To the distinguished Chassid* who fears Hashem and carries out a Divine mission, Rav Tzvi Leib HaLevi (1),

Greetings and blessings,

I am responding to your letter of 4 Elul, in which you discuss the number of lines in the Tefillin* and the custom of the Sephardim* in this matter (3).

In every country, there are two categories of customs: those that are precise and must be practiced in a specific way, and those that are in fact an absence of custom — meaning that each person does as he sees fit, without anything having been decided.

In the first case, one must, of course, preserve the custom of their ancestors. Nevertheless, if the initiative comes from them, one must determine in each instance what should be done.

In the second case, however, one should, in a calm and peaceful manner, introduce our custom, which does not contradict theirs. This is indeed the case for the number of lines, based on what you write.

You ask me what you should do regarding the second day of the upcoming festival (4). You are outside of Eretz Yisrael* with all the members of your family, and I therefore do not see what the doubt is in this matter. You will celebrate both days of the upcoming festivals.

You tell me that your teaching is progressing, that you are striving to influence the students also in domains not directly related to your teaching, and I am pleased by this. In the end, all of this indeed has a single purpose — the full and complete acceptance of the yoke of the heavenly kingdom*. Moreover, it is explained that all the mitzvos* are interdependent.

I enclose a pamphlet pertaining to Elul, whose contents you will surely make available to all. The merit of the public depends on you.

With my blessing for success in your sacred mission, that you be inscribed and sealed for a good year,

(3) The Rebbe notes at the bottom of the page: "One can question what you tell me — that the Sephardim do not pay attention to this and that there are six lines in the head Tefillin. This is the opposite of what Rabbi Yosef Caro rules, a priori, in chapter 35, and no one contests this view. The writings of the Arizal take a stringent position on this matter, and it is known that they are followed by the Sephardim. Perhaps the custom you encountered is based on an error. It is therefore quite clear that one must write seven lines, as stated."

במענה על מכתבו מד' אלול... מ"ש אודות מנין השיטין בתפילין ומנהג הספרדים* בזה. הנה במנהגי כל מדינה ומדינה ישנם שני סוגים. מנהג בדיוק באופן כך דוקא, או שהמנהג הוא העדר מנהג, היינו שכל אחד כרצונו עושה ואין בזה קביעות.

ומובן אשר בסוג הראשון הנה יש להניח להם במנהג אבותיהם, ורק כשבאה התעוררות מצדם הנה יש להתייעץ בכל פעם ופעם איך ומה לעשות, אבל בנוגע לסוג השני, הרי בדרכי נועם ובדרכי שלום יש להנהיג מנהג המקובל אצלינו כיון שגם לדידהו אין בזה כל סתירה, וה"ה למנין השיטין כפי שכותב.

במ"ש אודות הנהגתו ביו"ט שני הבע"ל, הרי כיון שהוא וכל ב"ב שיחי' נמצאים בחו"ל איני רואה בזה מקום לספק, ויחוג את המועדים הבאים לקראתנו לשלום ביום הראשון וביום השני.

נהניתי ממ"ש אשר לימודיו מתקדמים ואשר משתדל להשפיע על התל' גם בענינים שבאופן ישר אינו מקצוע לימודו עמהם, והרי סוכ"ס כל ענינים מטרתם אחת והוא קב"ע מלכות שמים שלימה ובפרט ע"פ המבואר שכל המצות כלולים זו מזו.

מוסג"פ לקוט אלול, אשר בטח יזכה בתוכנו את הרבים וזכות הרבים תלוי בו.

בברכת הצלחה בעבודתו בקדש ולכתיבה וחתימה טובה.

*) ועצ"ע במה שכותב שאין מקפידין בזה ורובם - בתש"י - ו' שיטין, שהרי הוא היפך מש"כ המחבר סל"ה (ולית מאן דפליג) עכ"פ לכתחילה, והחמירו בזה בכתהאריז"ל וע"פ נוהגין הספרדים כידוע. ואולי מנהג טועה נזדמן לו. וא"כ פשיטא דיש להנהיג ז' שיטין.
