Greetings and blessings,

I have duly received your letter of 4 Menachem Av, as well as issues 20 and 21 of the Machanayim* magazine. Obviously, it is very regrettable that the study days (for IDF soldiers) could not be organized, for despite the reasons you give me, there was no cause to cancel them.

May Hashem grant that this arouse a greater thirst to seize every opportunity that presents itself in this area in the future. And may He grant you the ability to give me good news of all this.

I saw, in what I was reading (in the Machanayim* issues), the inquiry on the matter of covering one's head. It is very surprising and even painful that no one cites the opinion of the Tzemach Tzedek* on this subject. After a relatively lengthy analysis, he rules the Halachah*, at the beginning of Orach Chaim* and in the addenda of the Tzemach Tzedek* Responsa, published by Kehot editions, Gate of Addenda, chapter 1.

If there is still time, one of the Chassidim* who is competent to do so from every standpoint will compose a response to this inquiry, in which he will cite this halachic ruling.

You surely possess the English-language brochure that we published on this subject some time ago. Its content can also be cited.

This halachic ruling also contains a question regarding the formulation of the Alter Rebbe* in his Shulchan Aruch*, chapter 46, paragraph 2. The Tzemach Tzedek* could surely have answered this question, since he discusses the content of this chapter 46 and what the Alter Rebbe* says surely did not escape him. But for the time being, we have not had the merit of finding his complete remarks on this Halachah*.

A compilation of all the opinions expressed regarding going bareheaded can be found in the Meassef LeChol HaMachanos*, chapters 2 and 3, section 21.
