To the Rav, the distinguished Chassid* who fears Hashem, Rav Avraham Tzvi HaKohen (see letters no. 231 and 3543),
Greetings and blessings,
I am surprised not to have heard from you since your letter of Pesach*. May Hashem grant that this is a good sign — a sign of visible and tangible good. Nevertheless, our holy Torah*, the Torah of life, rules at the beginning of Yoreh De'ah* that one cannot rely on a presumption whenever verification is possible. You will therefore surely confirm that this is indeed the case.
You pose the following question: A child recites a blessing every time he performs a mitzvah*, even though he does so solely on account of the necessity of education. Why, then, is an exception made for Tefillin* (see letter no. 3543)? For according to our custom, recorded in Hayom Yom* under the date of 2 Menachem Av*, one begins to put them on two months before the age of thirteen, and one does so, initially, without a blessing. The teaching of my father-in-law, the Rebbe*, whose merit protects us, on this subject is stated in that text (in Hayom Yom*).
A simple answer can be given to this question. For other mitzvos*, the child who is being educated recites a blessing because his practice is identical to that of an adult — only the required age is lacking. This is not the case, however, with Tefillin*, for one must know where to place them and how to bind them.
And one cannot rely on the child, even after a few days of training. The Kuntres HaTefillah* gives the reason for this, based on the revealed dimension of the Torah*. Indeed, his age prevents him from being conscious of the importance of this practice. This is no longer the case, however, once he has already worn them for several weeks.
All of this will be even clearer, based on the revealed dimension of the Torah* that tends toward its inner teaching, if one specifies that the purpose of Tefillin* is to subjugate the heart and the brain (to Hashem), as the Shulchan Aruch* also states. Now, such an object is spiritual, since it involves revealing understanding, which presupposes intellectual maturity. Education is therefore more difficult to conceive in this regard. This is not the case with other mitzvos*, for which age is merely the condition for being obligated in the practice, and not the practice itself.
May Hashem grant you success and the merit of educating your children so that they fear Hashem and become Chassidim* and scholars.

שלום וברכה!
לפלא שמאז מכתבו מקודם הפסח אין ממנו כלידיעות, ויה"ר שיהי' זה סימן לטובה בטוב הנראה והנגלה. ובכ"ז, ע"פ פסק תוה"ק תורת חיים (יו"ד בתחלתו) שבמקום שיש לברר אין מסתפקים בהחזקה - בטח יכתוב אודות זה בפירוש.
ובמה ששואל שכיון שהקטן מברך על כל המצות שעושה, אף עושה רק מטעם חינוך. א"כ במה נשתנה חינוך דהנחת תפילין שהתחלתו הוא, כפי מנהגינו (מועתק בהיום יום ב' מנ"א) שני חדשים קודם הגיל די"ג שנה, ובתחילתו בלא ברכה. וכמובא שם הוראת כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע.
הנה בפשטות י"ל, כי בשאר המצות שמברך הקטן בעשייתם לשם חינוך, הנה אין חסרון באופן עשיית המצוה כ"א בגדלות מקיים המצוה - משא"כ בהנחת תפילין שצריך לכוון מקום ההנחה וכן הקשירה וכו', ואין לסמוך על הקטן, גם לאחר שילמדו אותו איזה ימים, וכפי המבואר בקונטרס התפלה הטעם עפ"י נגלה - שמפני קטנותו אינו מכיר יוקר גודל הענין, משא"כ לכשילמדוהו בזה איזה שבועות. ויש להמתיק הדבר עוד יותר, עפ"י נגלה, קרוב לפנימיות התורה, כי הרי ענין מצות תפילין הוא לשעבד הלב והמוח, כמועתק גם בשו"ע, ועיקר ענינה ברוחניות הוא, כהמשכת המוחין, היינו עינן הגדלות - ולכן אין שייך בזה כ"כ חינוך. משא"כ בשאר המצות שעינן הגדלות הוא, רק תנאי להתחייב במצוה ולא עצם המצוה. והשי"ת יצליחו ויזכהו עם זוגתו תחי' לגדל את ילדיהם שיחיו שיהי' יר"ש חסידים ולומדים.
