To the directors of the vocational schools in the Holy Land,

May Hashem grant you long life,

Greetings and blessings,

Several of the students in the vocational schools are thirteen or fourteen years old, and they are therefore too young to content themselves with a few hours of sacred studies per day, devoting all the others to secular studies. Certainly, the Sephardim* are not accustomed to intensive Torah* study, and perhaps there are even threats to send the children to other schools — from the parents, if sacred studies that are too extensive are imposed. Despite this, an effort with the students remains necessary, even if they are already enrolled in the vocational school. They can, indeed, interrupt their studies for some time and go to Lod* or Tel Aviv*, in order to complete their Torah* knowledge.

Concerning the buildings in Tiberias* (see letters no. 3471 and 3472) and the idea of opening a Yeshivah* there, it seems that the problem is complex from every point of view — because of the owners of the land, those of the buildings. Added to this, in particular, is the difficulty of the distance. One should therefore reopen this file from the beginning and ask whether the troubles and efforts required are justified for a result that is doubtful in various respects.

Instead of all this, it is preferable to invest one's energy in recruiting new students for the buildings in the Kfar* that are being vacated by those moving to the new settlement (see letter no. 3498). This will answer several questions at once. Furthermore, supervision and meals will be considerably simplified. One can imagine that it will also be easier to obtain help from the various administrations, since the Kfar* is already subsidized for similar institutions. Moreover, several people view with particular interest everything that concerns the Kfar*.

... ברשימת תלמידי בי"ס למלאכה נמצאו כמה ששנותיהם הם י"ג י"ד, אשר לכאורה זהו גיל צעיר-מדי להסתפק בלימודי קדש איזה שעות ביום, ושאר השעות ללימודי חול.

ואף שהספרדים לא הורגלו בכגון דא, ואפשר ג"כ מאיימים שבלא"ה יצוו את בניהם להכנס למוסד אחר, הנה גם בזה, כנ"ל, נחוצה תעמולה מיוחדת בתוככי התלמידים, ואפילו לאחר שנכנסו לבי"ס למלאכה, שבאמצע הלימודים יפסיקו וילמדו משך זמן אם בלוד, תל אביב וכיו"ב, בכדי למלאות החסר אצלם בידיעת התורה...

אודות הבנינים בטבריא והסברא לפתיחת ישיבה שם, כנראה זהו ענין מסובך מכל הצדדים, מצד בעלי הקרקע, בעלי הבנינים וכו'. וכין שנוסף על זה הקישוי דריחוק מקום ועוד ועוד, אפשר יש לדון על כל הדבר מתחלתו - אם כדי פיזור הנפש וכל ההשתדלות בשביל ענין מסופק מכל הדצדים ותמורת זה ה'י נכון יותר להשקיע המרץ בהסתדרות תלמידים נוספים בבניני הכפר המתפנים מאותם שמעתיקים לכפר החדש, שבזה יפתרו כמה שאלות בבת אחת, ונוסף ע"ז הנה ההשגחה ואכו"ש יוקלו באין ערוך. ויש מקום לאמר שאפילו בנוגע לקבלת עזר בכפר זה עצמו מסודות דומים. ולכמה אנשים ישנו יחס מיוחד להענינים הנמצאים בכפר.
