To the participants in the annual meeting of the Union of Rabbanim*,

may Hashem grant you long life,

Extensive greetings and blessings,

You have informed me that you are holding your annual meeting, and in response I hereby express my wishes that it be devoted to the Name of Hashem. Thus, success will be assured — meaning that the spirit of the meeting will lead to concrete actions throughout the year, on the part of all the participants, for themselves and, first and foremost, for the community they lead and for every place where they exert their influence.

It is unnecessary to recall the responsibility incumbent upon every Rav*. It is equally superfluous to emphasize the sacred obligation resting specifically upon every member of the Union of Rabbanim*. Most of them were born in the United States, which gives them the ability to exert their influence directly upon their community and their flock. The duty and the merit of attending to the spiritual needs of all these people therefore falls upon them even more clearly.

It is said: "Happy is he who understands the poor" and "your poor (meaning the poor of your city) take priority." Yet "there is no poor person except one who lacks knowledge of Torah*." And the Zohar* emphasizes that the word Torah* is of the same etymology as Hora'ah* — instruction. Indeed, it delivers instruction for daily life, enabling it to conform to the Torah* of life — in action, in speech, and even in thought.

As you know, every element that is not as it should be in Jewish life in the United States originates in a lack of knowledge. Indeed, an incredible ignorance has become entrenched in life. If one seeks the cause of this terrible ignorance, one must admit that it is partly attributable to the time the Rav* and spiritual leader of the community devotes to various celebrations — often transient and numerous — such as participation in family events, in all sorts of festivities in the neighborhood and in society, as well as in other activities that do not have a religious character (and which distance him from what should be his true function).

As a result of all this, the Rav*, whether he wishes it or not, departs from the essential of his function — namely, leading his flock on the path toward the house of Hashem, by disseminating Torah* study, by strengthening Jewish values and propagating them. Instead of devoting his time, his strength, and his zeal to his teaching in the most literal sense, he limits his rabbinical functions to delivering fine speeches. Gradually, he no longer even seeks to deliver a lesson through these speeches but strives solely to please those who listen to them.

Thus the Rav* transforms into a fine orator, charged with entertaining his community for half an hour every Shabbos* and every festival day. Likewise, he becomes an efficient social worker within that same community.

It is therefore necessary to change such a troubling situation. However, such a change — from one extreme to the other — in society cannot occur overnight. In my view, the best solution is therefore the following: one of the principal missions of a Rav* in the United States — particularly a young Rav* beginning his career in a new community, in a new area — must consist of seeking, among the members of that community, influential persons motivated by Jewish values. He will make them his assistants in what is his essential mission — namely, the strengthening of Yiddishkeit* and its propagation among all circles of the community, in daily life. This means transforming religious heads of families into communal leaders who disseminate the values of the Torah*.

The Jews of the United States are particularly suited to accomplishing all of this. For those who reside in this country are distinguished, for the most part, by their enthusiasm, by their personal initiative, and by their desire to lead a more or less wide circle. If this is so for matters of lesser importance, how much more must it be the case in the religious domain. Indeed, the heart of every Jewish man and every Jewish woman is awake for the Holy One, blessed be He, for His Torah* and for His mitzvos* — even when it sleeps in exile*, in accordance with the well-known statement of our Sages*.

Another point is also characteristic of this country: one is mired in materialism and coarseness. It is inevitable that this affects one's relationship with faith, Torah*, and mitzvos*, which themselves become "coarse" — devoid of spirituality.

I do not wish to say more, for this is painful and distressing. Whoever reflects upon religious life in this country will agree that this is indeed so. A broader explanation is therefore unnecessary. Consequently, it is indispensable — here far more than on the other side of the ocean — that everyone study Torah* every day, in order to introduce spirituality into his existence, to transform it and elevate it. In the expression of the Alter Rebbe*, author of the Tanya* and the Shulchan Aruch* (see letters no. 2281 and 2720), it is necessary to transform matter into spirituality. For this, one must study Ethics and Chassidus*.

