To the distinguished Chassid* who fears Hashem* and devotes himself to communal needs, of illustrious lineage,

Greetings and blessings,

I write to you with much pain, following the events at Kfar Chabad*, while my heart aches for the victims. Perhaps you will find, in this letter, unusual expressions, but a man who is in pain is no longer the same. You will surely understand my words.

You have no doubt been informed of the telegram (see note 3) that I sent yesterday to Kfar Chabad*. Here is its text:

"To each and every one of the Chassidim*, to the residents of Kfar Chabad*, to the institutions located there, in particular to the vocational school and the agricultural school, to the students, the teachers, the directors, the administrators, and the parents,

I have good hope that, with the help of Hashem*, Who protects with an open eye and grants His Providence, you will strengthen yourselves against all obstacles, you will increase construction — both individual and communal — and you will develop the institutions in quantity and in quality.

In tranquility and with breadth of spirit, you will enhance and embellish the study of our Torah*, which is our stronghold — the Torah* of life and the Words of the living Elokim* — as well as the observance of the Mitzvos*, with joy and enthusiasm, as it is said: 'One shall live by them.'

From Kfar Chabad*, the wellsprings of Chassidus*, the teachings and the deeds of our holy masters, will spread until they reach the outside, drawing near to our Father Who is in Heaven all our brethren, the children of Israel, with kindness and mercy, revealing the true and complete redemption through our righteous Moshiach*, very soon.

I take part in your prayers and your fasts. With the help of Hashem*, I am convinced that I will soon participate in your true, deep, and complete joy, both material and spiritual.

My position is therefore very clear as regards the residents of the Kfar*. Nevertheless, to what extent will a telegram and words of encouragement suffice to calm spirits traumatized by this horrible tragedy? Everything depends on the concrete action that will follow. For this is not a matter of seeking increased comfort, but truly a question of life or death, which affects and anguishes the residents of the Kfar*.

For my part, I had a very definite opinion even before this. On the basis of that opinion, I proposed and requested, long ago, a plan for the development of the Kfar*. As I have emphasized many times, my objective was not the pursuit of well-being, but rather a fundamental and vital need to grow, for the future of Kfar Chabad* and of all the Chabad* institutions that receive its influence, directly or indirectly.

Some have asked whether the plan I proposed should be applied in its entirety. At the present time, however, it is evident to all that empty words, promises, or even limited actions will not suffice to reassure the residents of the Kfar*. It is only by applying my program in full — or even exceeding it — that one will be able to calm spirits, restore normal life, not under compulsion, but willingly, in tranquility and breadth of spirit, as I stated in that telegram.

I will briefly repeat the essential points that I proposed and requested, but which have unfortunately not been acted upon. They are the following:

A) I have always endeavored to ensure that the population of the Kfar* and its sources of income be multiplied by all means. I requested and encouraged the creation of a vocational school, an agricultural school, in the broadest manner and as quickly as possible. I had the regret, the surprise, and the pain of observing that, for reasons beyond my control, the process has been very lengthy, of the greatest slowness.

As painful as it may be, I must say that the reason depends on the organizations and administrations concerned in the Holy Land — those who have the power to carry all this out. They were plagued by hesitation, like a merchant before entering into a transaction. How much to lend? Under what conditions? What reductions to impose?

Moreover, despite the promises made to me here — albeit unofficially — the given word was not kept, and the hand was closed where it should have been widely opened. This was practiced with particular severity.

I am not unaware of the difficult financial situation of these administrations. But I know and observe that when it concerns the Diaspora and projects far less important — not only from my point of view — than the vocational school or the agricultural school of Kfar Chabad* in our Holy Land, there are no funding cuts, unlike what is imposed on the Kfar*. The argument of lack of funding therefore disappears.

Moreover, the need to expand the dining hall or to construct buildings for these schools is not an end in itself. It is about preparing the development of the Kfar*. Indeed, this would have reassured and encouraged its residents — men, women, and children — with their entire circle.

B) The same applies to the construction of the new Kfar*, for which it is necessary to adopt the same approach — one which, in fact, corresponds well to reality. For this is not a matter of hastening the building for reasons of comfort, but rather of enabling the development of the Kfar*.

Furthermore, it is clear that one could still have lived in the old buildings, and that one would thus have added residents to the Kfar*. Now, had one adopted this perspective instead of reasoning in terms of economy and funding cuts, we could have already begun negotiations for the third phase.

