To the members of the committee of Kfar Chabad*, may Hashem grant you long life,

Greetings and blessings,

A) I am responding to your letter written at the conclusion of the last Shabbos*, in which you tell me that you have transmitted the complete list of those settling (in the new buildings of Kfar Chabad*, after having been housed until now in structures dating from the era when the Kfar was still an Arab village) on the occasion of the second phase (of this settlement). May Hashem grant that this be at a good and fruitful moment and that everything be realized as soon as possible.

Indeed, the confusion and the dreadful slowness of the concrete implementation have been very damaging until now. You know the saying of the Sage, cited in a letter of my father-in-law, the Rebbe*, that "the past indicates what the future should be."

Obviously, this applies to the buildings of the second phase and also to all the other points concerning the Kfar that have accumulated a considerable delay. I was particularly pleased to see that you have added spaces for artisans, even though there are only eight, which is hardly sufficient. If it is possible to increase this number, you will do so to the full extent possible.

B) You are considering that new occupants, who would not be chosen by the Kfar council, settle in the houses that are being vacated (see letters no. 3556 and 3700). I am surprised that you could formulate such a proposal. This is, indeed, a good way to lose control of the entire Kfar, old and new.

This is not so only during a transitional phase. An exception is made and a new procedure is then introduced. One must therefore be vigilant. It falls to you to select the new people who settle. Obviously, this should not escalate to a confrontation. You must immediately prepare a comprehensive list for all the vacated apartments. You will present it and explain who the immigrants are for whom you are opting, for they adhere to the (Chassidic) spirit and must be housed.

You may, on this occasion, highlight the point just mentioned — namely, the inconceivable nature of an outside intervention in the spiritual life of the Kfar. It will not even be necessary to speak harshly. I am certain that, for the time being, there is no thought of settling in the Kfar people who should not be there.

Nevertheless, it is impossible for the housing to remain empty. And in fact, it is surprising that you have not already prepared such a list, for the directors of the Chabad* Association and the distinguished Chassid* who fears Hashem, Rav Yisrael Leibov, have surely informed you that many among the immigrants (coming from Morocco) were under the influence of Chabad* and wish to remain so in the Holy Land as well.

It is pointless to complain about the past. However, upon receiving this letter, you will contact the directors of the Chabad* Association and you will draw up a list that exceeds the necessary number. Indeed, some of those being considered could be rejected, for whatever reason, by the various administrations.

In a lighter vein, one may recall the well-known statement that an empty place becomes the locus of contraction and severity. I send you this letter by express mail, and you will surely respond by return post.

C) I am also astonished that you have not even begun the construction of a synagogue and a mikveh*. You explain that you currently possess only approximately half of the required sum. Now, if you run the Kfar in this manner, always waiting until you have the full amount in hand before acting, you can imagine the situation that will result.

Experience has proven that everything that is begun can be brought to completion, even if one does not have the necessary funds from the outset. Summer is the building season in the Holy Land. You will therefore immediately begin to build the synagogue and the mikveh*.

D) I am equally surprised by your question concerning the name of the Kfar. My father-in-law, the Rebbe*, called it Kfar Chabad*, and that is the name I use in all my letters. There is no reason to change it, nor even to add another name to it.

במענה על מכתבם ממוצש"ק העבר, בו כותבים שכבר מסרו רשימה מלאה של המתישבים בשלב שני, הנה יה"ר מהשי"ת שיהי' בשעה טובה ומוצלחת ושיתנהלו הענינים בזריזות, כי הרי בכמה פרטים הפסידו עד עתה על ידי התסבוכת וההמשך המבהיל בהבאת הענינים לידי פועל, וכבר ידוע מאמר החכם - הובא במכתב כ"ק מו"ח אדמו"ר - העבר מלמד להועיל העתיד, ומובן שהו בהנוגע להבנינים דשלב השני, וכן על שאר עניני הכפר ההולכים ונמשכים עידן ועדנים. ביחוד נהניתי ממה שהוסיפו חלקות דבעלי מקצוע, אף ששמונה בלבד אינן מספיקות, ובטח אם תהי' אפשריות להגדיל בזה יעשו ככל הדרוש...

ג) ובהנוגע להסברא שיושיבו בהדירות שיוצאים מהם, דיירים חדשים ולא שועד הכפר יבחר אותם, הנה לפלא גם על הקס"ד בזה, כיון שזהו הכנה קרובה לאבוד הבעלות בכל הכפר הישן וגם החדש. ואין זה ענין רק לשעה, כיון שנעשית פרצה וסדר חדש, ועליהם לעמוד בכל תוקף, שהם צריכים להיות הבוחרים את המתיישבים החדשים, ומובן ג"כ, שאין זה ענין למלחמה, ועליהם תומ"י להכין רשימה מלאה לכל הדירות שיתפנו, וכשיבואו ברשימה מוכנה מבין העולים, ויסבירו שבהם חפצים הם, והם מתאימים לרוחם ונזקקים לדיור כו', יוכלו להבליע בנעימה את הנקודה האמורה לעיל, היינו שאי אפשר יתערבו מבחוץ בהענינים הרוחנים של הכפר ולא יוצרכו אפילו לדבור חריף בזה, כי בטוחני שלע"ע אין הכוונה להושיב בהכפר אנשים בלתי מתאימים, אלא שא"א שיהיו דירות פנויות, ובאמת פליאה שאין מצדם מוכן רשימה כזו, בה בשעה שבטח נודע להם ע"י הנהלת אגו"ח, וע"י הוו"ח אי"א כו' מוה"ר ישראל שי' לייבוב, שכמה מן העולים היו תחת השפעת חב"ד, ורצונם להמשיך בזה גם באה"ק ת"ו. ואין צועקין על העבר, ועכ"פ הנה תיכף בקבלת מכתבי זה יתקשרו עם הנהלת אגו"ח, ויכינו רשימה ובה יותר על המספר הדרוש כיון שעלול שאיזה מהמוצעים על ידם יופסלו מהמשרדים השונים מאיזה טעם שיהי' וכבר ידוע הצחות אשר מקום פנוי וחלל כו' מקור לצמצומים ודינים, ושולח הנני מכתבי זה מהיר, ובודאי גם המענה עליו יתקבל בחוזר...

ו) פליאה בעיני ג"כ מה שלא נגשו לבנות בית הכנסת ולהבדיל מקוה, והתירוץ שישנו לע"ע רק חצי הסכום לפ"ע, הנה אם היו נוקטים בשיטה זו בעניני הכפר לחכות עד שיהי' הסכום המלא, מובן המצב שהי' אז, והרי כבר ראו במוחש כשמתחילים הנה סו"ס גם גומרים, אף שבעת ההתחלה אין בידם הסכום מלא, וכיון שהקיץ הוא עונת הבנין באה"ק ת"ו בודאי יגשו תומ"י לבנין בית הכנסת ולהבדיל בית הטבילה.

ז) בהנוגע לשמו של הכפר, הנה גם בזה פליאה השאלה, כיון שכ"ק מו"ח אדמו"ר קרא לו כפר חב"ד (במילא גם בכל מכתבי קורא הנני רק בשם זה), ואין מקום לשנות או לשם עודף ונוסף על זה...

בברכה לבשו"ט בכל הנ"ל בהקדם הכי אפשרי.
