and devotes himself to communal needs,
Rav Mordechai HaCohen (Rav M. Perlov of Milan; see letter no. 3969),

Greetings and blessings,

I received your letter from the day of the Hilloula* of the Alter Rebbe* (24 Teves*), which followed a long interruption. May Hashem grant that your efforts to promote proper education in your city bear fruit in a considerable manner. You will redouble your efforts and determination. Thus, these fruits themselves will be multiplied.

I wrote to you (in letter no. 3969) regarding a gathering of representatives of cities. This did not refer to the one organized by Mr. P., which brings together delegates from cities around the entire world and therefore has an international character. The current mayor of Tel Aviv, Mr. Levanon, participated in it, and upon his return to the Holy Land, he spoke of the accomplishments of Lubavitch* in Italy.

As for the esrogim* and the manner of supervising them, this is a routine matter falling within the scope of rabbinical functions and kashrus* supervision. It is necessary to verify that they cannot be switched (with other esrogim* whose conformity is not ensured), as you yourself point out in your letter. Is it possible to ascertain all of this? It is for you to determine this on the ground.

No doubt you are preparing for the Hilloula* (of the Frierdiker Rebbe*) of the 10th of Shevat*, which is approaching. And you will prepare those around you as well. Hashem will grant you success.

לאחרי הפסק הארוך נתקבל מכתבו מיום ההילולא של רבנו הזקן. ויה"ר שההשתדלות בעניני חינוך הכשר במחנו הט' תביא פירות וע"ד הפלגה, ויוסיפו בההשתדלות והאומץ ויתוסף כ"פ ככה בהנוגע להפירות.

מה שכתבתי אודות אסיפה מב"כ עיירות, אינה האסיפה שעה מר פ. כי זו היתה מב"כ עיירות מכל קצוי תבל, היינו בין לאומי, והי' שם ראש עיריית תל אביב עתה מר לבנון שי', וסיפר בחזרתו לאה"ק ת"ו מפעולות ליובאוויטש במדינת איטליא.

במ"ש אודות האתרוגים וההשגחה בזה, הרי זוהי שאלה רגילה בהנהגת רבנות והשגחה על כשרות, היינו שצריכים להבטיח (באווארענען) שלא יהי' מקום לחילוף וכו', וכמו שמעורר גם במכתבו, ואם כל זה אפשר להבטיח (באווארענען) - צריך כת"ר לברר על אתר.

בודאי מתכוננים ליום ההילולא יו"ד שבט הבע"ל, וכן גם בהנוגע להסביבה.
