Greetings and blessings,
I am responding to your letter of the first day of Rosh Chodesh* Kislev, with its contents. You ask me whether there should be an engagement. This is a Jewish custom and it is therefore good to celebrate it on a date that will be fixed by both parties.
You mention the mikveh* of Agadir. I am particularly surprised and astonished by this. All Jews share a collective responsibility. Moreover, you have had the merit of at least tasting Chassidus*. You know the teaching of the Alter Rebbe* according to which the love of one's fellow and the love of Hashem are one. And there is no need to say more about what is quite obvious — or, in any case, should be.
You say that it is difficult to build a mikveh* there. I am surprised. How can one write such a thing? You know that the Torah* is eternal, not only in every place, but also at every time. The Jews of Agadir are therefore also obligated to observe its mitzvos*. Now, the Holy One, blessed be He, demands only in proportion to the strength He grants. It is therefore clear that there must be a mikveh* there, and everything depends solely on an effective person who will want to apply himself to the task.
I am certain that if you truly want to build a mikveh* in Agadir, you will find, on the spot, people who will help you. I know what happened in Casablanca, where one might have thought that this intervention would be interpreted as an affront to the rabbinical court. Yet the court itself lent its support. How much more so, then, must this be done in Agadir.
It is surely unnecessary to remind you of the need to undertake the most comprehensive preparations for the days of 10 and 19 Kislev, as well as for the fifth light of Chanukah* (the second liberation of the Alter Rebbe* from the Czarist prisons, the first being on 19 Kislev). This is in addition to the preparation for the festival of Chanukah* itself.

במענה על מכתבו מאדר"ח כסלו עם המוסגר בו... במ"ש אם לעשות תנאים, הרי כיון שמנהג ישראל הוא נכון לעשותם בזמן שיתדברו שני הצדדים.
במ"ש אודות המקוה באגדיר, הנה לפלא ותמי' הדבר במאד וביותר, כי אם בעיר ואם בישראל אין מקוה... הרי כל ישראל ערבים זב"ז, ובפרט שזכה לטעום עכ"פ מתורת החסידות, ויודע מתורת רבנו הזקן אשר והבת לרעך כמוך ואהבת את ה"א, חד הוא, ואין להאריך בדבר הפשוט או עכ"פ שצריך להיות פשוט.
ומה שכותב שקשה לעשות שם מקוה, הנה תמהני, איך אפשר לכתוב כזה, כיון שידוע שהתורה היא נצחית ולא רק בכל זמן אלא גם בכל מקום, ובמילא גם בנ"י באגדיר מחוייבים בכל מצותי', וידוע שאין הקב"ה מבקש אלא לפי כחן, א"כ הרי פשוט שיש לעשות שם מקוה, ואין הדבר תלוי אלא באדם בר פועל שירצה לעשות בזה...
מובטחני שבאם ירצו באמת לתקן מקוה באגדיר, הרי גם על אתר ימצאו עוזרים לזה, ובידעי האופן שהי' בקסבלנקה, אף ששם הי' מקום לומר שהביד"צ ירגיש בזה עלבון וכו', ואחרי כל זה עוד סייעו בדבר, עאכו"כ באגדיר שיש לעשות כהנ"ל.
...בודאי למותר לעוררו אודות הכנות המתאימות והכנות במילואן בקשר עם ימי יו"ד, י"ט כסלו, ונר ה' דחנוכה, נוסף על ההכנות לנצל ימי החנוכה.