C) Paragraph B is also the reason why I requested that the second Kfar* be in proximity to the current one. First of all, settling in the new Kfar* would have been easier, since life there would have been the same as in the old one. Moreover, the residents of the old Kfar* would have been greatly encouraged upon seeing that they constitute a central point around which several settlements gather, adopting the same way of life as theirs and encouraging one another.

Obviously, I fully understand the idea and the effort required to populate the new Kfar* in the Lachish region or in another location. But had one weighed the loss incurred for Chabad* against the benefit of settling one hundred families in that region — since that is what was initially at issue — one would have seen that there was no comparison between these two situations.

I also recall the explanation according to which the lands around Kfar Chabad* belong to others — to the Mehadrin company. But I know that solutions to such problems are found every day, without particular difficulty, especially in the current situation of the Holy Land.

D) I must add another point, even though I do not know to what extent this corresponds to reality. Nevertheless, the argument has been presented to me and I therefore relay it to you. The protection at the Kfar* is insufficient, and it is like an open field. Moreover, it is surrounded by orchards that serve as hiding places during incursions (see note 4).

This is not, on my part, a reproach or a moral lecture, Heaven forbid, and you will no doubt not suspect me of this. As you know, moralizing is not part of the Lubavitch* approach. In fact, I mean that at least in the future, and immediately, one must begin to feel a fundamental change in the situation just described (see note 5).

Above all, the residents of Kfar Chabad*, with their wives and children, must be able to see with their own eyes that the relationship with their village has been transformed. When they see and perceive that the administrations and friends have become aware and have taken action, expanding their support, they will be more attached to the Kfar*. And not only will this dramatic event not cause discouragement and helplessness — Heaven forbid — but moreover, the depth of their soul, a Chabad* soul, will awaken. They will then see that the descent has led them to a considerable ascent.

Obviously, the condition to be met for all of this is, as I have said, to act concretely, with alacrity, in order to multiply the institutions and the population of the Kfar*, the means of ensuring its sustenance, security, guard, and protection.

I know, of course, that a portion of what has been said cannot be obtained through direct intervention with the administrations with which you conduct your work. Nevertheless, Divine Providence has caused you to be one of those at the origin of the creation of the Kfar*. You intervened with diligence to develop it. Its founding, its expansion, and its future therefore depend directly on you.

Consequently, I am convinced that you have the ability to intervene and to act in this matter. Indeed, you are personally involved, and the Holy One, blessed be He, requires action from a person only in accordance with the strength He grants him.

You may ask what is the distinctiveness of Kfar Chabad* that justifies going beyond the letter of the law, expanding it and developing it beyond measure. The answer is as follows. First of all, the entirety of the paragraphs of this letter will not require a large amount of funding that cannot be assembled. The other point, which is essential, is that Kfar Chabad* is indeed of an exceptional character, and its residents are remarkable. Indeed, after twenty-five years of subjugation under the Communist regime, they emerged intact in their faith and firm in their spirit. They were able to settle in the Holy Land, strengthening the spirit over matter. They can therefore serve as examples and models for this orphaned generation.

You no doubt remember what we spoke about when you were here. It is indispensable that the youth of Eretz Yisrael* be guided and strengthened morally, so as not to fall into the snares of destructive ideologies that seek to assail their soul, particularly in the Holy Land. There is therefore indeed something to be done in this matter.

One may add that Kfar Chabad* is one of the rare settlements — if not the only one — to which its residents have remained faithful, despite the difficulties, the obstacles, and the concealment. They have demonstrated exemplary discipline. Most of them do not know me personally. And I have good hope that they will demonstrate the same courage in the future. But one must not turn a blind eye. The situation of Kfar Chabad* is, at the present time, particularly serious. Taking into account that many of them have friends and relatives who have settled in other countries, in an infinitely more comfortable and easy manner, and knowing that they correspond with them and visit them, the trial is, for them, all the more intense.

I hope that in the future, I will be able, with the help of Hashem*, to preserve the integrity of the Kfar*, its development, and its expansion. Nevertheless, each of us says every day, from the very beginning of the day, in prayer: "Do not subject us to a trial."

I conclude by specifying that my purpose is not to exert pressure, Heaven forbid. The telegram I sent even before writing to you and receiving your response is proof of this. In other words, I will, in any case, with the help of Hashem*, do everything in my power to assume the responsibility that is incumbent upon me. Nevertheless, I have good hope that all the friends of Chabad* who are on the scene — all the more so those who are of Chabad* origin, and in particular those who are conscious of these origins (see note 6), which inspire in them sentiments that lead them to act in an ever-increasing manner — will know what means they possess and what the need of the moment is. They will do everything possible, and even more than that.

