Blessings and greetings,

I received your letter of 15 Tammuz*, which followed a long interruption, in which you describe the state of education in your city. You began visiting the schools, then you were prevented from doing so. You sent letters to the various authorities to obtain permission to carry out these visits. But your letters had no effect.

The education of the young generation is of fundamental importance, and our Sages* say that "if there are no kids, there will be no goats." All of this is therefore far from sufficient. Even if you are permitted to visit the schools and administer examinations to the students, it is clear that you will not be able to exercise any real influence (since this is not sustained action). The fear of Hashem of these students and their observance of mitzvos* — which is the purpose of education — will therefore not be changed.

There are surely in your city people who desire to ensure a good education for their children. Likewise, in the Holy Land there are various parties that, for different reasons, are also interested in this field. Now, the religious parties surely have members in your city. How is it, then, that during all this time it was not possible to establish supplementary classes for the children, at the synagogue or at any other suitable location?

In this way, you will teach the laws that one needs to know on a daily basis (see letter no. 3515 on this subject) and the fear of Hashem in general. Such a beginning, even on a limited scale, will enable you subsequently to gather other children whom you do not yet know. You know the saying of my father-in-law, the Rebbe*, whose merit protects us: "When one raises a torch in the darkness of the night, all gather around it" (see letter no. 1241 on this subject).

Great expenses will not result from all of this, at least initially, for one can find donors among the residents of the city, and people carrying out a sacred mission who will devote themselves to this activity — at least until it expands.

The situation of your city is comparable to that which exists in many other places in the Holy Land. You can therefore consult with the people concerned and seek a solution. It is said that "salvation comes from many counselors," and you know that "one action is preferable to a thousand complaints."

לאחרי הפסק הארוך נתקבל מכתב מט"ו תמוז, בו כותב בהנוגע לחינוך במחנו הט', אשר התחיל לבקר בבתי הספר אשר שם ואחר כך מנעו אותו מזה, וכתב מכתב למשרדים שונים שירשו אותו לבקש בבתי הספר, והמכתבים לא הביאו פרי.

והנה מובן אשר בענין חיוני כמו ענין חינוך הדור הצעיר, אשר כמרז"ל אם אין גדיים אין תישים, אין הנ"ל מספיק כלל וכלל, והרי אפילו נניח שירשו לו לבקר בבתי הספר ואפילו גם לבחון התלמידים פשוט שלא תהי' אימתו בהשפעה בבית הספר כלל וכלל, ובמילא אין זה נוגע להיראת שמים וקיום המדות של התלמידים-ות שסו"ס זהו תכלית החינוך.

והנה בודאי אשר במחנו הט' נמצאים אנשים שחפצים בחינוך מתאים לילידיהם, כן ישנם כמה מפלגות באה"ק ת"ו שמפני טעמים שונים מעונינים הם בזה, ובודאי גם למפלגות אלו הדתיות יש חברים במחנו הנ"ל, ולכן אינו מובן כלל מפני מה במשך כל הזמן אי אפשר הי' לארגן שעות נוספות או שיעורים להילדים בבית הכנסת או במקום מתאים אחר, בם ילמדו אותם הלכות הצריכות לדעתם בחיי היום יומים ועניני יראת שמים בכלל וכיו"ב. ולכשתהי' התחלה אפילו בממדים קטנים בודאי יתוספו עוד ילידם וילדות שלעת עתה אין יודעים אודותם, וכידוע פתגם כ"ק מו"ח אדמו"ר זצוקללה"ה, נבג"מ זי"ע, כשמעמידים פנס בחשכת הלילה מתקבצים סביבו. ואין הדבר קשור בהוצאות עכ"פ בתקופה הראשונה כיון שיש למצוא מתנדבים מבין התושבים ומבין המשרתים בקדש להתעסק בזה עכ"פ עד שיתרחב הדבר, והרי המצב שבמחנו הוא בדומה בכמה מקומות באה"ק ת"ו ויכול הוא להתייעץ עם אנשים המתאימים שבשאר המקומות ולטכס עצה, וכבר נאמר ותשועה רוב יועץ, וכידוע אשר טובה פעולה אחת מאלף אנחות.
