To the leaders of the association of Chabad* Chassidim*

in our Holy Land, may Hashem* grant you long life,

I greet you and bless you,

I am responding to your letters of 16 Teves and 9 Shevat, with all that they contained.

You mention the news you have received from the country in which we previously resided (Russia) and you ask me what attitude you should adopt (to help those who are there). There exists a fund that sends them parcels from France. However, it is not at all certain that this channel can be used if one does not have an official document specifying its use. This is in addition to what I said in my previous correspondence regarding the recipients (of these parcels) in the country where we previously resided.

You tell me that parcels sent from Europe have no value there. I am somewhat surprised, for this sending, carried out from France and no doubt also from other European countries, involves thousands of parcels. And they are currently shipped only when the desire of these relatives to receive them has been verified.

I also respond to the question of certain people who have filed complaints and asked that an injunction (see letter no. 4138) be issued to the corresponding administrations (in Eretz Yisrael*) to provide them with an exit permit or a certificate. In my view, it is clear that one must not proceed in this fashion. I think the approaches must be made in a friendly manner, with pleasant words. It is obvious that any complaint must be excluded, and I am even surprised that one might consider such an eventuality.

The month of Adar will begin in a few days (see letter no. 4145), and I have not yet received any information about the tzedakah* needs for Pesach*. Now, the experience of previous years has proven that those who wish to approach the aid organizations through our intermediary must do so as quickly as possible, for the demand is very great relative to the means devoted to this effort.

במענה על מכתביהם מט"ז טבת וט' שבט עם המוסגר בהם.

...במ"ש אודות הפ"ש שקבלו ממדינתנו לפנים ושואלים עצה איך להתנהג. - הנה ישנו קרן לשילוח חבילות לשם מצרפת. וצע"ג אם יסכימו לשימושי בו באופן שלא תהי' תעודה רשמית באיזה אופן השתמשו בהקרן. וזהו נוסף על הטעמים שכתבתי במכתבי מאז, בהנוגע להמקבלים במדינתנו לפנים.

ומה שכותבים שאין להחבילות הנשלחות מאירופא שום ערך שם, פלא קצת כיון שנשלחים חבילות - ואפשר, לאלפים - מצרפת, ובטח גם משאר המדינות שבאירופא.

והרי נהוג עתה שחבילות נשלחות רק כשמבררים אצל הקרובים שרצונם בכך.

ובמענה על שאלת אחדים אשר הגישו תלונה וצו על תנאי נגד המשרדים

המתאימים על שאין נותנים להם היתר יציאה או תעודה. - לדעתי פשוט שלא זו הדרך.

ואף שדעתי הוא שיש השתדל בזה באופן ידידותי ובדברי נועם, הנה פשיטא שיש לבטל את הגשת התלונה, ופליאה גם על הקס"ד בזה.

בעוד איזה ימים נכנסים לחדש אדר ועדיין אל נתקבלה כל ידיעה בהנוגע להנזקקים למעות חטים, אף שידוע להם הנסיון משנים שעברו שהחפצים לפנות בזה למוסדות עזרה, על ידינו, מוכרחת הפני' בעוד מועד, כיון שהדרישה גדולה בהרבה - בערך האמצעים הנמצאים לתכלית זו.
