To the great Rav, distinguished Chassid* who fears Hashem and devotes himself to communal needs, Rav Ephraim Eliezer HaCohen (see note 1),
I greet you and bless you.
I have duly received your postcard of the eve of Rosh Chodesh* Menachem (see note 2), and as you request, I will mention your name — without making a vow — for all that you cite, at the holy resting place of my father-in-law, the Rebbe*, whose merit protects us, the leader of Yisroel.
You refer to the commentary on the Mishnah*, tractate Nazir*, chapter 8, Mishnah 6, whose second point is the tonsure of the leper, which follows the ritual immersion — which runs counter to a verse of the Torah* (see note 3).
You should consult, in this regard, tractates Negaim*, chapter 14, Mishnah 2, and Nazir, chapter 6, Mishnah 6, since one tonsure is derived from the other (see note 4). According to these texts, the ritual immersion is not valid if it precedes this tonsure. You should also see the Rambam*, Laws of Impurity of Tzaraas*, chapter 11, paragraph 4, and the commentators on this text.
I initially wanted to explain that the expression "after the immersion," appearing in the commentary on the Mishnah, actually means: "after this, the immersion." The comma following the word "after" was omitted or forgotten, and subsequent printers no longer noticed it and did not correct it.
Or perhaps one should say "after the rinsing," to use the expression of the verse. You should consult the Tiferes Yisroel* and the last Mishnah of tractate Negaim, chapter 14, Mishnah 2, as well as the Minchas Chinuch*, Mitzvah 173, paragraph 7.
Then I realized that all of this did not yet answer the most profound question at hand, which is the following: For what reason does the Rambam mention the ritual immersion here, which has no bearing whatsoever on our subject, while he does not speak of the sprinkling or of the birds (see note 5)?
Consequently, it seems to me that there is indeed a printer's error here and that one should read "after the decision" (see note 6). The copyist did not understand the meaning of this expression, and seeing that the verse says "he shall perform the ritual immersion," he made this correction.
And it is essential, in this case, to make known that this decision was taken, for it is fundamental in relation to the second point, since confinement alone does not suffice for the tonsure, according to tractate Negaim, chapter 8, Mishnah 8.
In this regard, it should be noted that for the Nazir, the tonsure following impurity must, it would seem, follow the ritual immersion. The reason for this difference between the metzora* and the Nazir is the following. According to tractate Nazir, chapter 6, Mishnah 6, the metzora is purified by the tonsure, while the Nazir is purified by the number of days that have elapsed (see note 7). Now, this tonsure can take place subsequently, and it must therefore necessarily occur after the ritual immersion. Indeed, in several respects, the tonsure following impurity is derived from that which follows purity. And the latter must, of course, be performed in a state of purity.
Furthermore, in the tonsure following impurity (see note 8), the one who places the hair under the cauldron (see note 9) has fully discharged his obligation — which clearly means that this tonsure takes place after the ritual immersion. Why does the Rambam not state this explicitly? As is known, according to an established principle, he mentions only laws that have been stated explicitly and not those for which a derivation (see note 10) must be made.
You should also consult the Lechem Mishneh* on the Laws of the Nazir, chapter 6, paragraph 11, which provides a precise interpretation of the Rambam's words. See also the Minchas Chinuch, on Mitzvah 406, according to which the tonsure is performed after the ritual immersion. My time does not permit me to verify whether this halachah* has been expressly mentioned by another source.
You cite the Likkutei Torah*, Balak, page 72b, according to which one says at the conclusion of Shabbos*: "Fear not, Yaakov, My servant." You ask me why this passage does not appear in the Siddur*.
The reason is quite simple. It is because it is not the custom to say it. Despite this, the custom of those who do recite it is commented upon, for every custom has its reason, as explained in the Pri Eitz Chaim*, Gate of Prayer, beginning of chapter 1, regarding prayer. You should also consult the Likkutei Torah, Shir HaShirim*, page 20b, which says: "A new light shall shine upon Tzion* (see note 11)... The meaning of this new light is the following..." And the same is true in the Likkutei Torah, Nitzavim, page 45a: "The shofar* of Rosh Hashanah* is a simple horn of a wild goat..." There are further examples as well.

