To the directors of the Ohalei Yosef Yitzchak Lubavitch network in Eretz Yisrael, may Hashem accord you long life,

Greetings and blessing,

A) I received your two letters of 13 and 15 Sivan and your two letters of 28 Sivan. In the meantime, you must have received mine, which followed the one that you had addressed to me previously and in which figured replies to several questions posed in those letters.

It seems that my telegram concerning Cholon did not reach you. I am very surprised at this. It was sent to the address of Rav Chanzin (Rav Dovid Chanzin, of Petach Tikvah).

B) The organization of accelerated training courses for teachers, during the vacation, is particularly judicious, even if there were no need to fear that one will demand, from the start of the school year, diplomas of each teacher. Doubtless you are occupying yourselves with this with the energy that befits.

It would be good that the teachers having already a diploma participate, at least partially, in these courses, in order to effect a review. And, it is impossible that they should not learn anything new.

Concerning the summer camp, a request in this sense has been received, emanating from the Ohalei Yosef Yitzchak school in Yaffo. And, one proposes to do the same at the Kfar (Kfar Chabad). It is a good proposal and perhaps even a necessity.

C) I do not know what all that costs. Perhaps it is necessary to solicit a specific aid from the corresponding administrations and to make efforts to find the rest of the financing. The network is, in any state of cause, in deficit. And the few Israeli pounds that will be added, on account of these two activities (the camp of Yaffo and that of Kfar Chabad), will not modify this situation profoundly.

The Chassidim will doubtless make efforts to find the necessary means.

D) In consequence, and conformably to my opinion according to which there must exist a general direction for the ensemble of the schools, I reply to the school of Yaffo (see the following letter) that the partial aid that it has solicited will be brought to it by this general direction.

It is fitting to make this sum reach them as soon as possible and to encourage them to organize this camp.

E) The camp will take place at Kfar Chabad, and perhaps it is possible that students of other Ohalei Yosef Yitzchak schools, and not only of Yaffo, also be invited there.

Perhaps, in this way, it will be easier to obtain the aid of the various administrations, for the gathering of all the students in a single place will reduce the expenses. And, the most essential point, the supervision will be better.

F) You propose to create Ohalei Yosef Yitzchak schools in places very far away, like the Negev.

In the current circumstances, I do not see how the general direction will be able to exercise a control on the spot. One can examine such proposals only on the condition of finding, on the spot, persons on whom one can count fully.

G) The proposal according to which all those who can will assure the teaching of a class, in addition to their work for the general direction, is very good, not only because it diminishes the expenses, but also for moral reasons, in particular the necessity for the male teachers and the female teachers to remain close to the direction, by observing that the latter also takes an active part in the action.

H) Quite obviously, one must not transact on the principle according to which the direction will itself choose the teaching corps and not an exterior organ.

It is, indeed, one of the first conditions that had been posed, at the time of the negotiation for the affiliation with the public and religious educational network.

But, here again, one must not come to combat. The experience has made the proof that, by intervening in a friendly manner, one is more efficient and one obtains satisfaction more easily.

I) Even if the 12 and 13 Tammuz fall during the vacation, I hope that you will profit from these days to recount to the students the content of this festival, in a manner that you will determine.

J) It would be good that those who are capable of it meet Mr. Chazar, who played the role of intermediary (with the authorities for the creation of this network), who knows the promises that have been made, as to the nomination of the teachers, and who is an influential man, still at the present hour.

I address you my blessing of success in your sacred mission, in particular for the days of the liberation of my father-in-law, the Rebbe, whose name the Ohalei Yosef Yitzchak network bears. Moreover, it is directed and develops itself according to his spirit.

מאשר הנני קבלת המכתבים מי"ג, ט"ו - ב' מכתבים - וכ"ח - ב' מכתבים - סיון, ובינתים בודאי נתקבל מכתבי מענה על מכתבם הקודם שבהם ג"כ מענה על כמה מהשאלות במכתביהם הנ"ל, וכנראה שהמברק שלי בהנוגע לחולון לא הגיע, ופליאה גדולה ע"ז (נשלח על כתבת הרב חנזין שי').