In this way, I am convinced that everything will be fruitful, pleasant, and positive. Each and every one will be able to declare firmly, with a joyful heart: "I thank You, Hashem*, for You have chastised me" (see note 7), "He has granted the elevation..."

Awaiting your good news, I conclude by extending my respects and my blessing.

שלום וברכה!

באשר כותב אני ברוב צער בקשר ובהמשך להמאורעות בכפר חב"ד ולבי לבי על חלליהם, אפשר שיימצא במכתבי בטוי שיוצא מכפי הרגיל, אבל אין אדם נתפס על צערו, וכ' בטח יבין לשיחי.

בודאי ידוע לכ' ע"ד המברק ששלחתי אתמול לכפר חב"ד, וז"ל:

"לכל אחד ואחת מאנ"ש, תושבי כפר חב"ד, המוסדות אשר שם, וביחוד בתי ספר למלאכה וחקלאות, התלמידים, המורים, המנהלים, העסקנים וההורים: תקותי חזקה, אשר בעזר השי"ת, השומר בעינא פקיחא ומשגיח בהשגחה פרטית, תתגברו על כל מונע, תתחזקו בבנינים הפרטיים והציבוריים, תרחיבו כל המוסדות בכמות ובאיכות, ומתוך מנוחה והרחבת הדעת יתגדל ויתאדר לימוד תורתנו חומתנו, תורת חיים ודברי אלקים חיים, וקיום מצוותי' בשמחה ובטוב לבב וחי בהם, ומכפר חב"ד יפוצו מעינות החסידות תורת ומעשי נשיאינו הקדושים עד שיגיעו גם חוצה, לקרב לאבינו שבשמים את כל אחינו בני ישראל בחסד וברחמים, ולהביא הגאולה האמתית והשלימה על ידי משיח צדקנו בקרוב.

המשתתף בתפלתם ותעניתם, ומובטחני בהשי"ת שבקרוב ממש גם בשמחתם

אמתית פנימית ושלימה בגשמיות וברוחניות גם יחד - מ.ש."

מהנ"ל השקפתי ברורה בהנוגע לתושבי הכפר. אבל עד כמה יפעול המברק ודברי התעודדות להרגיע הרוחות שנזדעזעו בעטיו של האסון הנורא, תלוי בעיקר במעשה, כיון שאין כאן שאלת הטבת הנוחיות, אלא שאלה של פיקוח נפשות, והיא היא המעסיקה ומדאיגה את תושבי הכפר.

כשאני לעצמי, הרי היתה השקפתי ברורה גם קודם לכן, ועל יסוד השקפתי זו הצעתי ודרשתי זה מכבר תכנית מסוימת בשביל התפתחות הכפר, וכמו שהדגשתי כמה פעמים, לא הי' בזה שאלה של נוחיות אלא צורך עקרי וחיוני לכל התפתחותו ועתידו של כפר חב"ד ושאר מוסדות חב"ד המושפעים ממנו במישרין או בעקיפין. ואם היו כאלה שפקפקו בהכרחיות ביצוע התכנית שהצעתי - במילואה, הרי עכשו בטח ברור לכל, כי בדברים בעלמא, ואפילו בהבטחות ואפילו במעשים מקוטעים לא נוכל להוציא הדאגה מלבות תושבי הכפר, ורק מילוי התכנית שהצעתי, במילואה ויותר, הוא אשר יוכל להשיב רוחם להמשיך אורח חייהם לא מתוך אתכפיא אלא ברצון וחפץ לב ומתוך מנוחה והרחבת הדעת כו' כאמור במברק הנ"ל.

ואחזור בזה בקיצור על הנקודות העקריות שהצעתי ודרשתי, אבל לדאבוננו עדין לא הוצאו לפועל, והן:

א. כל העת השתדלתי שינקטו בכל האמצעים להרבות אוכלוסי הכפר ומקורות הפרנסה אשר שם, שלכן דרשתי וזרזתי בהקמת בתי ספר למלאכה ולחקלאות וכו' באופן הכי רחב ובהקדם הכי גדול. אבל לדאבוני ולתמהוני ולצערי, הנה מסיבות שאינן תלויות בי התנהלו הענינים לאטם ובעצלתיים במדה הכי גדולה. ועד כמה שמכאיב הדבר, מוכרח אני לומר שסיבת הדבר היא, שהמוסדות והמשרדים המתאימים באה"ק ת"ו אשר בידם ביצוע הדבר, שקלו וטרו בדבר כדרך התגרים בעניני ממונות, איזה סכום להלוות, ובאיזה תנאים, וכמה אפשר לקמץ וכו' וכו'. ויתר מכן, למרות ההבטחות שניתנו לי כאן (אם אמנם לא באופן רשמי) לא עמדו בדיבורם וקפצו ידם במקום שהי' צריך לפתוח, ובהרחבה...

