Blessings* and greetings,

I am responding to your letter of 8 Elul*, with what was enclosed, as well as to your question posed by telegram, which was repeated to me by the Chassid*, Rav* Raphael Cohen.

In fact, you must yourselves provide an answer to this question, for everything depends on the character of those who devote themselves to these activities (see note 2). One has observed concretely, and one still sees at present, that actions requiring a certain amount of funding are introduced, while the subsidy granted is far less than what exists elsewhere. Yet if one acts with the appropriate energy, without leaving room for doubt, without being affected by those who ask why and for what reason, one achieves success. Moreover, the difficulties are far less significant than what one imagines at the outset.

The same applies to your situation. A large portion of the funding is already available. If you work without becoming discouraged, it is certain that you will succeed in creating this institution. One must therefore not worry about difficulties, especially at the beginning. One must not be affected by those who mock. The greater the achievement, the more there will be mockers. Moreover, some mock because they are jealous, without daring to say so.

You mention the profile of the teachers and counselors.

I have already said on various occasions that there is an interaction between all the Chabad* institutions. A weakness in an essential point at one will therefore be multiplied in all the others. Now, a person judges according to what he observes with his eyes. He does not reflect or try to probe hearts. If he sees that a counselor from a certain background has been recruited, he will clearly deduce that he can do the same, and he will widely publicize this position without asking whether there were particular conditions, whether the candidate possessed specific qualities.

Consequently, and as I have written, it is indispensable, for this girls' seminary, to make no concession in everything that concerns the fear of Hashem, especially in a school in general and in a Chabad* institution in particular, which is observed very closely (see note 3), especially when people are looking for shortcomings. This is self-evident.

You tell me in your letter that there are candidates (see note 4) who are fully acceptable and for whom no question arises. It is self-evident that priority must be given to them.

I send you my blessing for success in your sacred mission, which you will assume with breadth of spirit.

במענה על מכתבן מח' אלול על המצורף אליו, שאלתן בהמברק והוכפלה ע"י הרה"ח כו' מו"ה רפאל שי' כהן.

על זה צריכות הן בעצמן לתת המענה, כי זה תלוי בתכונת נפש המתעסקות, כי ראינו במוחש ורואים גם עתה שמתחילים בפעולות הדורשים סכומים מסוימים אפילו כשמובטחים בחלק התקציב פחות הרבה מאשר מובטח אצלם, ואם רק עושים במרץ הדרוש ובלי נתינת מקום בעצמן לספיקות והשפעה מהזולת הבא בשאלה מפני מה ולמה, אז מצליחים, ולא עוד אלא שהקישוים הם פחות הרבה מאשר משערים מראש, והוא הדין בנדון זה, אשר כיון שנמצא במזומן חלק חשוב מהתקציב, אם יעבדו בזה מבלי חת, בודאי תצליחנה להקים המוסד, אלא שאין צריך להתרשם מהקישוים, ובפרט בשעת ההתחלה, ולא להתרשם מפני המלעיגים, אשר ככל שנחוץ הדבר יותר מספר המלעיגים גדול יותר, ובפרט אלו המלעיגים מפני הקנאה שאין רוצים לגלותה.

כבר מלתי אמורה בקשר עם כמה מאורעות, אשר כל מוסד חב"ד משפיע אחד על השני, וחלישות בענינים עיקרים באחד מהם מכופלת כמה פעמים ככה בשאר המוסדות, והרי האדם יראה לעינים ואינו מתענין להתבונן בהנעשה בלב, ואם רואה שמקבלים מדריכה מחוג מסוים, הרי זה בשבילו הודעה מפורשת שגם הוא מותר לו לעשות כזה, ויפרסם על דבר זה, ומבלי לשאול אפשר היו תנאים מיוחדים ומעלות מיוחדות בהמאורע ממנו רוצה ללמוד, ולכן מתאים למה שכתבתי גם להסמינר לבנות מוכרח שלא לוותר כלל בענינים הנוגעים ביראת שמים, ובפרט במוסד חינוכי בכלל ובמוסד חב"ד ביחוד, כי מביטים עליהם בשבע עינים (וביותר אלו הרוצים למצוא מגרעות), וק"ל.

וכיון שכותבות במכתבן שישנן מועמדות שהכל אצלן בסדר ולא יהי' צורך לתרץ קושיא, מובן שדין הקדימה להן.