ובמה שהעיר בפירוש המשנה נזיר פ"ח משנה ו' בעיקר השני דתגלחת מצורע אחר הטבילה וזהו נגד הכתוב בתורה.
ויש להעיר גם מנגעים פי"ד מ"ב, ונזיר פ"ו מ"ו (והרי ילפינן תגלחת א' מהשני') - דמשמע דטבל ואח"כ גלח לא עלתה לו טבילה. ויל"ע ברמב"ם הל' טומאת צרעת פי"א ה"ד ובמפרשים שם.
ומתחילה רציתי לתרץ שהי' כתוב בפיה"מ "אחר' הטבילה", היינו אחרי' - הטבילה.
וכשנגרר או נשמט הקו קטן שע"ג תיבת אחר לא שמו לבם המדפיסים שלאח"ז לתקן.
או - שצ"ל "אחר הכביסה" וכלשון הכתוב. ועיין בתפא"י ובמשנה אחרונה (נגעים פי"ד מ"ב). ובמנ"ח מצוה קעג סק"ז.
שוב ראיתי שעדיין לא נתרץ עי"ז תמי' יותר פנימית, והיא: מהי בכלל כוונת הרמב"ם במה שמזכיר כאן הטבילה, והרי אינו נוגע כלל בנדו"ד, והרי לא הביא ענין ההזי', צפרים וכו'.
ולכן נ"ל שטה"ד יש כאן. וצ"ל "אחר ההחלט", או "אחר ההחלטה". והבחור הזעצער שלא הבין פירושו וראה בכתוב וטבל - "תיקן".
וההודעה שהוא אחר ההחלט מוכרחת, כי זהו עיקר בעיקר השני, דמתוך הסגר אינו בתגלחת (נגעים פ"ח מ"ח).
ומדאתינן להכי יש להעיר, אשר בנזיר כנראה צ"ל התגלחת טומאה דוקא לאחרי הטבילה. וטעם החילוק בין מצורע לנזיר, י"ל ע"פ המבואר בנזיר פ"ו מ"ו שמצורע טהרתו בתגלחתו ונזיר טהרתו תלוי' בימיו. וכיון שע"פ הנ"ל יכול לגלח לאחר זמן צריך לגלח דוקא לאחר הטבילה, שהרי ילפינן תגלחת טומאה מתגלחת טהרה לכמה ענינים, ותגלחת טהרה צ"ל בטהרה דוקא. ועוד - בתגלחת טומאה נתן השערות תחת הדוד יצא, זאת אומרת שהתגלחת צ"ל דוקא לאחר הטבילה, ומה שלא הביא הרמב"ם דין זה בפירוש, י"ל שהוא כידוע בכללי הרמב"ם שאינו מביא אלא דינים המפורשים להדיא ולא שיש ללמדם. ועיין ג"כ לחם משנה להלכות נזירות פ"ו הלכה י"א (ועיין שם בדיוק לשון הרמב"ם). כן במנחת חינוך מצוה ת"ו שהתגלחת היא לאחר הטבילה. ואין הזמן גרמא לחפש אם הובא דין זה באיזה מקום אחר בפירוש.
במה שהעיר בלקו"ת בלק (ע"ב, ב) דאומרים במוצ"ש אל תירא עבדי יעקב, ומדוע לא נדפס בהסידור.
הטעם פשוט מפני שלא נוהגין לאומרו. ואעפ"כ נתבאר מנהג האומרים - כיון שכל מנהג יש לו מקום. וע"ד המבואר בפע"ח לענין מנהגי התפלה (שער התפלה ריש פרק א').
ולהעיר מלקו"ת שה"ש (כ, ב): אור חדש על ציון תאיר כו' ופי' אור חדש כו'. ומעין זה שם נצבים (מה, א) שופר של ר"ה של יעל פשוט כו' ועוד.