לא נעלמה ממני טענת המצב הכספי הדחוק בהמשרדים. אבל בידעי ובראותי אשר בהנוגע לפעולות בחו " ל ועל ענינים שאינם עולים בחשיבותם - ולא רק מהשקפתי לחוד - על עניני בתי הספר למלאכה וחקלאות בכפר חב"ד באה"ק ת"ו, אינם מצמצמים, בה בשעה אשר בעניני הכפר הולכים בצמצומים, הרי טענת אין לי נופלת מאלי'. ובפרט אשר הצורך להתחשב עם העובדא אשר הרחבת חדר האוכל והקמת בניני בתי הספר הנ"ל אינם רק ענינים לעצמם אלא הכנה והקדמה להתפתחות כל הכפר, שכן היו מביאים חיזוק הרוח ועידוד לכל תושבי הכפר, הגברים הנשים והטף, וכל הסביבה.

ב. ועל דרך האמור לעיל הוא גם בשאלת הבנינים בכפר החדש, שהגישה לזה צריכה להיות כזו, וכן הוא המצב באמת, אשר אין כאן שאלה של זריזות בבנין ונוחיות בלבד, אלא הענין נוגע לעצם התפתחותו של הכפר. ומלבד זה, הרי סוף סוף גם הבנינים הישנים היו מתיישבים והיו נתוספים עוד תושבים בכפר. ואילו היו ניגשים לענין מתוך השקפה זו ושלא בקמצנות וצמצום, כבר היינו זוכים למו"מ בהנוגע לשלב השלישי.

ג. ובקשר עם סעיף ב' הנ"ל, היינו טעמא ג"כ שדרשתי אשר יסדרו הכפר השני בסמיכות מקום לזה של עכשו, כי מלבד שזה הי' מקיל ההסתדרות בכפר החדש באורח חיים דומה לזה של הכפר הישן, הרי גם לתושבי הכפר הישן הי' זה עידוד גדול בראותם כי משמשים נקודה אשר סביבתה מתרכזים ישובים אחרים המסתדרים באורח חיים כמותם ואיש לרעהו יאמר חזק. למותר לומר שמבין אני בכל המאה אחוז השיטה וההשתדלות ליישב הכפר החדש דוקא בחבל לכיש או בדומה לו, אבל אילו היו מחשבים ההפסד לחב"ד כנגד השכר של התיישבות מאה משפחות (שזה הי' המדובר בשלב ראשון) באיזורים הנ"ל, היו מכירים שאינו בערך כלל. גם זוכר אני ההסברה שהשטח מסביב לכפר חב"ד נמצא ברשות אחרים, מהדרין וכו', אבל הן ידוע שעיכובים מסוג זה נידחים בכל יום ובפרט במצב העכשוי באה"ק ת"ו, ובלי קושי ביותר.

ד. עלי להוסיף עוד נקודה, אף שאינני יודע עד כמה צודקת, אבל כיון שגם בזה באו אלי בטענות, מוסרה הנני, והוא, אשר אין השמירה על הכפר מספיקה, כי הכפר הוא כמו שדה פרזון, ונוסף על זה מוקף פרדסים המשמשים מקום מחבוא למסתננים וכו'.

והנה אין כוונתי בכל הנ"ל, ובטח גם לא יחשדני בכך, לענין של, ח"ו, הוכחה ומוסר, וידוע ששיטת המוסר אינה שיטת חב"ד וליובאוויטש. אבל הכוונה בהנ"ל היא, אשר על כל פנים מכאן ולהבא, והעיקר תיכף ומיד, יתחילו להרגיש מפנה עקרי בכל האמור לעיל, והעיקר אשר כל תושבי הכפר, הם ונשותיהם ובניהם ובנותיהם, גם כן יראו בעיני בשר, שחולל מפנה חדש ביחס להכפר. וכשיראו ויווכחו אשר גם המשרדים והאוהדים התעוררו על אתר במעשים בפועל להגדיל סיועם כמה פעמים ככה, הרי זה יוסיף בהתקשרותם אל הכפר, באופן אשר המאורע המזעזע לא רק שלא יגרום ח"ו נפילת רוח ורפיון ידים, אלא אדרבה יעורר פנימיות נפשם, נפש החב"דית, לראות בזה ירידה צורך עלי' גם עלה. ומובן אשר התנאי לזה, כאמור, הוא מעשים בפועל ובזריזות בהגדלת מוסדות ואוכלוסי הכפר, הרחבת עניני פרנסתם, והגדלת עניני בטחון שמירה והגנה.

