To the Rav, distinguished Chassid* who fears Hashem and devotes himself to communal needs, Rav Menachem Zeev HaLevi (1),
Greetings and blessings,
I have received your letter from this Monday, and here is what the content of your response to that man (2) should be.
A) I am surprised, upon reading him, that he does not realize how much he contradicts himself. Indeed, in his letter, he himself destroys the arguments he develops in this correspondence and in the previous one. He says that it is permitted, in the Holy Land, to vote in municipal elections (3). And, according to him, what is permitted must presumably be a necessity.
Now, with all due respect, the grave and absolute prohibition he defines (4) applies here (5) in the same manner. Indeed, the parties that run for the Knesset* also run in municipal elections. He claims that one must not assist them, that the women elected in this fashion sit in an immodest manner, as he specifies in his letter. But the only difference is the prohibition of establishing a structure (6) in the Holy Land, which is discussed at the end of Tractate* Ketubot*, and nothing else.
There is therefore absolutely no basis to invoke here the three transgressions for which one must allow oneself to be killed rather than commit them (7). Moreover, upon deeper analysis, there is indeed here the prohibition of establishing a structure in the Holy Land. For the municipality of Jerusalem is a structure in its own right, beyond even the state established in the Holy Land. In fact, the opposition on this matter is even stronger, up until now.
B) Concerning the other points he addresses in his letter, he cites the Rambam*, asking one to take refuge in the deserts (8). And he explains that this applies outside of Eretz Yisrael* as well. Here again, a contradiction is found in his letter, since he calls what is done outside of Eretz Yisrael an act of ignorance and what takes place in the Holy Land an act of rebellion.
In reality, the distinction that must be made is far more severe. Outside of Eretz Yisrael, nothing contrary to the faith is imposed, Heaven forbid. There is therefore only reason to fear that "the eye sees and the heart desires." This is not the case in a city that is majority or even entirely populated by Jews. You must understand what I mean. With all due respect, the entirety of his explanations on this subject is therefore difficult to accept.
C) He mentions paying for access to various public services and compares this to remunerating someone for their effort. Here again, this comparison is unwarranted. Indeed, he surely knows that when paying for water, one does not only cover the effort, but one truly covers all expenses — not merely, as he writes, the cleanliness of the streets, but also the guard costs ensuring that one cannot fulfill an Injunction clearly expressed by the Torah*, "You shall destroy..." (9). Moreover, one strengthens their places of worship or, worse still, protects the missions. There is no need to say more, so dreadful is this.
He says that one has no choice and he affirms, in his letter and in Chomatenu* (10), that all of this belongs to the three transgressions for which one must allow oneself to be killed rather than transgress, that one must therefore show self-sacrifice* in this matter. But those who adopt his view endanger the other Jews in the Holy Land by the fact that they do not vote, thereby allowing a few more impious deputies to be elected. And they proclaim their position outside of Eretz Yisrael and also in the Holy Land, thus providing decisive proof of what the majority opinion is in that country. One cannot imagine a greater desecration of Hashem's Name.
If these are indeed the three transgressions for which one must allow oneself to be killed rather than transgress, it is clear that they cannot invoke duress. Moreover, they could use candles or kerosene (11) or spring water (12).
Of course, these lines are not intended to cause him distress, but rather to show him that when it comes to their physical needs, they become lenient. In contrast, regarding the tens or even hundreds of thousands of Jews who could more easily fulfill the mitzvot* of our Hashem in their daily lives, they display a misplaced stringency.
D) He says that an external protest, and not an internal one, is necessary. I do not understand why one should exclude the other. In fact, both can be conducted simultaneously, as was the case during the demonstration that took place in the United States. Indeed, some members of Agudas Yisrael* participated in it, while representatives of that party sit in the Knesset.
E) He says that the Agudah* and the Mizrachi* wanted to form a bloc (13) and that the men of Chabad*, in the Holy Land, served as intermediaries between these formations. This formulation is inaccurate, for it was in fact the Rebbe Shlita* (14) who played this role, as he stated clearly. He finds this scandalous.
Now, he could have asked another question. Indeed, he himself says, in his letter, that one must participate in municipal elections. However, he must know that in various places, the Agudah formed a coalition with parties far more to the left than this one. He must understand what I mean.
