I greet you and bless you,
I am responding to your letter of the first day of the month during which one increases one's joy (Rosh Chodesh* Adar) and to the one that preceded it.
It is stated in the transcript of the discourse of 19 Kislev 5715 (see Likkutei Sichos*, Volume 4, page 1119, note 34) that according to the Tosafos*, in Tractate Bechoros, a spring purifies precisely when its waters flow. As you write, I was indeed alluding to the Tosafos* of Tractate Bechoros 55b, which present the two existing opinions on this matter, whereas in Tractate Shabbos 65b they cite only one.
Likewise, I stated that the author of the Halachos Gedolos rules in this sense, and you are correct to think that I was alluding to the statement that ritual immersion* is not valid when the river has a dam (preventing the waters from flowing).
You reproduce the explanation of the Emek She'eilah on the She'iltos, Chapter 96, paragraph 13, according to which this is the case where there are not forty se'ah* of water (the minimum quantity for a ritual bath; the Rebbe notes: "It seems to me that this is the commentary of the Baal Halachos Gedolos according to the Warsaw edition"). Nevertheless, this specification does not appear in the Baal Halachos Gedolos, not even by allusion. Now, if he were referring to a particular river — even if such an explanation is difficult to accept — one could have argued that this river must have been of small dimensions. But in this case, the Baal Halachos Gedolos states a general rule, from which, obviously, such an essential point cannot be absent.
In this regard, I have a recollection of a certain book that cites this ruling in the name of the Baal Halachos Gedolos, but I do not remember its title. Likewise, the Mikveh Taharah specifies that the Gedolei Taharah discusses this subject, but I do not have this book.
You mention this same discourse (see Likkutei Sichos*, Volume 3, page 986), according to which a single witness is believed regarding a prohibition or a state of impurity. It seems that an error crept into this transcript. What was stated was that from the state of Niddah* (a matter of impurity, for which a woman is believed though she is a "single witness"), one cannot deduce that for a prohibition, a single witness is sufficient. Indeed, one cannot compare a prohibition with a state of impurity. Please consult, on this subject, the Asvan D'Oraisa of Rav Y. Engel, Principle 21. The Yad Malachi also says that one cannot deduce what concerns a prohibition from a state of impurity.
The latest publications of Kehot Editions were sent to you some time ago. If I remember correctly, this package contained, in particular, the supplements of the Tzemach Tzedek* on Tractate Bava Metzia and two volumes of the Kovetz Lubavitch.

במענה על מכתבו מא' דחדש מרבין בשמחה והקודם לו.
במה שנרשם בהנחת שיחה י"ט כסלו תשט"ו שבתוס' בכורות דנין שמעין מטהר דוקא בזוחלין. - כן הוא כפי שכותב שכוונתי היתה לתוספת בכורות נה, ב שנראה שם שתי דיעות (ודלא כתוס' שבת סה, ב דהביא בפשיטות דעת ר"י), וכן צדק במה שכותב בדברי שהבה"ג פסק כך, שכוונתי היתה במ"ש היכא דסכיר נהרא לא סלקא לה טבילה.
ובמה שמעתיק פירוש העמק שאלה לשאילתות סי' צ"ו אות י"ג דמפרש הכוונה דאין שם מ' סאה*, הנה במחכת"ר של ההעמק שאלה, אין זה בבה"ג אפילו ברמז, ואילו הי' דברי הבה"ג בהנוגע לנהר מסוים עכ"פ בדוחק גדול אולי אפשר הי' לפרש כן בהסתמך שידוע הי' הנהר לנהר קטן, אבל דברי בה"ג הם הוראה כללית, ואי אפשר להוראה כללית להשמיט הנקודה העיקרית , כמובן.
דא"ג רשום בזכרוני שראיתי באיזה ספר שמעתיק פסק זה בשם בה"ג ואיני זוכר ברגע זו שם הספר, כן מצאתי בס' מקוה טהרה שרשום שבספר גדולי טהרה מדבר בענין זה, ואינו תחת ידי.
במ"ש בשיחה הנ"ל בענין עד א' נאמן באיסורין או בטומאה, כנראה שיש טעות בזה ברשימה, כי המדובר הי' שבאם נדה הוא ענין של טומאה הרי אי אפשר הי' ללמוד משם דין דעד א' נאמן באיסורין, דאיסור מטומאה לא גמרינן, ועיין בזה אתוון דאורייתא למהר"י ענגל כלל כ"א, וביד מלאכי דעניני איסור מטומאה לא גמרינן...
מה שהו"ל לאחרונה בקה"ת נשלח לכת"ר זה מכבר, וכרשום בזכרוני הי' בחבילה, הוספות מהצ"צ למס' בבא מציעא, קובץ ליובאוויטש ב' חוברות, ועוד...