The Rav* has the mission of teaching not only through his words but also and especially through his conduct, by serving as an example to the members of his community. He must therefore establish such a study, not only in time but also in his soul.

I hope and am sure that the participants in this meeting have already, for the most part, established such a study. Nevertheless, each of them is, in himself, an entire world. Such a resolution is therefore important even if it concerns only a single person. Moreover, it will be made in public, by the public — without making it a vow, and certainly not one emanating from all those present (since that cannot be annulled). In this way, it will be firmer and will have a longer-lasting effect, as can be verified in practice.

It is quite clear that opinions differ. There is therefore no need to assign to this study a particular book or method of study. However, one can decide the minimum time that must be devoted to it. Perhaps it is also possible to propose a list of books from which one may choose, according to one's character and according to what one must observe more scrupulously.

Since we are discussing this subject, a fact has surprised me for several years already. The Halachah* ruled in the Shulchan Aruch* is concretely applicable. Even when a discussion is recorded there, certain principles enable one to determine the conclusion to be adopted and actually put into practice. There is, however, an exception to this principle in certain communities, including among those that observe mitzvos* most scrupulously.

There is indeed a ruled Halachah*, which no one disputes, according to which everyone, before prayer, is obligated to meditate upon "the greatness of Hashem and the smallness of man, by means of which man removes from his heart all pleasures" — in the words of the Shulchan Aruch* Orach Chaim*, chapter 98, end of paragraph 1, according to the Mishnah* cited at that reference.

Now, it is necessary to pray twice a day (at Shacharis* and at Minchah*). In our day, moreover, a third prayer has been added — that of Maariv*. It follows that this Halachah* applies three times every day and is binding upon everyone who is obligated to pray.

Until when will the Rabbanim*, teachers, professors, and Roshei Yeshivah* remain silent, and why do they not publicize this Halachah*, which is so little observed — even among those who know it?

I conclude my letter by expressing warm wishes that the Will of Hashem be fulfilled through your instrumentality.

The Tetragrammaton* — Havayah — bears testimony that Hashem is present in every creature. It emphasizes that "He was, He is, and He will be," as the Zohar* underscores (vol. 3, p. 257b), in every place and at all times, for everything that is divine is eternal.

In this case, the Will of Hashem is that Jewish communities be strengthened in the United States.

Due to our many transgressions, in this dark period of the exile* which grows ever heavier — such that "there is not a day (that does not receive a curse greater than that of the previous day)" — this community constitutes the numerical and structural majority of our nation. One must therefore not say to oneself that one will receive moral support from another country. On the contrary, it falls upon the Jews of the United States to think of those who must be encouraged in the domain of Torah* and mitzvos*, of their application in the spirit of the Tradition of Israel. For the present, these Jews receive, first and foremost, the responsibility and the merit of disseminating the Torah* of truth, with fear of Hashem, of strengthening the foundations of the house of Israel, without compromise.

In this way, Hashem will take pity on the remnant of His people and will fulfill His promise — the one awaited by all who have faith in the Torah* and in Moshe Rabbeinu*.

Then will come a man (Moshiach*, according to the definition given by the Rambam*), versed in the Torah* and practicing the mitzvos*. He will lead all of Israel to practice it and to strengthen it. He will gather the exiles of Israel and will bring us out of our exile*, in the true and complete redemption*.

שלום רב וברכה!

במענה על הודעתם אודות כינוסם השנתי, אביעה בזה איחולי שיהי' כינוסם כינוס לשם שמים, אשר אז מובטחים שיהי' בהצלחה, היינו שההתעוררות דימי הכינוס תביא לידי פעולות ממשיות משך כל השנה כולה, פעולות מצד כל אחד מהמשתתפים - הן בהנוגע לעצמו והן, והוא העיקר, בהנוגע לקהלתו בה מכהן ובכל מקום שהשפעתו מגעת.

