו וגם היא נעשית ע"י האניות, קל בזה הסידור עוד יותר, כיון שהנסיעה מחופי אפריקה הצפונית ועד אה"ק יכולה להיעשות במשך ששה ימים, זאת אומרת, באם תפליג ביום הראשון תסור כל הבעי' בהנוגע לנסיעות אלו. ופשיטא אשר בזה לכ' הדיעה המחלטת, כיון שעתה הכל מודים שהעולים מאפריקה הם כלם חרדים לתורה ולמצוותי'.
ולקראת השנה החדשה הבאה עלינו ועל כל ישראל לטובה ולברכה, הנני בזה להביע ברכתי לכ' ולכל אשר לו ברכת כתיבה וחתימה טובה לשנה טובה ומתוקה בגשמיות וברוחניות.
