Greetings and blessings,

I am responding to your letter of 22 and 29 Tammuz, together with the request for a blessing that accompanied it, which will be read at an auspicious time near the holy resting place of my father-in-law, the Rebbe*, whose merit protects us.

You tell me that you have the custom of concluding with the wish that Hashem enlarge... (see note 1). I am surprised by such a practice, for there are divergent opinions on this matter. Unfortunately, due to our many transgressions, new behaviors and customs are added from time to time. And even those who view this question (see note 2) positively may find themselves discouraged. Furthermore, several proofs support the view of those who see it negatively.

Moreover, when you write a letter, I do not know why you must include an element that has absolutely nothing to do with the subject at hand, when according to both opinions expressed on this matter, this question is fundamental.

You mention the congress of communities (see note 3). You know the position of my father-in-law, the Rebbe, in such cases. In every gathering of this kind, whenever there is a doubt or even the doubt of a doubt that it might be possible to use this gathering for the benefit of Yiddishkeit*, Torah* and Mitzvos*, one must participate, for "through all of this, perhaps..." (see note 4). Furthermore, as you write, it seems to you that this congress takes place once every three years.

You tell me that this congress is worthless as far as Yiddishkeit is concerned. In such a case, nevertheless, the past provides no instruction for the future, nor even for the present. Furthermore, I am not saying that your participation must be official or that your intervention must take the form of a lecture. In fact, such congresses offer, above all, the opportunity to meet, all at once and without particular effort, the leaders of various places. It is clear that on such an occasion, one can strengthen Jewish values, especially if one invests moral and physical effort in this.

To be sure, it is useless to complain about the past, but I am certain that such gatherings take place from time to time in your city. One must therefore be informed sufficiently in advance and find a capable person who will attend and put into practice what has just been said.

Obviously, I will cover, without making a vow, the expenses that result. It is evident that an absence of participation, an absence of travel (see note 5), and an absence of action will in no way improve the situation. And the world was not created for absence (see note 6) of any kind.

What has just been said allows one to establish a rule that applies equally to the other points you raise, as well as to the reasons and explanations with which you justify your inactivity.

I send you my blessing to give good news of the improvement of your health. You will tell me that you have begun to act with enthusiasm, in the manner just described. And you know the saying (see note 7): "Accept the truth from whoever states it," which is also found in the Rambam's* introduction to his Eight Chapters.

במענה על מכ' מכ"ב תמוז וכ"ט תמוז - עם הפ"נ המוסגר בו שיקרא בעת רצון על הציון הק' של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, - במ"ש שרגיל הוא לסיים, שיתן השי"ת הגדלת וכו', לפלא על רגילות זו - בה בשעה שהיחס להענין - חילוקי דיעות בו. ובעוה"ר ע"י הענינים וההנהגות המתוספות מזמן לזמן, נחלשה דעת גם המתיחסים בחיוב להענין. ומתוספות כמה ראיות לדעת אלו המתיחסים בשלילה. ובפרט אינו מובן מה השייכות בכתיבת מאמר לערב ענין שאין הכרח כלל וכלל לנגוע בזה, ואשר לדעת שני הצדדים היא שאלה עיקרית.

במ"ש אודות הקונגרס של הקהלות. - כבר ידועה השקפת כ"ק מו"ח אדמו"ר בכגון דא, שבכל אסיפה שיש ספק או ס"ס שיוכלו לנצלה לאיזה ענין ביהדות בתורה ומצות - כדאי להשתתף בה וכולי האי ואולי. ובפרט כפי כתבו שזהו רק פעם אחת לשלש שנים כמדומה לו. ומה שכותב שאין לקונגרס זה שום שיווי בהנוגע ליהדות, בכגון דא אין מביאין ראי' מן העבר על העתיד ואפילו על ההווה. ובפרט שאין כוונתי דוקא להשתתף באופן אפיציעלי ושהפעולות תהיינה ע"י נאומים וכיו"ב, אלא שקונגרסים כגון אלו נותנים האפשריות להפגש עם עסקנים מכו"כ מקומות בבת אחת מבלי השתדלות יתירה, ובודאי שבמשך פגישות אלו יש לפעול להחזקת היהדות. וביחוד אם ישתדלו ביגיעת נפש וביגיעת בשר. והנה אין צועקין על העבר, אבל בטוחני שישנן עוד אסיפות כגון האמורה מזמן לזמן ב... וצריכים להוודע עד"ז בעוד מועד, ולמצוא איש המתאים שיבוא לשם וישתדל בדברים האמורים לעיל. ומובן שהוצאות הקשורות בנסיעה יסולקו - בלי נדר. וברור הדבר - שבהעדר ההשתתפות, העדר הנסיעה והעדר הפעולה בכלל לא יבוא כל שיפור במצב. ולא בשביל ההעדר - איזה שיהי' - נברא העולם.

ומזה בנין אב גם לשאר הענינים אודותם כותב בטעמים ונימוקים לשלילת הפעולה.

בברכה לבשו"ט מהטבת בריאותו, וגם אשר נגש במרץ לפעול מתאים להאמור.
