Greetings and blessings,
You mention the recitation of Chassidic texts. In fact, the Torah* was given on the condition that the majority of a person's actions be left to his free will, as it is stated: "And you shall choose life" — and not through injunctions and decrees (under compulsion).
A person must act by his own free choice because such is the will of the King, King of kings, the Holy One, blessed be He. And the same applies to the recitation of Chassidic texts. It is not fitting that one write from here to those you mention in your letter, asking them to go and recite these texts in the synagogues. They themselves must take the initiative to convene a meeting, in the course of which each of them will commit himself and have the merit of acting in a domain whose importance is paramount.

...מ"ש אודות חזרת דא"ח, הנה נתינת התורה היתה על תנאי שחלק הכי גדול ממעשה האדם יעשה בבחירתו, וכמה שנאמר ובחרת בחיים, ולא ע"פ פקודות וגזירות, אלא שצריך הוא לבחור בזה מפני שזהו גזירתו של ממה"מ הקב"ה. וה"ה בנוגע לחזרת דא"ח, שאין הסדר שמכאן יכתבו לאלו שמזכיר במכתבו שהם יחזרו דא"ח בבתי כנסיות, אלא שעליהם באתעדל"ת לעשות אסיפה ולחייב (לזכות) את כאו"א מאלו בענין הכי נעלה זה. והשי"ת יצליחם.
