Greetings and blessings,

During my meeting here with Mr. Shazar, we discussed the visit of some students from the Yeshivah* Tomchei Temimim* here to the Holy Land (see note 2), may it be restored and rebuilt, for several weeks or perhaps even for a longer period. We also alluded to the establishment here, in recent years, of a Torah department within the Jewish Agency.

I told him that, for various reasons, I was interested in all of this, even if this interest would undoubtedly provoke complaints and reproaches against me from various persons, as you must understand. Nevertheless, one of the essential conditions I posed was the following: Just as the creation of the Kfar* and the assistance given to it was not the work of a political party but came from direct contact with the relevant administrations, this trip must likewise be independent of all parties.

Conversely, the Torah department in the United States is known to be linked to a party, even if this is perhaps not officially the case. The condition is therefore as follows:

A) The treasury of the Yeshivah* Tomchei Temimim* cannot afford to cover the cost of this trip. It will therefore have to be financed from other sources and through other means. I can therefore only think of actually carrying out this project if the cost of the tickets is made available to me. But, as I said, this must be granted directly by the Jewish Agency and not, for example, through the intermediary of the Torah department.

B) Generally, the cultural department of the Jewish Agency covers the living expenses in the Holy Land, while the tickets are paid for by those who travel or by the institutions that send them.

However, for the reason previously cited — namely, the lack of means and the difficulty of finding new funding — it is necessary to proceed differently for this student trip. It (see note 3) must therefore cover the cost of the tickets, while I will take care of the living expenses myself.

Needless to say, how this amount is recorded in the accounts of the cultural department is of no concern to me. For my part, however, I announce that I will proceed in this manner.

C) Another essential point, although it should be obvious: the program and organization of the Yeshivah* Tomchei Temimim* visits in the Holy Land — the places they will go, the persons who will accompany them — will not be subject to any outside pressure.

I myself wish for these students to go to various places in the Holy Land. Nevertheless, their place is essentially in the Chabad* institutions of Eretz Yisrael* and at Kfar Chabad*.

It would be good to place this matter on the agenda. In my opinion, this visit will now provide the greatest comfort to the inhabitants of Kfar Chabad*, to the persons whom I advise to settle there, and also to the Chabad* institutions of Kfar Chabad* and Lod.

2. The project of sending young men to the Chabad* institutions of the Holy Land was already conceived during the summer of 5714 (1954), during a discussion with Mr. Shazar. Indeed, Letter no. 2826 states: "I asked him to find the means for a group of students from the Yeshivah* Tomchei Temimim* here to be able to go, for several months, to the Holy Land, may it be restored and rebuilt." Nevertheless, this project took on particular significance after the attack perpetrated at Kfar Chabad*, which is described in Letter no. 4281 and the foreword. The purpose of this mission was essentially to comfort the inhabitants of Kfar Chabad* and, more generally, the Chassidim* of the Holy Land. See, regarding this, Letters no. 4470 and 4696. ... בביקורו של מר שז"ר כאן שוחחנו ע"ד בקור אחדים מתלמידי תומכי תמימים דכאן - באה"ק ת"ו למשך איזה שבועות ואולי יותר, וע"ד שמארגנת כאן בשנים האחרונות מחלקה התורנית של הסוכנות. והצעתי להנ"ל שמכמה טעמים מתענין הנני בזה, למרות שבודאי גם פעולה זו תעורר תלונות וטענות עלי מכמה צדדים, וד"ל, אבל מהתנאים העיקרים בזה - שע"ד התייסדות הכפר וסיוע בעניניו שאין זה בא ע"י מפלגה אלא ישר ממשרדים המתאימים, הרי גם ארגון הנסיעה צ"ל רק באופן בלתי מפלגתי, ומחלקה התורנית בארצוה"ב מפורסמת כענין של מפלגה, אף שבאופן רשמי אולי אינו כך, ולכן התנאי הוא:

א) כיון שאין בקופת תו"ת בכלל אמצעים ובמילא הוצאות נסיעה הנ"ל, צריך אהי' לחפש ממקורות אחרים וע"ח ענינים אחרים, ולכן אפשר לי לדון ע"ד הגשמה בפועל אם הוצאות הכרטיסים יעמידו לרשותי, אבל כנ"ל ישר מהסוכנות , ולא ע"י מחלקה תורנית וכיו"ב.

ב) אף שברוב הפעמים מחלקת התרבות דהסוכנות נותנת הוצאות האש"ל באה"ק ת"ו, והכרטיסים הם ע"ח הנוסעים או המוסדות השולחים אותם. - מטעם הנ"ל, היינו חוסר אמצעים והקישוים בהשגת אמצעים חדשים, בנדון נסיעת תלמידי תו"ת, צ"ל באופן אחר, היינו שיתנו הוצאות הנסיעה הלוך ושוב, והאש"ל על אתר יסודר על ידי.

מובן שאין נוגע לי איך שירשמו בפנקסי מחלקת התרבות לאיזה תכלית נתנו הכסף, אבל מצדי מודיע אני אופן הסידור בפועל.

ג) ועוד נקודה עיקרית, אף שפשוטה היא, והיא: שתכנית וסדרי ביקורי תלמידי תו"ת באה"ק ת"ו לא יתערבו בזה מבחוץ (היינו - באיזה מקומות יבקרו, בלוית מי כו' וכו') אף שגם אני מעונין שיבקרו במקומות שונים באה"ק ת"ו, אף שמקומם העיקרי יהי' במוסדות חב"ד אשר באה"ק ובכפר חב"ד.

... כדאי להעלות שאלה זו על סדר היום, כי לדעתי נסיעה זו תביא עדוד היותר גדול לתושבי הכפר בהוה, ולאלו אשר משדלם הנני שיתיישבו בו, וכן למוסדות חב"ד - בכפר חב"ד ובלוד...

אמנם תוקף משנה קיבלה תוכנית זאת לאחר המאורע דלעיל אגרת ד'תרפא, ובהנסמן בהערות שם, ועיקר תפקיד השליחות היתה לעודד את יושבי כפר חב"ד, ואת כללות אנ"ש באה"ק.
