and devotes himself to communal needs,
Rav* Yitzchak HaCohen (Rav I. Huberman; see letter no. 2629 regarding him),
Blessings and greetings,
I thank you for your letter of 14 Tammuz*, in which you describe the Chassidic farbrengen* that took place. You tell me, above all, that good resolutions were adopted for the entire year and that they will need to be put into practice.
May Hashem grant that the enthusiasm and also the joy be prolonged throughout the entire year. As you know, an alternate reading of the statement "When Av begins, one diminishes one's joy" affirms: "One diminishes the unfortunate aspect of Av through joy."
Indeed, the injunction "Serve Hashem with joy" applies throughout the entire year, as the Rambam* also specifies at the end of the laws of Lulav*.

ת"ח על מכתבו מי"ד תמוז, בו כותב ע"ד אופן ההתועדות, ובעיקר שהתעוררו בהחלטות לפועל ממש לימי השנה להתחיל לקיימם ויה"ר שתומשך ההתועררוות ובמילא גם בשמחה על כל השנה כולה, והידוע הפירוש משנכנס אב ממעטין בשמחה, אשר מעטים הענינם בלתי נעימים ע"י שמחה, כי הרי בציווי עבדו את ה' בשמחה קאי על כל השנה כולה, וכמובא ג"כ ברמב"ם סוף הלכות לולב...