למותר לעורר על האחריות המוטלת על שכמו של כל רב, ובטח גם למותר לעורר על החוב הקדוש המוטל על כל אחד מאיגוד הרבנים בפרט, שכן רובם ככולם ילידי ארצות-הברית הם, שזה מאפשר להם להשפיע באופן ישיר על בני קהילתם וצאן מרעיתם, אשר הדאגה לפרנסתם וצרכיהם הרוחניים מחובתם וזכותם ביתר שאת וביתר עז. ואשרי משכיל אל דל, וענייך קודמים, ואין עני אלא בדעת תורה, שפירושה (על פי הזהר) תורה מל' הוראה, הוראה בחיים היום-יומיים - שיהיו על פי תורת חיים, במעשה ובדבור ואפילו במחשבה.

כידוע, הסבה העקרית לכל דבר בלתי מתוקן בחיי היהודים באה"ב, הנה שרשה בחסרון הידיעה, וכפשוטו - עם הארצות המבהילה שהשתלטה בחיים; וכשמתחקים לסיבת העם-הארצות הנוראה הזאת, מוכרחים להסיק שהרבה מן הגורם לזה הוא - טרדתו של הרב ומשפיע רוחני בקהלתו בכמה ענינים, ומהם ענינים עוברים ושוטפים, כגון השתתפות במאורעות משפחתיים או בחגיגות שונות ומשונות בהסביבה והחברה, ועוד ענינים כמו אלה שאין להם שייכות לענינים דתיים; וכתוצאה מזה, הנה ברצון או באונס מזניח הוא עיקר תפקידו, שהוא לנהל צאן מרעיתו במסילה העולה בית א-ל ע"י הרבצת לימוד התורה והחזקת היהדות והפצתה. ותחת להקדיש עתותיו כחו ומרצו להיות מורה הוראה כפשוטו וכמשמעו, הנה כל עיקר הרבנות נצטמצמה להיות נאה דורש, ובמשך הזמן - לא בשביל המוסר השכל שבדרשה, אלא כדי שלהשומע יונעם, וכן נעשה הרב לדרשן שחובתו לתת "גוט טיים" לבני עדתו לחצי שעה בשבת ומועד וביחד עם זה להיות "סאושל ווארקער" מוצלח בקהלתו.

ובהתבונן אשר מוכרח שינוי עקרי במצב המדאיב הזה, ולאידך גיסא - אין שינוי בחברה מן הקצה אל הקצה חל בין לילה, הנה לדעתי העצה היעוצה היא, אשר אחד מהתפקידים הראשיים של רב באה"ב, ובפרט של רב צעיר המתחיל פעולתו בקהלה וסביבה חדשה, יהי' לחפש בתוך אנשי קהלתו אנשים בעלי כח השפעה ואשר היהדות קרובה ללבם, ולעשותם מעין "עוזרים" להרב במילוי תפקידיו העקריים, היינו החזקת הדת והפצתה בכל חוגי הקהלה בחיים היום-יומיים; זאת אומרת, לחנך בעלי-בתים דתיים לעסקנים בהפצת הדתיות בקהלה. ומסוגלים יהודי ארה"ב ביחוד לזה, כי אחת מתכונות תושבי מדינה זו ברובם המכריע היא - המרץ והפעילות האינדיווידואלית והשאיפה להיות מנהיג בחוג פחות או יותר רחב. ואם בענינים טפלים כן, הרי על אחת כמה וכמה בעניני דת, שלב כל אחד ואחת מישראל ער הוא להקב"ה ולתורתו ומצוותי', אף כשישנה בגלותא - כמאמר רז"ל הידוע.