F) He cites, in his letter, the categories of Jews with whom he claims one must not speak, nor have contact, whom one must not seek to help. The Tzemach Tzedek*, in his mitzvah* of loving one's fellow (15), provides the answer to such statements (16), and may Hashem grant that what he says does not apply to him.
May Hashem also grant that he have nothing in common with those who hold that one must not speak to people who participated in the vote, all the more so if they gave their vote, for various reasons, to the Mizrachi, to the Poalei Mizrachi*, or even to the Mapai*. Such a conception emanates from the force of evil of Midian*, which, to our misfortune, wages war against Hashem, as explained in the Chassidic* discourse entitled "Enlist for yourselves men," by the Alter Rebbe*.
I am surprised by his attitude, which does not correspond to the name he bears. His first name is indeed Yeshaya*. Now, our Sages* recount how he intervened when the honor of Israel was challenged. This was in the era of Achaz*, in whose generation there were many idolaters, including within the Sanctuary itself.
Before the elections, one could have imagined that it would be thus. But at the present time, especially in Elul*, each person surely takes stock. Now, the accounting in this case is quite clear. If the Mizrachi and the Agudah had formed a united front, if all those who could have done so had voted for this Orthodox list, other representatives of these parties would have sat in the Knesset, as the experts acknowledge, which means that the leftist parties would have been less represented.
Hashem can do anything, and He will therefore grant that no harm results from this, for all the laws that will be enacted in the Holy Land. Nevertheless, one should have heeded the statement of our Sages that one must not rely on a miracle. And whoever prevents tens, perhaps even hundreds, of Jews from taking part in elections is personally responsible for the presence in the Knesset of four deputies, or more, from parties that rebel against Hashem, and for the consequent reduction in the representation of the Agudah and the Mizrachi.
One can truly wonder who is capable of assuming such a responsibility and, moreover, of transforming reality to the point of saying that there is in this the expression of the purest fear of Hashem.
G) An essential point in his letter provokes my greatest astonishment. Indeed, we hold fast to the teachings of the Baal Shem Tov* and his disciples. Now, the Baal Shem Tov himself experienced an elevation of the soul on a Rosh Hashanah*. Then he heard clearly, and he repeated afterward, that the coming of Moshiach*, that is, the redemption of the Shechinah* and of the children of Israel, depends on the spreading of the wellsprings of Chassidus* outward. All of this is explained at length and logically in a talk of the Rebbe Rayatz*, from Simchas Torah* 5690 (17), which you should consult.
And one can also deduce that this is so by consulting the introduction of Rabbi Chaim Vital* to the Shaar HaHakdamot*, which emphasizes that one delays the redemption by abstaining from studying the inner dimension of the Torah.
After all this, how can someone to whom Divine Providence has granted the ability to influence several thousands of people abstain from inviting them to study the inner teaching of the Torah, "the Tree of Life"? Now, in other domains, he repeats his warnings a second, then a third time, even though doubt, or at least the doubt of a doubt, persists (18). In contrast, this concerns an important word pronounced by the King Moshiach, addressed to the Baal Shem Tov who, experiencing an elevation of the soul, entered his heavenly sanctuary. It was stated clearly, removing all doubts. Despite this, he does not say a word about it.
However, there is not the slightest doubt that if he had campaigned for even a tenth of what he did regarding the elections in the Holy Land, he would have led, that very day, thousands and perhaps even tens of thousands of Jews to study the inner teaching of the Torah. In this way, the redemption would have been hastened, clearly and indubitably.
He will excuse me for everything that has been set forth, but it is said regarding each one of us: "You shall distance yourself from falsehood." Now, silence in this case can be compared to accepting falsehood. One must therefore speak the truth as it is, without fearing... (19).
H) In fact, one can be astonished by what he says about people with whom one must not enter into contact and whom one must not protect. Indeed, the Zohar*, at the reference I cited in my previous letter, specifies that Moshe Rabbeinu*, the "faithful shepherd," displayed good conduct (20), which was not even the case with Avraham*, as that text specifies.
