To the Chief Rabbi (see note 1) Herzog (see note 2), in Jerusalem,

I thank you for your telegram and for your intervention intended to encourage the residents of Kfar Chabad* (see note 3). No doubt you will maintain your assistance and expand it for the development of the Kfar* and the institutions established there. I thank you for this.

According to a widespread rumor, efforts are being made to obtain your agreement and your blessing for American institutions whose very name indicates that they consider themselves spokespeople and representatives of the Jewish faith. Yet among them are also delegates and emissaries of the Conservative and Reform movements. This is the case with the rabbinical committee of New York or the council of American synagogues.

Even if the formula (see note 4) is ambiguous (see note 5), this will result here, in the current situation, in confusion for thousands of Jews, who could thereby find themselves drawn toward the Conservative or Reform movements.

My knowledge of various circles, and especially of young people, has enabled me to establish that, given the discussion taking place here regarding this participation, it is necessary to take a stand on the matter and to issue a clear prohibition (see note 6) against taking part in this. This will have consequences for all generations and for all countries.
