To the Rav, distinguished Chassid* who fears Hashem and devotes himself to communal needs, Rav Yisrael Noach (1),

Greetings and blessings,

I am responding to your letter, in which you speak about the Mikveh* of running water. On this subject, you note that Rosh Hashanah* has a general import. You are of course correct. Tishrei* in general and Rosh Hashanah in particular extend their influence over the entire year.

Indeed, Chassidus*, in the Ateres Rosh* and in other texts, explains that one speaks of "head" (2) and not "beginning" of the year. However, prayer applies throughout the entire year. A communal service is therefore important, and one must know whether those who participate are Chassidim*.

Which of these two elements should one choose (3)? Everything depends on your own feeling. You will decide accordingly.

On the occasion of the new year which approaches, for us and for all of Israel, for good and for blessing, I extend my blessing, to you and to all of yours, that you be inscribed and sealed for a good and sweet year, materially and spiritually.

שלום וברכה!

במענה על מכתבו, בו כותב אודות ענין המקוה דמים שאובין, ובקשר עם זה - שעניני ר"ה ענינים כללים הם. והנה מובן שצודק הוא, בזה שעניני תשרי בכלל ור"ה בפרט השפעתם על כל השנה כולה, וכידוע וכמבואר בדא"ח (בעטרת ראש ובכ"מ) דיוק הלשון ראש השנה ולא תחלת השנה. אבל - לאידך גיסא - גם התפלה שייכת לכל השנה כולה, ובמילא נוגע המנין והמתפללים אם הוא מאנ"ש וכו'. ומה לבחור משני אלו - ה"ז דבר התלוי בהרגש, ובהתאם לזה יחליט.

ולקראת השנה החדשה הבאה עלינו ועל כל ישראל לטובה ולברכה הנני בזה להביע ברכתי לו ולכל אשר לו, ברכת כתיבה וחתימה טובה לשנה טובה ומתוקה בגשמיות וברוחניות.