This is said regarding those who made the golden calf, and one knows the account related to the verse: "They rose up to make merry," according to which they committed the three transgressions — immorality, idolatry, and murder. Now, our Sages specify, the King was then at the feast (21). Despite this, if Moshe, the faithful shepherd, had not said: "Otherwise (22), erase me (23)," then... (24).
I) He says that one must not use the term Chashmal* (25), and one may ask upon what he bases this. Indeed, Tractate Chagigah* and Rashi's* commentary on the verse Yechezkel* 1:27 speak of the concept and not of the term.
Moreover, various texts of the Etz Chaim* and, more broadly, those of the Kabbalah*, establish a connection between this term and Kelipas Nogah* (26). Consult the Etz Chaim, at the Gate of Chashmal, and the Chassidic discourse of the Tzemach Tzedek, printed in the addenda of the Torah Or*, which was published by Kehot* editions.

מאשר אני קבלת מכתבו מיום ב'. ותוכן מענה לפ':
נפלאתי בקראי אותו עד כמה לא חלי ולא מרגיש גברא דמרי סייעי, כי הרי במכתבו זה עצמו מהרס את כל הטענות שלו הן במכתב זה והן במכתב הקודם, והוא ע"י ההודעה שמותר להצביע בהעיריות באה"ק ת"ו, ומותר בכגון דא הרי בודאי פירושו צריך. ובמחילת כבוד תורתו הנה לשיטתו כל הטעמים שכותב לאיסור חמור ומוחלט - גם בכגון דא הם, כיון שכל המפלגות המשתתפות בכנסת הן הן עצמן המוצגות לבחירות בהעיריות, ובמילא הטענה שהתחברות עמהם אסור, שהמסייע בידם ה"ז מסייע כו' שהנשים הנבחרות על ידם יושבות היפך דרך הצניעות כו' וכו' הן הן עצמם שכותב במכתבו. ואין ביניהם אלא הענין דסוף מס' כתובות שלא יעלו בחומה ותו לא מידי. ואין לערב בכאן הענין דשלש עבירות דיהרג ואל יעבור כו'. ובפרט שבפנימיות הדברים ישנו גם בזה הענין דאל יעלה בחומה, כיון דענין עירית ירושת"ו הוא עלי' בחומה - יותר מכל ענין של המדיניות של כל אה"ק ת"ו, כיון שדוקא ע"ז ההתנגדות גדולה ביותר וביותר עד עתה .
ב) בהנוגע לנקודות האחרות שבמכתבו, הנה במ"ש הרמב"ם לסור למדבריות ומתרץ על זה שהרי גם בחוץ לארץ הוא עד"ז, הנה גם על זה נמצא הסתירה במכתבו עצמו, במה שכותב שבחו"ל הוא ענין דעם הארצות משא"כ באה"ק ת"ו הוא ענין של מרידה כו'. ובאמת החילוק הוא חריף הרבה יותר, כי בחו"ל אין ענין של כפי' היפך הדת ח"ו, ורק שיש מקום לחשוש שהעין רואה והלב חומד כו' - משא"כ בעיר שרובה ישראל או כולה ישראל וד"ל. ומילא כל התירוצים שמתרץ על זה, הרי במחילת כבוד תורתו, מעיקרא דדינא פירכא.
ג) כן מה שכותב במה שמשלם בעד השירותים השונים וכו' ומביא דוגמא שמשלם בעד הטרחה, הנה גם בזה אינו דומה כלל, כי בודאי גם לו ידוע שבהשילומים בעד המים וכו' אין משלמים רק בעד הטרחה לבד, אלא שממעות אלו מספיקים בכלל עניני הוצאות, ולא רק - כפי שכותב - נקיון הרוחו וכו', אלא גם השמירה שלא יוכלו לקיים ח"ו המצוה המפורשת בתורה, אבד תאבדון כו', ולא עוד אלא שגם נותנים להחזקת בתי תפלה שלהם, ומה שגרוע עוד יותר - המיסיון ושמירתם. ואין להאריך בדבר המבהיל.