כמובן ידוע לי שחלק מהענינים הנ"ל אין להם שייכות באופן ישר למשרדים אשר כ' פעיל בהם במישרין. אבל מכיון שההשגחה העליונה זיכתה את כ' להיות מהגורמים הראשיים בהקמת הכפר ופעל לטובת הכפר במרץ, הרי התייסדות הכפר התפתחותו ועתידו קשורים עם כ' באופן ישר. ולכן הנני בטוח, אשר יש לכ' גם היכולת לעשות ולפעול בכל הענינים הנ"ל, שהרי שותף הוא בדבר, ואין הקב"ה מבקש אלא לפי כוחו של כל אחד ואחד.

ואם ישאל השואל, במה נשתנה כפר חב"ד אשר יש לעשות בשבילו לפנים משורת הדין ולגדלו ולטפחו יותר מהכלל, הנה התשובה בצדה, אשר, ראשית, אין כל הסעיפים הנ"ל יחד ובמילואם דורשים סכום גדול אשר יבצר מהם, והשנית, והוא העיקר, אשר כפר חב"ד הוא אמנם יוצא מן הכלל, ותושבי הכפר אף הם מיוחדים במינם, שהרי אחרי יותר על 25 שנה של שעבוד אצל הקומוניסטים יצאו שלימים באמונתם ותקיפים ברוחם, ויכלו להסתדר באה"ק ת"ו באופן של הגברת הצורה על החומר, שלכן משמשים דוגמא ומופת לדורנו זה דור יתום. ובטח זוכר כ' מה שדברנו בהיותו כאן, עד כמה נצרך הנוער הארצי ישראלי להשפעה ועדוד רוחני שלא ליפול ברשת האידיאולוגיות המהרסות המתנקשות בנפש הדור הצעיר, בפרט באה"ק ת"ו, שגם זה ענין להתגדר בו.

ויש גם להוסיף, אשר כפר חב"ד הוא מהישובים היחידים, אם לא היחידי, אשר תושביו נשארו נאמנים למושבם, למרות כל העיכובים העלמות והסתירים, והראו בזה משמעת מופתית, אף על פי שרובם ככולם לא מכירים אותי פנים אל פנים. תקותי, אשר גם להבא יהי' כן, אבל אין להתעלם מהמציאות אשר המצב בכפר חב"ד הוא כעת רציני ביותר. ואם להביא בחשבון שלהרבה מהם יש קרובים וידידים שהסתדרו במדינות אחרות באופן נוח וקל יותר שלא בערך, ועומדים עמהם בקישור מכתבים וביקורים, הרי הנסיון עוד יותר גדול.

תקותי אשר גם להבא, בעזר השי"ת, יעלה בידי לשמור על שלימות הכפר והתפתחותו והרחבתו, אבל - כל אחד מאתנו מתפלל בכל יום ובתחלת היום אל תביאנו לידי נסיון.

ואסיים בהדגשה שאין כוונתי בהנ"ל ח"ו ענין של לחץ, וכמוכח מהמברק ששלחתי עוד קודם שכתבתי לכ' או קבלתי תשובתו; זאת אומרת, אשר בין כך ובין כך אעשה בעזר השי"ת כל התלוי בי במלוי האחריות אשר עלי. אבל ביחד עם זה תקותי חזקה, אשר כל אוהדי חב"ד על אתר, ועל אחת כמה וכמה מגזע חב"ד, ועל אחת כמה וכמה אלה שגזע צור מחצבתם פועם בהם ובאופן של רגש המתבטא במעשים בפועל ההולכים וגדלים מיום ליום, אשר גם הם יכירו ביכלתם היתרה ובצו השעה ויעשו כל האפשרי ועוד יותר, ומובטחני שאז יהי' הכל בהצלחה ובשובה ונחת, וכל אחד ואחת יוכל לומר בפה מלא ובלב שמח אודך ה' כי אנפת בי גו' כי גאות עשה גו'.
