To the leaders of the Chabad* association in the Holy Land,
may Hashem grant you long life,
Greetings and blessings,
It is clear that, in general, every guest wishing to come here for a visit is particularly appreciated, especially during the festivals. Nevertheless, given the current situation, you must disseminate the following position.
With the exception of those whose visit will have a positive effect — not a supposed one but a concrete one — upon the greatest number (see note 1) in the Holy Land, enabling in particular the strengthening and expansion of existing institutions, I am not pleased that guests come here if they do not fall into this category and invest a significant sum in their journey, when they could give it to the treasury of the Chabad institutions in the Holy Land, which are in need of resources. For this lack of resources is an obstacle to their expansion.
Even if such a guest thinks he has a personal interest in coming here for a visit, the public interest takes precedence — which is, in this case, that of the institutions to which he will transfer the cost of his trip (see note 2).
I await a detailed response to this letter and to my previous one. May Hashem grant that you announce good news to me in all domains.

... אף שפשיטא שכל אורח הרוצה לבוא לבקור לכאן בכלל, ובפרט בימים טובים ומועדים, חביב ביותר וביותר, הרי בהתחשב עם האמור לעיל, עליהם לפרסם - שמלבד אלו שיש בביקורם תועלת לרבים באה"ק ת"ו, וביחוד תועלת להחזקת והתפתחות המוסדות אשר בשם, ותועלת לא בהשערה אלא קרובה למציאות ובפועל, - אין דעתי נוחה מהאורחים ומבקרים (כאלו שאינם נכנסים בסוג האמור) במה שמוציאים הממון על הנסיעה, בה בשעה שנכון יותר שיתנוהו לקופות המוסדות חב"ד אשר באה"ק ת"ו הזקוקים לאמצעים, ושע"י החסרון באמצעים מתעכבת התפתחותם. ואפילו את"ל שלדעת האורח תועלת בשבילו בביקורו כאן, הרי תועלת הרבים - המוסדות שיתן לשם הכסף של הוצאות הנסיעה - ותועלת היחיד וכו'.