ומ"ש שאין ברירה, הרי נוסף על הכתוב במכ' ובחומתנו, שכל הנ"ל הוא מהג' עבירות הידועות ובמילא מוכרחים למסירת נפש, ולשיטתם מס"נ של שאר בני ישראל שבאה"ק ת"ו על ידי שאין הולכים לבחירות, ובמילא מוסיפים עוד כמה נציגים (דעפוטאטען) מהכופרים, והם מכריזים ע"ז בחו"ל וגם באה"ק ת"ו שזהו ראי' מוכחת על רוב דיעות באה"ק ת"ו, ואין לך חילול השם גדול מזה. ואם זהו מג' עבירות הנ"ל - הרי אין תירוץ שיוכלו לקחת בע"כ. ובפרט - הרי אפשר להשתמש בנרות ובנפט, וכן להשתמש במי מעיינות וכיו"ב. ומובן שאין הכוונה בשורות אלו לצער אותו, אלא להוכיח שבהנוגע לעניני הגוף של עצמו מעבירין על מדותיהם, ובמה שנוגע לעשיריות אלפים או גם מאות אלפים של בני ישראל שיוכלו לקיים בנקל יותר מצות אלקינו בחיי יום יומים - הרי דוקא בזה משתמשים בקנאות שאינה במקומה כלל.
ד) מ"ש שיש מקום לומר שמוכרחת מחאה מבחוץ וכו' ולא מחאה מבפנים, הנה אינו מובן כל מהו הסתירה שבין שני הדברים, כיון שיש למחות מבחוץ ויש למחות מבפנים. וכמו שהי' בההפגנה בארצוה"ב שכמה חברים מאגודת ישראל השתתפו בה, בה בשעה שחברי מפלגה זו ישבו בכנסת.
ה) מ"ש שרצו לעשות חזית מאגודה והמזרחי, ואנשי חב"ד באה"ק ת"ו היו מהסרסורים, הנה לא דייק בשמיעתו כ"כ - כי הסרסור בזה הי' גם כ"ק אדמו"ר שליט"א וכמו שאמר בפירוש. ומה שכת"ר מרעיש עולמות על זה, הנה עדיפא מזה הי' לו להקשות, כי הרי בעצמו כותב במכתבו אשר להעיריות צריכים להצביע ובודאי ידוע גם לו שבכמה מקומות היתה חזית להעירי' של אגודת ישראל עם מפלגות הרבה יותר שמאליות מהנ"ל, וד"ל.
ו) במה שמונה במכתבו את כל הסוגים דבני ישראל שעמהם אין צריך להיות כל דין ודברים וכל מגע ומשא, ואין להשתדל ולעשות בעדם כו' וכו', הרי המענה על זה כבר אמורה במצות אהבת ישראל ע"י כ"ק אדמו"ר הצמח צדק, ניט צו כת"ר גערעט - כי באמתית הדברים, שיטה זו אשר כל אלו שלקחו חלק בהבחירות ועאכו"כ כל אלו שהצביעו מפני כמה סיבות בעד מפלגת מזרחי, פועלי מזרחי ואפילו מפא"י אין להיות כל דו"ד עמהם, הרי כנ"ל - ניט צו עם גערעט, שרשם מקליפת מדין הנלחמים על הוי' ר"ל, וכמבואר תוכנה בדרוש החלצו לרבנו הזקן וכו'. ולפלא על כת"ר - בפרט, שהרי שמא מילתא היא, ומתחיל בשם ישעי', וכידוע סיפור רז"ל כשרצה לנגוע בכבוד בני ישראל, אף שאחז ודורו כמה עוע"ז היו ביניהם וגם בהיכל כו'. והנה כל הנ"ל הי' בגדר השערה קודם הבחירות, אבל עתה, ובפרט בחדש אלול שבודאי כל אחד מישראל מתעורר לעשות דו"ח: החשבון ברור, שאם היתה חזית מאוחדת של אגודה ומזרחי, ואם היו הולכים להצביע כל מי שיש בידו להצביע בעד הרשימה החרדית הרי כל המבינים בזה מעידים שהיו נכנסים לכנסת עוד אנשים אחדים בתור ב"כ מפלגת אגודה והמזרחי, ובמילא היו חסרים במספר זה במפלגות השמאליות. והכל יכול הרי יכול לסבב שזה לא ישפיע לרעה על חקיקת הגזירות באה"ק ת"ו, אבל אם הי' מביאים בחשבון מרז"ל דאין סומכין על הנס, הרי כל מי שמנע עשיריות ואפשר מאות מישראל מלהצביע בבחירות, על שכמו האחריות למה שבכנסת נמצאים ארבעה או יותר ב"כ מפלגות המורדים בה' ונפחת כמספר הזה מב"כ המפלגות דהאגודה ומזרחי. וצריך עיון גדול, ווער האט דאס די ברייטע פלייצעס לקבל על עצמו זו האחריות, ולא עוד אלא - שלהפוך הענין ולומר שדוקא זוהי יראת שמים טהורה וכו'.
