Greetings and blessings,

I would like to emphasize a point which, even though it seems obvious, has apparently not been acted upon until now. Our Sages recount (see note 1) that Rav Achi, who was himself a prominent head of a yeshivah*, when a question was posed to him (see note 2), would gather all the butchers and ask them what they thought.

One can conclude from this that one who lacks even a single quality of Rav Achi must, how much more so, consult with those who have knowledge in the matter, especially if they are not butchers but rather his equals.

You should understand what this implies. And this principle does not apply solely to the question at hand. The same holds for all other questions, present and future.

You mention the visit here of certain young men. If these individuals desire my agreement and my opinion, and insofar as it concerns only a visit (see note 3), the answer depends on two points:

A) This trip must not cause harm to the schools that these young men attend.

B) A benefit must result for others — that is, upon their return, and better yet from the moment of their departure, the impact of this visit must be evident in their surroundings, which should intensify Chabad* activities in general and the spreading of the wellsprings* (see note 4) in the most literal sense. This requires reciting Chassidic* discourses and holding Chassidic gatherings*.

Therefore, you must decide on the spot what is appropriate, knowing who is involved (see note 5). You will communicate my agreement to those who need it.

... ובאתי בזה רק להוסיף (כי אף שלכאורה פשוט הוא, כנראה שעד עתה לא נעשה כזה בפועל, והוא) סיפור חז"ל אשר רב אשי, אף שהי' בעצמו ראש ישיבה גדול וסידר כל פסקי תורה שבעל פה וגם הי' עשיר, שזהו מרחיב דעתו של אדם, בכל זה כשהיתה באה שאלה לפניו, הי' מקבץ את כל הקצבים ושואל דעתם בזה, שמזה מובן שמי שחסרה לו עכ"פ אחת ממעלות רב אשי מכש"כ וק"ו שצריך להתייעץ עם אלו שיש להם ידיעה בשטח הנדון, ומכש"כ וק"ו אם אין הם קצבים אלא אנשים שבערכו, והנמשל מובן, ודברים אלו הם לא רק בנוגע לשאלת... דעתה, אלא גם בשאר השאלות העכשויות ושלעתיד.

במ"ש אודות נסיעת האברכים פב"פ לכאן לביקור - הנה באם שואלים הנ"ל הסכמתי וחוות דעתי, הרי כיון שזהו לביקור ה"ז תלוי בעיקר בשתי נקודות, א) באם לא יהי' עי"ז היזק בבתי ספר בם נמצאים הנ"ל. ב) אם תהי' תועלת לעוד מביקורם כאן, זאת אומרת שבחזירתם, ומה טוב גם בדרכם, יהי' ניכר רושמי הביקור בהסביבה בתוספת בפעולות חב"ד בכלל ובהפצת המעינות כפשוטה, היינו חזרת דא"ח והתועדות חסידותית וכיו"ב, ובהתאם לזה עליהם להחליט על אתר בידעם המדוברים וכו'.

ולהודיע הסכמתי למי שנצרך.
