1) One can indeed answer this question by consulting Tractate Avos*, chapter 6, Mishnah* 3 (see note below regarding David and Achitofel*).
2) Such is indeed the plain meaning of this Talmudic passage, according to the version that is retained.
This is not the case, however, for the version of the Ein Yaakov* and for one of those found in Tractate Makkos* 11a. One must conclude that Rashi* does not accept these versions, on account of the teaching of our Sages in Tractate Avos*, previously cited.
(Note 1: This responds to the question posed by Rashi* on Tractate Sukkah* 53a: "David did not teach the Halachah* in the presence of Achitofel*, his master." Why does Rashi* extract this verse from its plain meaning by saying that David knew the answer to this question, but did not wish to teach the Halachah*?)

מוכרח: מענה על שאלה בפרש"י סוכה (נג, סע"א) "דוד לא הי' מורה הלכה בפני רבו אחיתופל והוא הי' שם" - מה הכריח את רש"י לפרש שדוד ידע ולא רצה להורות ולהוציא מפשוטו.