עוד נקודה אופניינית במדינה זו היא - הגשמיות והחומריות שהחיים בכלל שקועים בהן, שמן הנמנע שלא ישפיע על היחס אל דת תורה ומצותי', שנעשו "מגושמים" ביותר. ואין רצוני להאריך בדבר המכאיב ומצער, ובודאי כל אחד ואחד המתבונן בצורת החיים הדתיים במדינה זו מכיר בזה, ואין נצרך לביאור נוסף. אשר על כן מוכרח הדבר, במדינה זו עוד במדה גדולה יותר מאשר בעבר לים, אשר כל אחד ואחד יהי' לו שיעור קבוע בכל יום בלימוד המחדיר רוחניות בחיים היום-יומיים ומברר ומזכך אותם, וכל' רבינו הזקן בעל התניא והשו"ע - מאכן פון גשמיות רוחניות, שזה בא על ידי לימוד בתורת המוסר והחסידות. וכיון שתפקידו של רב להיות מורה הוראה לא רק בדבור אלא, ובעיקר - בהנהגת עצמו לשמש דוגמא להבעלי-בתים, הרי על הרבנים לקבוע שיעור זה ולא רק קביעות בזמן אלא גם קביעות בנפש. ואף שתקותי ובטחוני אשר רובא דרובא של המשתתפים בכינוס זה גם בלאו הכי יש להם שיעור כהנ"ל, הרי גם בשביל נפש אחת מהמשתתפים, שהוא עולם מלא, כדאית החלטה זו,

והעיקר - שהחלטה המתקבלת ברבים ע"י רבים (אף שהוא בל"נ, ולא נדר על דעת רבים) יש לה קיום יותר ולאורך זמן יותר. וכנראה במוחש.

מובן מעצמו שלא כל הדיעות שוות, ובמילא אין מקום לקבוע את הספר או השיטה בה ילמדו לימוד הנ"ל, אבל כן יש לקבוע המינימום של הזמן להקדיש לזה. ואולי גם להציע שורת ספרים, והבוחר יבחר מתאים לתכונת נפשו ובאותם הענינים שצריך הוא להיות בהם זהיר טפי.

ומידי דאתינא להכי:

פליאה בעיני זה כמה שנים - שהרי כל האמור בשו"ע הלכה פסוקה היא למעשה בפועל . ואפילו דבר השנוי בשו"ע במחלוקת - הרי ישנם כללים הלכה כדברי מי ועושים ומקיימים דבריו. ויוצא מן הכלל, בחוגים מסויימים מבני ישראל ואפילו בין אלו המדקדקים במצות - דין המפורש ומבלי כל חולק בזה, אשר קודם התפלה מחוייב כל אחד לחשוב "מרוממות הא-ל יתעלה ובשפלות האדם ויסיר כל תענוגי האדם מלבו" (שו"ע או"ח סי' צ"ח, סוף סעיף א'. ומיוסד על דבר משנה, וכמצויין שם). וכיון שחיוב התפלה הוא פעמים ביום, והאידנא קבעוה חובה גם פעם השלישית - תפלת ערבית, הרי גם דין הנ"ל חיובו הוא לכה"פ שלוש פעמים בכל יום, ומחויב בזה כל אחד ואחד המחויב בתפלה.

ועד מתי ולמה מחשים הרבנים, מורי הוראה, הר"מ ור"י מלהודיע על הלכה זו, הלכה שכל כך נתמעטו המקיימים אותה ואפילו אלו היודעים אודותה?

הוי', שם המעיד - דאיהו בתוך כל הוי', והי' הוה ויהי' (זהר ח"ג רנ"ז סוף ע"ב), היינו - בכל מקום ובכל זמן, שנצחיים הם חפצי שמים,

לחזק קהלות ישראל אשר בארצות הברית,

שבעוונותינו הרבים הנה, בזמננו דחשך הגלות ההולך וכבד ואין לך יום שאין כו', נשארו הם רוב מנין ורוב בנין של כללות אומתנו, ואין להם להשען לקבל חיזוק רוחני ממדינה אחרת, כי אדרבה כל אלו זקוקות לעידוד בעניני התורה ומצוותי' וקיומם ברוח ישראל סבא - לבנ"י דאה"ב, ולעת עתה הנה עליהם האחריות והזכות לראש וראשונה - להרביץ תורת אמת ביראת שמים, ולחזק בדק בית ישראל מבלי פשרות,

עדי ירחם הוי' את שארית עמו ויקויים היעוד, שכל המאמינים בתורה ובמשה רבנו מחכים עליו,

שיעמוד איש הוגה בתורה ועוסק במצות, ויכוף כל ישראל לילך בה ולחזק בדקה, והוא יקבץ נדחי ישראל ויוציאנו מגלותנו - בגאולה האמיתית והשלימה.