... ט) בנקודה העיקרית דמכתבו, הנה תמה אני עליו ביותר וביותר, כי אנו אין לנו אלא הוראת הבעש"ט ותלמידיו, אשר ברור שמע ומסר אח"כ, בעליית נשמתו בראש השנה אשר ביאת המשיח היינו גאולת השכינה וגאולת בני ישראל תלויות בהפצת המעינות (תורת החסידות) חוצה (מבואר בארוכה ובהסברה ענין זה - בשיחת שמחת תורה תר"ץ של כ"ק אדמו"ר מוהריי"ץ, יעו"ש). והוא מוכרח ג"כ ע"פ מ"ש הרח"ו בהקדמתו לשער ההקדמות, איך שמעכבים את הגאולה ע"י העדר לימוד פנימיות התורה כו' וכו' ואיך אפשר לומר [...] מי שיש לו השפעה - ע"י השגחה העליונה - על כמה אלפים מישראל ולע"ע לא נשמע ממנו שום הוראה לכל אלו שילמדו פנימיות התורה אילנא דחיי, ובה בשעה שבהנוגע לשאר ענינים - חוזר כופל ומשלש אף שמגדר ספק וס"ס עכ"פ לא יצאו, ודוקא בדבר גדול זה שאמר מלכא משיחא, ואמר זה להבעש"ט בעליית נשמתו בהיכל המשיח ובדברים ברורים שאין כל מקום לספק, אין כל מלה בפיו, אף שנעלה מכל ספק וס"ס, שאם הי' מרעיש עולם אפילו חלק עשירי ומאה ממה שהרעישו באה"ק ת"ו בהנוגע להצבעה, הי' באותו יום ממש אלפים מישראל ואולי רבבות מישראל מתחילים לימוד פנימיות התורה, ובמילא מקרבים קץ הגאולה בדרך סלולה וברורה .
במחילת כת"ר על כל האמור לעיל, אבל על כאו"א מאתנו אמור מדבר שקר תרחק, ובכגון דא - שתיקה כהודאה לדבר שקר דמי. ומוכרח לאמר את האמת הגלוי וברור מבלי להתחשב כו'.
י) דא"ג במ"ש, וכהנ"ל, אודות כל אלו הסוגים שאין צריכה להיות שייכות עמהם, אין להגן עליהם כו', הנה תוה, כי הרי בהזהר שציינתי במכתבי הקודם בהנוגע להנהגת משה רעיא מהימנא שהיא כדבעי, משא"כ אפילו הנהגת אברהם אבינו וכמבואר שם, הנה הדברים אמורים בהנוגע לעושי העגל, אשר ידוע סיפור רז"ל על הכתוב ויקומו לצחק שהיו אז כל שלש עבירות ג"ע ע"ז ש"ד, וידוע מרז"ל שהי' זה כשהמלך במסבו, ובכ"ז אם לא הי' אומר ח"ו משה רע"מ ואם אין מחני נא וכו' אזי וכו'.
יא) במ"ש אודות התיבה, חשמל - שלא להשתמש בה וכו'. הנ צע"ג היסוד על זה.
ומה שמצינו לגמרא חגיגה (ועיין ג"כ בפירוש רש"י יחזקאל א, כז) הרי שם מדבר בהנוגע לענין לא בהנוגע להתיבה ובפרט ע"פ המבואר בכ"מ בע"ח ובכלל בספרי הקבלה שזהו שייך לקליפת נוגה, עיין בע"ח שער החשמל ובמאמר כ"ק אדמו"ר הצמח צדק נדפס בהוספה לתורה אור - הוצאת קה"ת.
