By the grace of Hashem,

9 Tishrei 5709,

To the distinguished Chassid who fears Hashem, Rav C.M.,

I greet you and bless you,

I respond to your letter of 25 Elul:

A) Should one recite the blessing for handwashing and the paragraph Elokai Neshamah* when one has been awake all night? The public answer: one omits them (per the Alter Rebbe's Siddur*); one may respond Amen to those who slept. The private answer from my father-in-law, the Rebbe Shlita: one should recite them.

B) Should the Torah be re-read in a communal prayer setting even if the participants have already heard it? I have never heard of such a practice and have never seen it adopted.

You will find enclosed two chassidic discourses*, which you will make available to as many as possible.

א) איך נוהגין כשניעור כל הלילה באמירת ברכות ענט"י ואלקי נשמה - הוראה לרבים שא"א וכמש"כ בס' אדה"ז. ומובן שאפשר לשמוע ממי שישן (הוראה בחשאי - לאומרם. כן שמעתי מכ"ק מו"ח אד"ש).

ב) אם קורין בתורה כשמתפללים בצבור אף אם כבר שמעו קרה"ת - מעולם לא שמעתי ולא ראיתי שינהגו כן.
