and devotes himself to communal needs,

Blessings and greetings,
You raise the matter of the risk (of possible impurity) presented by the dwellings of non-Jews. My time does not permit me to analyze and discuss this concept.
Nevertheless, it is known that in practice, the conduct of the Kohanim* (who must preserve themselves from all impurity) in the Holy Land, as well as the journeys they undertake outside of it, demonstrate that such a risk need not be taken into account.
Among these Kohanim*, there are also great figures of the Jewish people who teach Torah* publicly.
