I greet you and bless you.

I am responding to your letter of the 3rd of Tammuz, in which you describe your activities within the framework of the Chabad youth association. I thank you for writing all of this to me, at least briefly. No doubt you will encourage the other participants to inform me of their actions as well, within the framework of the report addressed to me by the Chabad youth association, or independently — and above all to intensify their accomplishments, according to the needs of the moment and the necessity that stems from it. Indeed, it is about our era that it is said: "He (see note 1) stands behind our wall (see note 2)."

You say nothing about your preparations to make use of the celebration of the liberation (see note 3) of the 12th and 13th of Tammuz, which is approaching. I hope you have arranged a broad and structured program. May Hashem grant that you know success.

You ask me what should be given priority in the tefillin* of the head: the favorable practice of "two fingers upon two fingers" (see note 4), or the tightening (see note 5). I am surprised by this question, for what connection is there between these two elements? And even if this question truly arose, even if it were impossible to combine the two, it is clear that the tightening must be preferred, since it constitutes an essential element of this mitzvah*.

Concerning the practice of "two upon two," the various opinions are set forth in the compendium Meassef LeChol HaMachanos*, at the same reference.

במענה על מכתבו מג' תמוז, בו כותב אודות פעולותיו במסגרת דצעירי אגו"ח. ת"ח על כתבו עכ"פ בקיצור, ובודאי יעורר גם את שאר המתעסקים שישתדלו שיודיעו אודות פעולות הנ"ל אם בהדו"ח שמתקבל מצעירי אגו"ח או עכ"פ בפ"ע, והעיקר שיוסיפו בפעולות כאלו מתאים לדרישת השעה וההכרח שלה, כי על תקופתנו נאמר ה"ז עומד אחר כתלנו, ואף שאינו מזכיר אודות הכנה לניצול ימי הגאולה י"ב וי"ג תמוז הבע"ל, תקותי שהכינו תכנית רחבה ומסודרה, ויה"ר שיהי' בהצלחה.

ובמ"ש מה יש לבכר יותר בתפילין של ראש, אם ההידור דאצבעים אל אצבעים או ההידוק יפה. תמוה שאלתו, כי מה זה שייכות בין שני הדברים, ואת"ל שאפשרי שאלה כזו היינו שאי אפשר שיהיו שני הענינים ביחד, מובן שההידוק במקום הוא ראשונה במעלה כיון שהוא מעיקרי המצוה.

בהנוגע לענין אצבעים על אצבעים כבר נאספו הדיעות בזה בספר מאסף לכל המחנות על אתר.
