I bless you and greet you.

I am responding to your letter of the 28th of Sivan. I read with pleasure that you are collaborating with the network (see note 2) and especially with those who are involved with the girls' school of Kfar Chabad (see note 3). No doubt you will continue to do so.

I am, nevertheless, somewhat surprised, for from the outset you cite the sum of several tens of thousands of liros*, solely for the construction — or more precisely, for the improvement and expansion of the current building. Now, at the beginning of a process, one does not yet know in which direction it will develop. One must therefore invest only in what is indispensable, in what one cannot do without from the very start. This is what must be given priority.

It is clear that this building must attract students, but it is even more essential to have a team of teachers and a level of study that are fitting. This is therefore what the means at your disposal must be devoted to. The investment of several thousand liros in improving the building will have meaning only when the project is finalized, for afterward it may become necessary to change the location of the studies, within the Kfar itself. And then, it will be entirely feasible to obtain a subsidy from the relevant administrations.

It follows from all this that your program for the first weeks and months will include only a reduced amount for building improvement. The effort will focus primarily on the quality of studies. In addition, you will need to attract students and increase their number. Perhaps it is already possible to determine the amount of the subsidy granted to such schools.

I am hopeful that if you devote yourselves to this with all the necessary ardor, you will be able to begin studies at the latest by the next school year, in an organized manner, making it a strong school.

Naturally, without making a vow, I will participate, during the first months, to a large extent, in the expenses of this school, by asking the Chassidim* to organize a specific collection that will not call into question the other collections. For your part, nevertheless, you must strive to develop the school, quantitatively and qualitatively. Then I am certain you will know success, and will make your surroundings proud, near and far.

במענה על מכתבן מכ"ח סיון, נעם לי לקרות בו אודות שיתוף הפעולה עם הנהלת הרשת, וביותר משיתוף הפעולה עם המתעסקים דביה"ס לבנות בכפר חב"ד ובודאי ממשיכות בזה, אבל לפלא קצת, שבתור התחלה כבר מזכירות הסכום דעשיריות אלפים לירות ורק על בנין לחוד יותר נכון לשיפור והרחבת בנין הקיים, והרי בתחלת כל דבר בטרם ידוע באיזה כיוון יתפתח, יש להשקיע סכום לפי"ע ובענינים המוכרחים ושאי אפשר להתחלת הענין בלעדם, ולכן הם קודמים לשאר הענינים, ואף שמובן שגם הבנין צריך להמשיך לב התלמידות, אבל עוד יותר מוכרח שיהי' סגל המורים ורמת הלימודים בגובה הדרוש. ומהאמצעים שיעמדו לרשותן מוכרח להשתמש בהם לתכלית זו, ובהנוגע להשקעת כמה אלפים בשיפור הבנין אף שאפשר שאחר זה יוכרח לשנות מקום הלימוד בכפר עצמו וכיו"ב יש לזה מקום רק לאחר שיתבסס הדבר, ובפרט שאז יהי' ג"כ סיכוים טובים לקבלת תמיכת המשרדים המתאימים.

המורם מכל האמור, שהתכנית שלהן לשבועות וחדשים הראשונים צ"ל כפי הנראה בהוצאה מצומצמת ביותר על שיפורי בנין וכיו"ב, ועיקר ההשתדלות תהי' ברמת הלימוד בהנוגע המשכת לב התלמידים ובהגדלת מספרן, ואפשר גם עתה כבר יש לברר גודל התמיכה הניתנה למוסדות כגון אלו, ותקותי חזקה שבאם יעבדו בזה במרץ הדרוש יוכלו להתחיל הלימודים לא יאוחר מתחלת זמן הבע"ל ובסדר מסודר וקיום המוסד מבוסס, מובן שעכ"פ במשך חדשים הראשונים אשתתף בהוצאות המוסד במדה חשובה בלי נדר על ידי שאעורר את אנ"ש במגבית מיוחדה באופן שלא תגע במגביות אחרות, ובלבד שמצדן תשתדלנה בהתפתחות המוסד בכמות ובאיכות, ואז מובטחני שיהי' בהצלחה ולתפארת בסביבה הקרובה והרחוקה.
