To the young man, distinguished Chassid* who fears Hashem
and devotes himself to communal needs,

Greetings and blessings,
I am responding to your letter of 25 Tammuz. It is quite evident that you (the members of Peilim*, the "action group of the Torah camp") must redouble your ardor in your work, expand sacred education without being preoccupied by the obstacles set up by those who oppose you. It would be good to apply what I mentioned in my previous letters — that is, not to disperse your energies by taking on what is not your primary and essential mission.
May Hashem grant you success, that you magnify the Torah* with a pure fear of Hashem. Thus you will be able to study it, fulfilling the terms of the promise that "for one who merits it, it is an elixir* of life."
Regarding the housings (of the Tefillin*), whose dimensions must be two finger-breadths by two finger-breadths, you should consult the Shiurei Torah* of Rav Naeh*. These dimensions indeed correspond to our custom, and the Tanya* also makes mention of this in Iggeres HaKodesh*, chapter 10, page 115a.
Regarding the study that one sets on a Yahrzeit* (anniversary of passing) when it falls on Tisha B'Av* (the date on which it is forbidden to study Torah*), here is how one should practice: Until midday, the Mishnah* study following the prayers should deal with the chapters that one knows from Tractates Taanis* and Moed Katan*. In the second half of the day, however, one should proceed as for all other fixed studies — meaning that one who studies them throughout the year may do so on Tisha B'Av* as well. You should consult the Hayom Yom* at this date.
As for visiting the cemetery on Tisha B'Av*, this practice is indeed cited in the books, but I never saw my father-in-law, the Rebbe*, do so. One of the reasons may be the impossibility, on that day, of immersing beforehand in the Mikvah*. I found such an explanation in the Nimukei Orach Chaim* of the Rebbe of Munkatch*, in chapter 559. He also says that some go there but remain outside its enclosure. However, I did not see my father-in-law, the Rebbe*, practice in this manner either.
One can also explain this custom on the basis of what is stated in various texts — namely, the assertion that the sight and observation of a cemetery creates a connection (as though one had entered it), and this is done without having gone to the Mikvah*.

במענה על מכתבו מכ"ה תמוז... מובן ופשוט שעליהם להוסיף אומץ בעבודתם הרחבת חינוך הקדוש מבלי התחשב עם הפרעות ומנגדים, ומה טוב בהתחשב עם הנקודות שבמכתבי הקודמים היינו שלא לפזר הכחות בענינים שהם לא מתפקידם הראשון והעיקרי, ויה"ר אשר חפץ ה' בידם יצליח להגדיל תורה ביר"ש טהורה שאז לימודה באופן דזכה נעשה סם חיים.
במ"ש אודות הבתים דאצבעים על אצבעים, יעוין בזה בספר שיעורי תורה להרב נאה ז"ל, וידוע אשר מנהגנו הוא בשיעור זה ונזכר ג"כ בתניא באגה"ק סי' יו"ד (קטו, א).
בהנוגע ללימודי יארצייט בתשעה באב, הנה עד חצות היום הרי לימוד משניות דאחרי התפלה הוא בפרקי דתענית ומו"ק הידועים, ולאחר חצות היום הרי נוהגים בזה כמו בשאר השיעורים היינו שהעוסק בזה בכל ימות השנה שומר עליהם גם בת"ב, עיין בהיום יום ליום זה.
בענין הליכה לבית הקברות הרי אף שנזכרה בספרי הוראה לא ראיתי את כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע נוהג כן, אפשר אחד מהטעמים כיון שאי אפשר לטבול ביום זה מקודם לזה במקוה, ועד"ז מצאתי בנימוקי או"ח תקנ"ט להרה"צ ממונקאטש. ומ"ש שם שיש הולכים מבחוץ, גם באופן זה לא ראיתי נוהג כ"ק מו"ח אדמו"ר, ויש לבאר גם זה ע"פ מ"ש בכ"מ שגם ע"י ההבטה וראי' בבית החיים נעשה איזה קישור ובמילא גם זה יש לקשר עם העדר הטבילה הנ"ל...