ב) ההצעה לערוך קורסין מזורזים להכנת מורים ולהשתמש בזה בימי החופש נכונה במאד מאד גם אם לא הי' החשש שלשנה הבאה ידרשו בתוקף מוסמכות מכל מורה ומורה, ובודאי עושים בזה במרץ היותר גדול, ואפשר כדאי שאף אלו שכבר מוסמכים הם ישתתפו עכ"פ בחלק מהקורסין למען לחזור על הישנות ואי אפשר לבית המדרש בלא חידוש. והסברא בנוגע לקייטנא, הנה נתקבלה בקשה זו מביה"ס דאהלי"י ביפו, ומציעים לעשות כזה בכפר, ובכ"א גם זו הצעה נכונה ואפשר גם מוכרחת.

ג) אינני יודע ההוצאות הכרוכות בהנ"ל, ובודאי יש מקום לבקש עזר מיוחד מהמשרדים המתאימים ועל השאר להשתדל למצוא, והרי כבר בלאה"כ יש חסרון ניכר בהרשת, והלירות שיתוספו על שתי הוצאות הנ"ל אינם משנים המצב, ובודאי ישתדלו אנ"ש להמציא אמצעים על זה.

ד) בהמשך לזה ולפי שיטתי שכל עניני בתי הספר צריכים להתנהל ע"י הנהלה הכללית, הנני עונה לביה"ס דיפו שהעזרה חלקית שדרשו תומצא להם ע"י שיבקשו הנהלה הכללית ובעיקר להמציא להם בהקדם ולעודדם ולחזקם שיעשו הקייטנא.

ה) כיון שהקייטנא תהי' בכפר חב"ד הרי אפשר יש מקום שיתארחו שמה גם התלמידים מבתי ספר אחרים היינו לא רק מיפו אלא גם משאר בתי ספר אהלי"י, ואפשר שעי"ז יוקל יותר השגת העזר מהמשרדים השונים כיון שבהתרכז כל התלמידים במקום אחד יתמעטו ההוצאות, ומה שעיקר עוד יותר ההשגחה תהי' טובה יותר.

ו) ההצעה ליסד בתי ספר אהלי"י במקומות רחוקים ביותר כמו בנגב וכו', הנה לפי המצב עתה בהנהלה הכללית אינני רואה איך שישגיחו שם ויש מקום לחשוב ע"ד הצעות כאלו רק אם ימצאו על אתר אנשים שיש לסמוך עליהם במאה אחוז.

ז) הסברא שכל אחר הראוי לזה ילמוד עם כתה נוסף על עבודתו בהנהלה הכללית דהרשת, נכונה במאד, ולא רק מפני החסרון בהוצאות אלא גם מטעמים רוחניים ובהם קירוב דעת מהמורים ומורות להנהלה ע"י שיכירו שגם הם משתתפים בעבודתם בפעולות.

ח) מובן מעצמו שאין לוותר על הפרינציפ דבחירות מורים-ות דהרשת דוקא ע"י הנהלה ולא מי שהוא מבחוץ, והרי הי' זה אחד התנאים הראשונים בעת המו"מ ע"ד הכניסה לחינוך ממלכתי דתי (אף שגם בזה אין לעשות זה דרך מלחמה, והרי כבר הראה הנסיון שבדרכי נועם פועלים הרבה יותר ובנקל יותר)...

ט) תקותי שאם גם י"ב וי"ג תמוז הם ימי החופש, בכ"ז ינצלו ימים אלו לספר להתלמידים והתלמידות ע"י איזה אופן אודות פרשת החג.

י) מהנכון הי' שאנשים המתאימים לזה יתראו עם מר שז"ר שי' כיון שהוא הי' המתווך ויודע ג"כ ע"ד ההבטחה בענין מינוי מורים-ות ויש לו השפעה גם עתה וגם על...
