To the Rav, distinguished Chassid* who fears Hashem,
Rav Dovid (Rav D. Bravman; see Letter #3219),
I greet you and bless you,
I respond to your letter from the day of the New Year of the Trees (15 Shevat). I am surprised and astonished that each person asks me individually about settling in Kfar Chabad* (see Letter #3262). And some even take the precaution of formulating their question multiple times.
I have stated clearly that, in my opinion, this is indeed the channel, the vessel, the place of Hashem's blessing and success. My father-in-law, the Rebbe, whose merit protects us, invokes Divine mercy for the Chassidim*, survivors of the country where we previously found ourselves (Russia), who are currently in the Holy Land*, at Kfar Chabad* — in the part that already exists as well as in the part under construction.
Each and every one of you must therefore strive to settle there in the proper manner, without subterfuge, without thereby being indebted to others. And those who, for the time being, must still find all or part of the means of their sustenance in another place in the Holy Land* should seek the means — and even the stratagems — so that ultimately they earn their livelihood in the Kfar.
One can observe that sources of income are multiplying within the Kfar, thanks to the construction work and the new institutions. I have good hope that these will develop further. Moreover, the younger communal leaders among the Chassidim* in the Holy Land* must also consider the possibility of settling in this Kfar. Naturally, this does not apply to those who are tied to other places due to their activity in the domain of Chabad*. Their presence is needed elsewhere, and it is therefore there that they can ensure their own sustenance.
Very soon, those who wish to settle in the Kfar will, without a doubt, be numerous. Naturally, those who participated in its building and development will have priority — not those who stood aside, and certainly not those who were there but preferred to go elsewhere for illusory reasons or with justifications that are none. In truth, these are nothing but attacks of the yetzer hara*, which evidently does everything in its power to divert a person from the service of Hashem and to trouble him. Furthermore, the yetzer hara* also cannot bear that one enjoy material abundance. It therefore strives to undermine and diminish it.
Consequently, those who have, for the time being, left the Kfar and settled in other places must also, in my opinion, find the means to return and devote themselves there to forging the channels and vessels for blessing and success, as I said.
Please disseminate this opinion among the Chassidim*. It is stated that the Torah takes pity on the material possessions of the Jews (in this case, the postage costs of unnecessary letters). It is therefore unnecessary to write to me to ask questions whose answer is entirely evident.
May Hashem grant that the veils and obstacles confronted by each and every one diminish in this domain as well, until they disappear completely. You will observe your spiritual and material well-being in the place where you find yourselves, and you will have no need to go seek it where it does not exist.

במענה על מכתבו מר"ה לאילנות, הרי לפלא ולתמי' שכל אחד בפ"ע שואל לחוות דעתי בהנוגע להתיישבות בכפר חב"ד, וישנם המהדרים ושואלים איזה פעמים.
והרי ברור אמרתי שכפי הנראה לי הרי הצנור והכלי והמקום לברכת השי"ת והצלחתו, אשר כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע מעורר ר"ר להמשכתם לאנ"ש פליטי מדינתינו לפנים הנמצאים עתה באה"ק ת"ו הוא כפר-חב"ד, אם בכפר דעתה או בחלקו ההולך ונבנה. ולכן על כל אחד ואחת מהם להשתדל להתישב שם בקביעות באופן המתאים ומבלי לרמות ולחוב עי"ז לאחרים, ואפילו אלה שמאיזה סיבה נזקקים עתה לפרנסה או לחלק מפרנסתם לעבודה במקום אחר באה"ק ת"ו, עליהם לחפש דרכים וגם תחבולות אשר לאט לאט תסתדר כל פרנסתם בכפר.
ורואים במוחש אשר מתרבים מקור הפרנסה בכפר ע"י הבנינים והמוסדות החדשים.
ותקותי חזקה ובטוחה, שילכו הלוך וגדול בהתפתחותם. ולא זו בלבד אלא שגם הצעירים מהפעילים מבין אנ"ש אשר באה"ק ת"ו בכללותה, יש להם להתבונן ע"ד אפשרות התישבות גם הם בכפר הזה. ומובן שזהו לבד אלו הקשורים למקומות אחרים מפני מקצוע עבודתם בכרם חב"ד שנוכחותם נדרשת במקום אחר ובמילא גם פרנסתם שם.
ובטח יעבור זמן קצר וירבו אלה הרוצים להתישב דוקא בכפר, ומובן שדין קדימה יהי' לאלו שעסקו בבנינו ובהתפתחותו, משא"כ אלו שעמדו מן הצד, ומי יאמר לאלו שכבר היו שם והעתיקו למקום אחר מפני ענינים מדומים וסיבות שאינם במציאות, ושבאמת אין זה אלא הסתת היצר שבחיצוניותו עושה הכל בכדי לבלבל את האדם מעבודת השי"ת ולהפריע בזה ככל יכלתו, ונוסף לזה שעינו רעה גם בטובתם הגשמית אפילו, ובמילא גם בזה משתדל לבלבלה ולמעטה. ומתאים להנ"ל הרי לדעתי, גם אלו שלע"ע העתיקו מהכפר למקומות אחרים, עליהם לחפש דרכים ואופנים לחזור למקומם ולהתעסק בהכנת צינורות וכלים לברכה והצלחה הנ"ל.
ומטובו לפרסם חוות דעתי זו בין אנ"ש והרי חסה התורה על ממונם של ישראל, לכתוב אלי שאלות בענינים שמראש מובן המענה שלי. ויה"ר שיתמעטו אצל כל אחד ואחת ההעלמות וההסתרים גם בענין זה עד שיתבטלו כליל ויראו מקום אשרם הרוחני והגשמי במקום הם נמצאים ולא יחפשו במקומות שאינם...
