To the members of the committee of Kfar Chabad*,
may Hashem grant you long life,

I greet you and bless you.

I respond to your report and to what you tell me about the construction of the mikveh*. I am compelled to repeat to you once again, though in broad strokes, my conception regarding the building at Kfar Chabad. In this matter, the negligence is appalling. May Hashem grant that it does not cause deficiencies and accidents that would be difficult to repair.

This negligence, which affects the will, diverts reason (see note 1). One therefore seizes upon every explanation, every reason to postpone the construction as long as possible and even to make it impossible. Similarly, it appears that you used my letter — in which I asked that the mikveh be aesthetically pleasing and well-arranged — as a pretext to cancel the construction and restart the discussion from the beginning.

To put an end to all of this, I commit — without making a vow — to collect from the Chassidim* a sum of two thousand liras, or perhaps even more than that. However, I will give it to you only after the completion of the mikveh construction — that is, when it conforms to the plan specified in the report and this amount is needed to finish it. It is then that I will transmit it.

Upon receipt of this letter of agreement (see note 2), you must therefore begin the construction of the mikveh, if it is true that the only obstacle is this amount.

It appears the same is true for the construction of the synagogue. The first sum collected for this purpose has been sitting in deposit, unused (see note 3), for dozens of months already. It seems that no one reflects on how necessary all of this (see note 4) is.

I send you my blessing for good news regarding all of this. May Hashem grant that you send me, at the earliest opportunity, a detailed and joyful response.

במענה על הפ"כ ובו גם בנוגע לבנין המקוה, - ומוכרחני לחזור עוד הפעם, אף כי בנקודה בעלמא. בהשקפתי על אופן הבני' בכפר חב"ד - שהיא ברשלנות מבהילה. והלואי שלא תגרום רשלנות זו למעות ולאסון שקשה יהי' למלאותם. ורשלנות זו התקועה ברצון מובן שמטה את השכל, ותופסים כל ענין וסיבה לדחות עניני הבני' למשך זמן אפשרי ואפילו בלתי אפשרי. וכנראה שגם בהנוגע להמקוה נתאחזו במכתבי אודות יופי המקוה השיפורים וכו' שלכן בטלה הבני' מעיקרא ותתחל השקו"ט מאל"ף - ובכדי לבטל גם את זה הנני מקבל על עצמי - בלי נדר - להתרים את אנ"ש בסכום של שני אלפים לירות ואפשר עוד יותר, אבל הסכום אתן לאחר גמר הבנין, ז.א. שלאחרי שיבנו את בית הטבילה מתאים להתכנית שבהפרטי כל ויחסר סכום הנ"ל להגמר, אז אמציאם. ובמילא מובן שתיכף לקבלת הסכמתי זו - עליהם לגשת לבנית המקוה, אם כנים הדברים שרק הסכום הוא העכוב.

כנראה שגם בהנוגע לבנין בית הכנסת המצב ככה, שהסכום הראשון שהוכנס על זה מונח כאבן שאין לו הופכים זה עשיריות חדשים. וכנראה שאין שמים על לב הכרח הדבר.
